Background: I. Job Summary: CARE International is a global confederation that is working in 104 countries around the world to save lives, end poverty and fight social injustice. CARE has been operating in Sudan since 1979, implementing humanitarian and development programs particularly focused on women’s and girls’ empowerment, gender justice, humanitarian action, and resilience building. Since the beginning of the conflict CARE Sudan maintained its operations in East Darfur, South Darfur, Red Sea, Kassala, Gedaref, and South Kordofan. CARE Sudan currently works in partnership with over 15 national NGOs and several consortia and strategic alliances. CARE Sudan’s donors include the EU, ECHO, USAID, BHA, the Dutch Ministry of Foreign Affairs, the German Ministry of Foreign Affairs, Global Affairs Canada, the Luxembourg Ministry of Foreign Affairs as well as multilateral UN funding. Recently CARE received funding from the European Union-EU to implement a “SAFER” Sudan project, an integrated, multi-sectoral approach that combines strengthening sustainable livelihoods, economic empowerment, access to basic services, promoting adaptive capacity, protection and conflict mitigation in the current context. The main goal is to enhance socio-economic integration of children and young people and protection of the human rights of groups at risk in displacement affected communities in Sudan. In doing so, it will promote greater inclusion of women, youth, people with disabilities, and other marginalized groups in individual project activities, especially in the highly affected areas such as Darfur and Khartoum. The project is implemented in partnership with two INGO and several local partners with CARE International as a consortium leader. CARE therefore seeks to recruit an Economic Empowerment officer, who will provide technical and programmatic oversight in the implementation of the SAFER project. Reporting to the Project manager, the Economic Empowerment Officer will work at the community level, in collaboration with the local authority and other actors, to support implementation of program activities. She/he will provide technical and operational support to the project Assistants ensuring that activities are implemented according to scope and timeline. She/he will help to ensure the interventions are on time, on scope and on budget and identify opportunities to operationalize recommendations as per context of implementation. |

Duties and responsibilities: 1. Program Implementation:
− Create opportunities for self-employment and decent jobs for rural women and youth in agri-businesses, IGA development, and vocational training areas.
− Oversee the SAFER project startup and implementation, while creating opportunities for women and youth, and other vulnerable groups to thrive.
− Ensure that the SAFER project economic empowerment component is successfully implemented through proper follow-up, monitoring, and reporting.
− Ensure that the program targets and schedules are met. This includes being responsible for the quality of periodical reports/updates and the programmatic tracking of progress by ensuring that program records are kept up to date.
− Pay close attention to issues, trends, or concerns that arise, and that may affect direct delivery of the project, including changing contexts, as well as follow up with partner reports, updates, and meetings while keeping the program manager informed of these changes on a regular basis and offering possible solutions.
− Contribute to successful project implementation by ensuring that the program is implemented on time, within target and budget, and using effective M&E systems to reach desired impacts.
− Provide specific coaching and mentoring to local partners, project staff, while maintaining a consistent approach with other team members.
− Support, and lead when needed, training and capacity building for partners and staff.
− Organize and participate in the facilitation of meetings/workshops/training to help increase the capacity of local staff and implement partners in the planning and implementation of the SAFER Sudan project.
− Maintain a positive and professional working relationship with partners and staff and be responsive to their needs and challenges and report to the project manager as necessary.
− Support in developing the livelihoods program implementation strategies, including partnership frameworks, beneficiary targeting.
− Support in the Integration of community-based approaches, gender sensitivity, conflict sensitivity, and capacity building into all projects as appropriate.
− Provide recommendations to the project Manager on relevant project needs on a regular basis.
2. Monitoring, Reporting, and documentation:
− Based on the monitoring plan, the Economic Empowerment Officer will submit a plan on a weekly basis, review the work plan of the previous week and develop the plan for the subsequent week, and report on the progress of weekly work plans and related problems.
− Maintain a well-organized and consistent filing system and tracking system for all project documentation and information. Participate in the preparation of project detailed implementation plan (DIP) and monthly progress review exercises.
− Ensure the implementation of the project log frame and M&E plan.
− Monitor the project activities and track their implementation.
− Develop detailed individual weekly activity plans and track progress.
− Identify and plan for addressing weak areas in the project implementation at the field level.
− Submit regular reports on project activities implemented.
− Document most significant change stories, lessons learned, and good practice as well as challenges of the project.
3. Contribute to the success of CARE partnership approach:
− Work with other SAFER team members in partners review, and assessment and identification of capacity gaps.
− Ensure partner’s involvement in all project activities and build their sense of ownership and accountability.
− Support local partners in following up on project activities implemented by groups/committees and line ministries.
− Participate in the review meetings of partners’ financial and narrative reports, document challenges and lessons learned.
4. Uphold CARE Values and contribute to CIS shared priorities:

The Economic Empowerment officer will also be close with other SAFER consortium partners, Community associations & groups, Community leaders and other community structures. Government structures, any other relevant agency and partners in operational areas.
VI. Working Conditions: This position will be based in Port Sudan. The Economic Empowerment officer is expected to spend considerable amount of time in the field with the community, working interactively with the community and must be willing to travel to different project sites and other areas within the project catchments under difficult and stressful conditions. The project locations are security sensitive, and the incumbent is expected to comply with CARE international security protocols and will be supported to facilitate his/her operations within the framework of the project. |

Minimum Qualification, Skills and Experience Required: • Holds a minimum of a bachelor’s degree in agriculture economics, Rural Development, Development Studies, Social Studies or any other related field to the scope of the project.
• At least three years’ experience in implementing Economic empowerment (Youth and Women), livelihood and resilience programs in Sudan.
• Experience with value chain development, market systems strengthening, vocational training, internships, small business grants, IGA development and youth empowerment taking into consideration the gender and protection issues in the current context of Sudan.
• Demonstrated ability to work in teams, understanding community approaches, and problem solving techniques.
• Work under minimum supervision and should be proactive.
Languages: Good knowledge of both written and spoken Arabic and English languages are required for this position. |
