I. Job Summary:

CARE International is a global confederation that is working in 104 countries around the world to save lives, end poverty and fight social injustice. CARE has been operating in Sudan since 1979, implementing humanitarian and development programs particularly focused on women’s and girls’ empowerment, gender justice, humanitarian action, and resilience building. Since the beginning of the conflict CARE Sudan maintained its operations in East Darfur, South Darfur, Red Sea, Kassala, Gedaref, and South Kordofan.

CARE Sudan currently works in partnership with over 15 national NGOs and several consortia and strategic alliances. CARE Sudan’s donors include the EU, ECHO, USAID, BHA, the Dutch Ministry of Foreign Affairs, the German Ministry of Foreign Affairs, Global Affairs Canada, the Luxembourg Ministry of Foreign Affairs as well as multilateral UN funding. Recently CARE received funding from the European Union-EU to implement a “SAFER” Sudan project, an integrated, multi-sectoral approach that combines strengthening sustainable livelihoods, economic empowerment, access to basic services, promoting adaptive capacity, protection and conflict mitigation in the current context. The main goal is to enhance socio-economic integration of children and young people and protection of the human rights of groups at risk in displacement affected communities in Sudan. In doing so, it will promote greater inclusion of women, youth, people with disabilities, and other marginalized groups in individual project activities, especially in the highly affected areas such as Darfur and Khartoum. The project is implemented in partnership with two INGO and several local partners with CARE International as a consortium leader.

CARE therefore seeks to recruit a Cash and Protection Officer, who will provide technical and programmatic oversight in the implementation of the Cash and protection activities of the SAFER project in Khartoum and Red Sea states of Sudan. Reporting to the Project manager, the Cash and Protection Officer will work at the community level in collaboration with the local authority and other actors, to support implementation of Cash transfer program activities aimed at assisting vulnerable populations affected by

conflict in Sudan. The position will also lead in the implementation of protection-related activities as per guidelines and protocols specified in each intervention areas in close coordination with the project manager, engaging the national partners and providing timely quality reports about the achievement of project objectives and targets. She/he will help to ensure the interventions are on time, on scope and on budget and identify opportunities to operationalize recommendations as per context of implementation.

1. Program Implementation:

− Work closely with local partners, community leaders, and other stakeholders to ensure the smooth execution of the cash assistance and protection program.

− Coordinate with other program teams and sectors within CARE to ensure integrated program delivery, mainstreaming gender, and protection across project intervention areas.

− Manage protection cases by identifying individuals and communities needing specialized support, maintaining referral pathways, and ensuring ethical, confidential, and non-discriminatory service delivery.

− Conduct protection monitoring to identify protection risks, gaps, and trends, and implement practical recommendations to address them.

− Facilitate community consultations and awareness sessions to identify protection needs and strengthen community-led protection

structures and focal points.

− Participate in coordination meetings with the Cash and protection working groups and sectors at National and sub national levels to share insights and learnings from program implementation.

− Support the implementation of the cash transfer program in targeted areas in Khartoum and Red Sea states, while adhering to protection principles as per CARE's guidelines and standards.

− Assist in the beneficiary identification and registration process in collaboration with community leaders and partners in line with

protection principles.

− Facilitate the distribution of cash assistance to eligible households, ensuring transparency and accountability throughout the process.

− Monitor and track the distribution of cash, ensuring that all records are accurately maintained and reported.

− Contribute to successful project implementation by ensuring that the program is implemented on time, within target and budget, and using effective M&E systems to reach desired impacts.

− Provide specific coaching and mentoring to local partners, project staff, while maintaining a consistent approach with other team

members.

− Support, and lead when needed, training and capacity building for partners and staff in Cash transfer and protection principles.

− Organize and participate in the facilitation of training to help increase the capacity of local staff and implementing partners in the

planning and implementation of the SAFER project.

− Maintain a positive and professional working relationship with partners and staff and be responsive to their needs and challenges

and report to the project manager as necessary.

− Provide recommendations to the project Manager on relevant project needs on a regular basis.

2. Monitoring, Reporting, and documentation:

− Conduct regular field visits to monitor the implementation of cash assistance activities and gather feedback from beneficiaries.

− Assist in the collection of data for monitoring and evaluation purposes, ensuring that the program is meeting its objectives.

− Contribute to the preparation of reports on program progress, challenges, and outcomes for internal and external stakeholders.

− Provide training and support to local partners, community leaders, and volunteers involved in the cash transfer program.

− Work with the program manager to identify capacity-building needs and opportunities for the program team.

− Maintain accurate records of all cash distribution activities, including beneficiary lists, distribution reports, and financial documentation.

− Assist in the preparation of project documentation, including success stories, case studies, and lessons learned.

− Contribute to donor reports, ensuring that all required information is accurate and submitted on time.

3. Compliance and Accountability:

− Ensure that all cash assistance activities are conducted in compliance with CARE’s policies, donor requirements, and local regulations.

− Support the implementation of accountability mechanisms, including feedback and complaints mechanisms, to ensure the program is responsive to the needs of the affected population.

− Ensure Case management, PSS and referrals are adequately handled.

− Report any issues of concern, including protection issues, fraud, or mismanagement, to the program manager in a timely manner.

4. Contribute to the success of CARE partnership approach:

− Work with other SAFER team members in partners review, and assessment and identification of capacity gaps.

− Ensure partner’s involvement in all project activities and build their sense of ownership and accountability.

− Support local partners in following up on project activities implemented by groups/committees and line ministries.

− Participate in the review meetings of partners’ financial and narrative reports, document challenges and lessons learned.

V. Working Conditions:

This position will be based in Red Sea and support Khartoum (50% in each state). The Cash and protection officer is expected to spend considerable amount of time in the field with the community, working interactively with the community and must be willing to travel to different project sites and other areas within the project catchments under difficult and stressful conditions. The project locations are security sensitive, and the incumbent is expected to comply with CARE international security protocols and will be

supported to facilitate his/her operations within the framework of the project.

• Holds a bachelor’s degree in a relevant field such as economics, business administration, international development, Social Sciences or closely related field. Master’s degree is an advantage.

• Holds Minimum 4 years of experience in humanitarian cash and protection programming.

• Experience with market-based interventions is desirable.

• Experience working in Sudan or similar fragile, conflict-affected settings is desirable.

• Demonstrated ability to manage cash transfer and protection programs in challenging contexts.

• Knowledge of the humanitarian program cycle and cash assistance methodologies as well as protection principles is required.

• Experience with Case management, PSS, cash for protection and referrals is required.

• Demonstrated understanding of protection issues, including forced displacement, GBV prevention and response, and child protection.

• Proven ability to work effectively with local partners, communities, and authorities.

• Strong organizational, reporting, and interpersonal skills.

• Commitment to CARE’s principles of gender equality and diversity.

• Proficiency in using data management software and tools (e.g., SPSS, Excel).

Languages: Good knowledge of both written and spoken Arabic and English languages are required for

this position.
