 Background:

Position Summary:

The Senior Procurement Officer will lead and coordinate the full cycle of procurement activities for the Thabat World Bank–funded project. The role will work closely with program teams to develop and implement procurement plans, prepare solicitation documents, conduct evaluations, and manage supplier relationships in line with World Bank Procurement Regulations and organizational policies. The position is central to ensuring that all procurement processes are transparent, competitive, compliant, and aligned with the project’s operational needs and donor requirements.



 
 Duties and responsibilities:

Key Responsibilities

  • Work closely with program teams to develop annual and quarterly procurement plans for the Thabat project.
  • Update and monitor procurement plans regularly, ensuring alignment with project implementation schedules.
  • Provide technical advice to program staff on procurement timelines, requirements, and planning.
  • Conduct market assessments and supplier mapping to inform procurement strategies.
  • Support and Prepare Expressions of Interest (EOIs) and pre-qualification documents in accordance with World Bank Procurement Regulations.
  • Maintain and update a roster of pre-qualified suppliers and service providers.
  • Develop high-quality tender and bidding documents, including Requests for Quotations (RFQs), Requests for Proposals (RFPs), and solicitation packages.
  • Ensure all bidding documents are standardized, clear, and compliant with World Bank guidelines.
  • Manage the advertising and dissemination of tender opportunities to ensure transparency and competition.
  • Participate in bid evaluations and supplier qualification assessments, ensuring fairness and transparency.
  • Review evaluation reports and verify compliance with approved selection criteria and donor regulations.
  • Work closely with program teams to ensure appropriate and transparent evaluation and selection criteria are established for each procurement transaction.
  • Review procurement processes to ensure adherence to the approved procurement plan, donor rules, and organizational policies.
  • Ensure procurement transactions are properly reconciled, documented, and filed for audit readiness.
  • Provide regular updates on procurement status, risks, and compliance issues to the Supply Chain Manager and Project Management Unit (PMU).
  • Maintain and update the procurement tracker, ensuring accurate and timely data entry.
  • Prepare regular procurement status reports for management and donor review.
  • Support World Bank supervision missions with procurement data and documentation.
  • Conduct pre-signature orientations for suppliers to ensure clear understanding of contract terms, compliance requirements, and performance expectations.
  • Build and maintain positive relationships with suppliers and service providers while upholding donor ethics and procurement standards.
  • Support suppliers in understanding World Bank procurement requirements during bidding and contract execution.

 
 Minimum Qualification, Skills and Experience Required:

Qualifications & Experience

  • Bachelor’s degree in supply chain management, Procurement, Business Administration, Economics, or a related field (master’s degree or professional certification such as CIPS, CPSM, or equivalent preferred).
  • Minimum of 5–7 years of progressive experience in procurement and supply chain management, preferably in donor-funded projects.
  • Demonstrated experience working with World Bank–funded projects.
  • Proven expertise in preparing and managing procurement plans, RFQs, RFPs, EOIs, and bid evaluation processes.
  • Experience in supplier due diligence, contract management, and compliance monitoring.
  • Strong track record in procurement documentation, audit support, and reporting.

Skills & Competencies

  • In-depth knowledge of World Bank Procurement Regulations and international best practices.
  • Strong analytical, negotiation, and problem-solving skills.
  • Excellent organizational and project management abilities, with attention to detail.
  • Strong interpersonal and communication skills, with the ability to work effectively with diverse teams and stakeholders.
  • Proficiency in MS Office applications (Word, Excel, PowerPoint); knowledge of procurement systems is an advantage.
  • Fluency in English required; proficiency in Arabic strongly preferred.
