WASH Manager.
MEDAIR

Medair is an international humanitarian organisation inspired by Christian faith to relieve human suffering in some of the world’s most remote and devastated places.

 


 Position Status: Full Time.
 Section/Unit: program Department.

 Supervisor: Project Manager, additional supervision provided by Khartoum project coordinator.

 Duty Station: Khartoum State, Sudan.
 Duration: 9 months with the possibility of extension.

 Background:

Medair Sudan consists of a health, nutrition and psychosocial support related projects. The health, nutrition and psychosocial team operates in selected sites in Khartoum state based on assessed needs covering (water, sanitation, and hygiene), Health, Nutrition and Mental health and Psychosocial Support (MHPSS).  The health, nutrition, psychosocial support and water, hygiene and sanitation teams have the capacity to respond with health, nutrition, psychosocial support, water, hygiene and sanitation services as well as NFIs. Logistics support is needed to facilitate program implementation, especially with regards to procurement.

 

Working as an important member of a diverse team committed to serving the world’s most vulnerable with practical and compassionate care the WASH Manager has a vital role to play in improving access to safe water and sanitation for the target population.

 

This involves effectively managing the assigned WASH project(s) in line with the objectives, budget and timeframe laid down in the proposal(s). The role also includes enhancing beneficiary participation, managing and training local staff and planning and initiating new WASH projects / proposals.



 
 Duties and responsibilities:

Technical WASH Management

  1. Be responsible for the implementation, management, supervision and support of the assigned WASH project(s) in line with the activity plan and time frame of the relevant project proposal(s) and any applicable national and international guidelines and standards
  2. Manage the quality construction of all water and sanitation structures, ensuring good maintenance and sustainable processes are put in place
  3. Ensure that regular monitoring and evaluation assessments are conducted both against project objectives and to ensure the quality of the programme, with reports being made to the relevant field managers
  4. Work towards the continual improvement of the processes and the technical implementation of the WASH programme
  5. Provide input into the integration of beneficiary participation and accountability in all aspects of the project
  6. Ensure accurate and timely reporting of activities for internal and external reports (e.g. monthly, quarterly and final reports) as requested by field managers, HQ and donors
  7. Assess existing water, sanitation, and hygiene promotion activities in the assigned area(s) and recommend actions to be taken
  8. Input into the development of the country strategy, new projects and/or donor proposals as requested by field managers and HQ

 

Financial Management

  1. Work with the relevant field managers to plan, construct and manage WASH budgets for the assigned WASH project(s)
  2. Coordinate and oversee petty cash requirements of the assigned WASH team, ensuring all required paperwork is completed accurately and in a timely manner

 

Communication and Coordination

  1. Develop and maintain appropriate, regular, transparent and supportive communication structures with the assigned WASH team, Medair in-country and HQ WASH managers and advisers and other relevant stakeholders (e.g. beneficiaries, community leaders, local and national government officials, UN agencies and other NGOs)
  2. Represent Medair at relevant local level coordination meetings involving local authorities, UN agencies and other NGOs

 

Logistics

  1. Manage the correct and timely ordering (within budgetary constraints) of all necessary WASH supplies and equipment for the assigned WASH activities, ensuring minimum stocks are maintained and items are stored and distributed correctly
  2. Ensure the careful use, regular servicing and appropriate replacement of all WASH equipment, within budgetary constraints, for the assigned project(s)

 

Quality Management

  1. Promote and use the Medair e-library and other operating procedures, ensuring that all standardised formats are used and guidelines are followed
  2. Implement, as far as is possible within operational constraints, relevant policies and standards relating to WASH service delivery including national, and international (e.g. Sphere and HAP) standards, donor guidelines and other good practice.

Delegated Responsibilities

  • Achievement of the assigned WASH project outcomes within the budget and the agreed time frame
  • Management of the relevant aspects of the WASH budget for the assigned WASH project(s)
  • Authorisation of expenditure on applicable budget lines up to $XXXX.XX
  • Filing and archiving of all required records and documents for the assigned WASH project(s) according to the requirements of Medair, donors and relevant local authorities
  • Line management of assigned WASH staff, including recruitment, performance monitoring, disciplinary action, etc.

 


 
 Minimum Qualification, Skills and Experience Required:

Higher level qualification in a technical field, preferably in water and sanitation

BSc / MSc in Water / Environmental Engineering or Management or Civil Engineering or Hydrology / Geology

Work experience

2 years post-qualification professional experience in a relevant field

Management experience in a WASH context

Experience working in a WASH programme in a developing country, preferably in a humanitarian context

Languages

Good English (spoken and written)

Ability to speak, or willingness to learn, local language

IT

Computer literate with good working knowledge of Microsoft Excel, Word and Outlook

Experience using GIS software and AutoCAD
