ROLE PURPOSE: 

Reporting to the Head of Program Implementation and working under technical supervision from the Country Office Shelter & NFI Specialist, the Coordinator provides leadership, planning, and technical oversight of emergency shelter and NFI responses in the assigned area.
The Coordinator is responsible for coordinating assessments, planning and overseeing the implementation of interventions, and ensuring strong linkages with other sectors and cluster actors. S/he facilitates training and capacity-building for Officers, Assistants, local partners, and community structures.
The role also leads SCI’s representation in the ES/NFI cluster and with local NGOs, government bodies, and humanitarian partners, ensuring harmonization of approaches and identification of unmet needs. The coordinator ensures SCI’s response is rapid, accountable, and aligned with humanitarian standards, while maintaining focus on child safeguarding, dignity, and protection principles.

Role Dimensions

Save the Children International in Sudan is working across Sudan e.g. Khartoum, South, West and North Kordofan, North, West & Central Darfur States, Blue Nile, Sennar, White Nile River Nile, Gedarif and the Red Sea State in Sudan.  Our thematic coverage includes child rights governance, child protection, education, health, nutrition, WASH, livelihoods, shelter and settlement and humanitarian emergencies. 

This position is based in a complex humanitarian environment, where displaced and crisis-affected populations often face high vulnerabilities and live in open or inadequately sheltered spaces. The Shelter & NFIs Coordinator plays a vital role in leading, coordinating, and overseeing local shelter and NFI interventions, ensuring effective site management, equitable access, and adherence to SCI and humanitarian standards. S/he acts as the primary focal point for coordination with local authorities, community committees, humanitarian actors, and cluster forums, supervising field teams and supporting Officers and Assistants to deliver timely and quality assistance. By guiding program implementation, monitoring outcomes, and fostering community engagement, the coordinator contributes directly to reducing vulnerabilities and improving the living conditions of affected populations.

 Duties and responsibilities:

KEY AREAS OF ACCOUNTABILITY: 

Program Implementation & Technical Support

  • Lead planning and coordination of SCI’s shelter and NFI response in the assigned area.
  • Ensure interventions are aligned with SCI technical guidance, donor requirements, and cluster strategies.
  • Provide technical support and oversight to Officers and Assistants.
  • Lead or support rapid needs assessments and response planning.
  • Ensure quality assurance and compliance with Sphere standards.

Coordination & Representation

  • Represent SCI in ES/NFI cluster meetings and coordination fora at sub-national level.
  • Coordinate with UN agencies, INGOs, NGOs, and government authorities to avoid duplication and identify gaps.
  • Act as focal point for SCI’s shelter and NFI programming in the state.

Capacity Building

  • Build capacity of Officers, Assistants, and partners through training, mentoring, and coaching.
  • Lead workshops on emergency shelter construction, NFI distribution standards, accountability, and safeguarding.

Monitoring, Reporting & Learning

  • Consolidate inputs from field teams and prepare quality reports for submission to CO and donors.
  • Support MEAL teams in PDM, learning reviews, and feedback mechanisms.
  • Ensure lessons learned are documented and applied.

Program & Risk Management

  • Monitor budgets, procurement, and resources for shelter/NFI activities.
  • Identify and mitigate programmatic, safeguarding, and security risks.
  • Ensure integration with other sectors such as WASH, protection, and child protection.

Working in humanitarian / emergency contexts 

  • Lead and technically support rapid needs assessments in relation to shelter, NFIs, and settlement conditions, ensuring inclusion of vulnerable groups.
  • Oversee the planning and delivery of emergency shelter and NFI responses, adapting interventions to evolving crisis contexts.
  •  Provide technical guidance to Officers and Assistants during distributions, construction, and site management activities.
  • Ensure all interventions comply with shelter QBM, safe shelter principles, and SCI child safeguarding requirements.
  • Coordinate with site management actors to strengthen safe settlement planning, plot allocation, and community participation.
  • Represent SCI in emergency coordination mechanisms, ensuring SCI’s response is visible, complementary, and aligned with cluster priorities.
  • Work with the MAEL on the design and establishment of appropriate feedback mechanisms that are contextual, effective, accessible and safe for children and their care givers, and that ensure that feedback is recorded, reviewed, and acted upon.

Human resource management

  • Responsible for mentoring, coaching, and capacity building of the staff under her/his responsibility.
  • Follow up staff attendance, leaves, and coverage during leave for the staff under her/his supervision. 
  • Ensure regular feedback to the staff under her/his responsibility and appraisal process when needed.
  • Support disciplinary measures application if needed.

 

Coordination and representation

  • Act as the focal point for sub-national ES/NFI cluster coordination, regularly attending meetings, sharing updates, and contributing to joint planning.
  • Liaise with humanitarian actors, authorities, and community representatives to ensure smooth implementation, avoid duplication, and strengthen partnerships.
  • Lead field-level coordination with cluster partners during sudden crises, contributing to joint response planning and rapid interventions.
  • Ensure SCI’s key achievements and gaps are consistently reflected at the cluster level and reported to the CO Shelter & NFIs Technical Specialist and IM Specialist.
  • Facilitate information flow between field teams, cluster structures, and SCI’s country office to improve evidence-based decision-making and visibility.

Other

  • Ensure risks are appropriately managed, including financial, safety and security, programmatic and reputational, in consultation with relevant staff,
  • In collaboration with the MEAL team, ensure that culturally appropriate and child-friendly monitoring and complaint mechanisms are developed, implemented, and monitored.
  • Inform the direct supervisor about any challenges, difficulties, and concerns in the implementation of activities or issues in the social context.
  • Ensure a strict adherence to the principles of child protection and child safeguarding at all times, including respect for confidentiality and always acting in the best interests of the child.
  • Undertake other responsibilities assigned by the supervisor.

 Minimum Qualification, Skills and Experience Required:

EXPERIENCE AND SKILLS

(Education

Bachelor’s degree in engineering, Architecture, social science or related field of study

 Experience

  • Bachelor’s degree in civil engineering, architecture, humanitarian studies, or equivalent; postgraduate qualification desirable.
  • At least 3–5 years’ experience in shelter/NFI programming, with 1+ years in coordination/leadership roles.
  • Strong knowledge of ES/NFI cluster coordination, Sphere standards, and humanitarian response architecture.
  • Demonstrated experience in capacity building of staff and partners.
  • Excellent representation, negotiation, and communication skills.
  • Ability to work under pressure and manage multiple priorities in emergency settings.

 

Technical Skills:

  • Strong technical knowledge of humanitarian shelter and settlement standards (Sphere, UNHCR Shelter Guidelines, CCCM/site management, Core Humanitarian Standards).
  • Proven ability to design and oversee emergency shelter solutions (temporary shelters, transitional shelters, site planning, and integration of local materials).
  • Advanced skills in settlement planning and site management, including protection mainstreaming, WASH integration, and community-based approaches.
  • Experience leading rapid multi-sectoral assessments (MSA) and contributing to Humanitarian Needs Overview and response plans.
  • Strong capacity to develop project designs, BoQs, technical drawings, and guide shelter construction/repair programming.
  • Demonstrated experience with NFI pipeline coordination (procurement planning, pre-positioning, distribution modalities).
  • Solid understanding of cash and voucher assistance  for shelter/NFI programming.
  • Skilled in coordination and representation within the ES/NFI Cluster, CCCM Working Group, and inter-agency forums.
  • Experience in capacity building of field teams, partners, and community committees on shelter and settlement standards.
  • Knowledge of safeguarding, gender, protection, and inclusion in shelter and settlement programming.
  • Strong experience in reporting, proposal writing, and donor engagement for shelter/NFI programming.
  • Ability to monitor and manage budgets, procurement, and compliance with donor and SCI requirements.
  • Strong data analysis and presentation skills; familiarity with IM tools (e.g., Power BI, 4Ws reporting, GIS/mapping tools).
