Background: The State Coordinator is the senior-most representative of the organization at the state level, responsible for overall coordination, representation, leadership, and management of field operations. This includes ensuring effective implementation of multi-sectoral projects, stakeholder engagement, security management, and team supervision in line with the organizations strategic and operational objectives. He / She will develop and maintain the program environment to support each individual project within it.

Duties and responsibilities:
Key Responsibilities:1. Leadership and Representation- Serve as the main organizational representative in the state and maintain effective relationships with local authorities, UN agencies, clusters, NGOs, and community leaders.
- Lead coordination efforts with stakeholders to avoid duplication and strengthen impact.
- Represent the organization at state-level coordination platforms and government forums.
2. Program Coordination and Oversight- Oversee implementation of all projects across sectors (e.g., WASH, Health, Food Security, Education).
- Ensure harmonization and integration across projects to maximize synergy.
- Monitor quality, relevance, and accountability of program activities.
- Lead state-level planning and review meetings with project teams.
3. Human Resources and Team Management- Supervise all staff based in the state and ensure clear reporting lines and responsibilities.
- Support recruitment, onboarding, and performance management of staff.
- Promote teamwork, staff welfare, and adherence to HR policies.
4. Operations and Administration- Oversee field logistics, administration, procurement, and finance functions in the state.
- Ensure effective use of resources and compliance with internal policies and donor requirements.
- Ensure proper documentation and record-keeping for operations and programs.
5. Security and Risk Management- Serve as the focal point for safety and security in the state.
- Monitor the security context and advise the senior management team on potential risks.
- Ensure staff are trained and compliant with security procedures and contingency plans.
6. Monitoring, Reporting and Communication- Ensure timely preparation and submission of internal reports (programmatic, logistical, security).
- Coordinate with MEAL team to ensure data collection, learning, and accountability mechanisms are functioning.
- Share regular situation reports and updates with the central office.
7. Strategic Input and Expansion- Identify needs and opportunities for program expansion within the state.
- Contribute to proposal development and donor engagement by providing field-level input and assessments.
- Support emergency response efforts and rapid assessments when needed.
7. Grants Management and Compliance Oversee grants management processes at the state level, ensuring compliance with donor requirements and internal policies. Coordinate with the grants team to ensure timely submission of high-quality reports and documentation. Track grant deliverables, budgets, and expenditure to ensure alignment with approved plans and donor agreements. 8. Resource Mobilization Identify and pursue funding opportunities in coordination with the Area Manager and Head office Engage with potential donors, partners, and stakeholders to promote the organizations work and attract resources. Support proposal development through needs assessments, stakeholder consultations, and provision of contextual information.

Minimum Qualification, Skills and Experience Required:
Qualifications and Experience:- Bachelors degree in Development Studies, Project Management, Social Sciences, or related field (Masters preferred).
- At least 7 years of progressively responsible experience in humanitarian or development programming, including 3+ years in a leadership role.
- Proven experience in project management, operations, and representation at sub-national level.
- Familiarity with working in conflict/post-conflict settings and coordination with government and humanitarian actors.
Skills and Competencies:- Strong leadership and problem-solving skills.
- Excellent communication and interpersonal skills.
- Ability to manage large teams and coordinate across multiple sectors.
- Solid understanding of donor regulations (e.g., UN, USAID, ECHO, etc.).
- Fluency in English and Arabic preferred.
- Proficiency in Microsoft Office, especially Excel, Word, and PowerPoint.
- Ability to work under pressure.
- Willing to travel up to 50 percent of the time.
