Purpose of the Role

Our global strategy “All girls standing strong creating global change” has a specific focus on girls, as they are often the most marginalised and most often left behind. We have committed ourselves to the ambitious target of reaching 200 million girls over 5 years, to ensure they can learn, lead, decide and thrive. This is our contribution to reaching the sustainable development goals, and in particular the goals on gender equality in both humanitarian and development settings. 

 

Our organisation is transforming itself to meet this enormous challenge everywhere we work through sound accountability for resources entrusted by sponsors and donors. We also need to demonstrate accountability and impact to program participants and stakeholders. We, therefore, need a bold, forward-thinking and innovative individual to lead the Risk and compliance function in Plan International Sudan (PIS ). The Risk and compliance manager will be accountable for objectively assessing the internal control environment, actions, methods, and practices of PISS

 

  In addition to this, a Risk and compliance manager serves as a link between the employees and the management of the organisation for the sharing of information between the two. The incumbent will be responsible for formulating appropriate Risk and audit programs, assigning and directing resources to complete the audit plans as scheduled and generating the final audit reports for internal and regulatory agency review. They will also ensure that thorough follow-up audits on previously identified issues are carried out, managing CAMMS System of risk Management, TeamMate+ System for tracking Global Assurance Actions and provide management with the progress on management standard KPIs .

 

The Risk and Compliance Manager will support the country office to ensure compliance with Plan International Sudan minimum management standards and in reducing the overall risk on Plan International operations across the country. S/He will lead all risk and compliance assurance activities in Plan International Sudan to coordinate and assist audits implemented by 3rd party audit firms and external/regulatory auditors. The Risk and Compliance Manager will work closely with all Plan international Sudan departments while maintaining necessary auditor independence.


 



 
 Duties and responsibilities:

Accountabilities And Main Work Activities

Accountabilities

  • Implement the global risk and compliance system at the national level, serving as the focal point for Plan’s CAMMS and TeamMate+ platforms to manage risks, controls, and potential litigation. 
  • Develop and execute the annual audit plan for Plan International Sudan, covering all departments and locations to assess internal controls, operational efficiency, and compliance with organizational and donor policies. 
  • Lead and coordinate audit assignments, including planning, execution, reporting, and follow-up, while maintaining a comprehensive audit documentation system. 
  • Conduct quarterly financial transaction verifications, surprise cash counts, and spot checks at field offices, providing detailed reports to the Country Management Team (CMT). 
  • Continuously assess risks in response to changing contexts and advise the Country Leadership Team (CLT) on strategic mitigation measures and policy adjustments. 
  • Support management in resolving audit findings and implementing improvements to internal control procedures and operational processes. 
  • Respond to ad hoc requests related to new business processes, policies, and control issues, offering consultative support to management. 
  • Maintain and regularly update the risk register both offline and within CAMMS, and monitor key performance indicators (KPIs), reporting progress to the CMT. 
  • Conduct investigations into suspected fraud, safeguarding violations, and other breaches of Plan or donor policies involving staff, partners, volunteers, or associates. 
  • Deliver routine training to new employees and partners on Plan’s policies and procedures to ensure compliance and awareness. 
  • Research emerging trends and developments in audit practices to enhance internal processes and controls. 
  • Prepare and present audit findings and recommendations to the CMT. 
  • Perform additional assignments as delegated by the Country Director.

 

Supervisory Responsibilities

  • Responsible for interviewing, hiring, and training employees/interns; planning, assigning, and directing work; appraising performances; rewarding; addressing complaints and resolving problems. 

 

Risk Management 

  • Review the organisations' performance in identifying, assessing, mitigating and reporting risks in line with the Global Risk Management Policy and the Global Risk Management Toolkit. 
  • Ensure that all inherent risks in Plan international Sudan, including safeguarding children & young people, safety & security and fraud & corruption, are given top priority by management and all staff. 
  • Provide risk management and fraud & corruption training to staff and partners as required. 

 

Child Protection and Gender Equality & Inclusion 

  • Ensures that Plan International's global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded following the policy's principles and requirements, including relevant Implementation Standards and Guidelines applicable to their area of responsibility. 
  • This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies, and Plan International's Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed following the appropriate procedures.

 

Safeguarding Children and Young People (Safeguarding) and Gender Equality and Inclusion (GEI) Commitment (5%)

  • Commit and contribute to an environment where children and adult program participants feel respected, supported, safe and protected;
  • Never act or behave in a manner that results in violence including SHEA against a child, young person or adult or places them at risk of such violence.
  • Be aware of and adhere to the provisions of the Safeguarding Policy, PSHEA Policy and COC of Plan International;
  • Report and respond to safeguarding and SHEA concerns and breaches in line with the applicable procedures of Plan International;
  • Maintain confidentiality of safeguarding and PSHEA concerns reported; 
  • Ensures that HR staff are properly inducted on and understands their role in upholding Plan International’s safeguarding and GEI policies.
  • Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in day-to-day work.
  • Ensures that Plan Sudan contributes to Plan International’s global efforts to ensure safeguarding and GEI, including making sure that relevant reporting and data are submitted.

 Minimum Qualification, Skills and Experience Required:

Technical Expertise, Knowledge and Skills Required to Achieve Role’s Objectives: 

 

Qualifications and Experience

  • Over 10 years of auditing experience, including 7–8 years in a leadership or management role.
  • Holds a Bachelor's degree in Finance, Accounting, Business Management, Commerce, Law, or a related field.
  • Professional certification in CPA, CIA, or ACCA is required; a Certified Fraud Examiner (CFE) credential is an advantage.
  • Demonstrated leadership in audit functions within INGOs or professional audit firms.
  • Strong grasp of child rights and gender in development, with familiarity with international frameworks such as the Convention on the Rights of the Child, Convention for the Eradication of Discrimination against Women (CEDAW), and the Sustainable Development Goals (SDGs).

Skills and Competencies

  • Proficient in English, both written and spoken.
  • Excellent communication, interpersonal, negotiation, and representation abilities.
  • Expertise in risk assessment and internal controls across key business functions (e.g., financial reporting, procurement, HR/payroll, business development, donor compliance).

Desirable

  • Proficient in Arabic, both spoken and written
  • Knowledge of auditing best practices, such as General Accepted Accounting Principles (GAAP), Internal Audit Standards (IAS)  and internal control measures.
  • An in-depth understanding of Sudan’s tax laws, business compliance, and financial regulations.
  • Experience working in a humanitarian or NGO environment.  
  • Ability to adapt quickly to evolving priorities and environments
  • Experience in engaging with donors, regulators, and senior leadership.
