 Background:

CARE International is a global confederation that is working in 104 countries around the world to save lives, end 
poverty and fight social injustice. CARE has been operating in Sudan since 1979, implementing humanitarian and 
development programs particularly focused on women’s and girls’ empowerment, gender justice, humanitarian action, 
and resilience building. Since the beginning of the conflict CARE Sudan maintained its operations in East Darfur, 
South Darfur, Red Sea, Kassala, Gedaref, and South Kordofan. CARE Sudan currently works in partnership with over 
15 national NGOs and several consortia and strategic alliances. CARE Sudan’s donors include the EU, ECHO, 
USAID, BHA, the Dutch Ministry of Foreign Affairs, the German Ministry of Foreign Affairs, Global Affairs Canada, 
the Luxembourg Ministry of Foreign Affairs as well as multilateral UN funding. 

Recently CARE received funding from the European Union-EU to implement a “SAFER” Sudan project, an 
integrated, multi-sectoral approach that combines strengthening sustainable livelihoods, economic empowerment, 
access to basic services, promoting adaptive capacity, protection and conflict mitigation in the current context. The 
main goal is to enhance socio-economic integration of children and young people and protection of the human rights 
of groups at risk in displacement affected communities in Sudan. In doing so, it will promote greater inclusion of 
women, youth, people with disabilities, and other marginalized groups in individual project activities, especially in the 
highly affected areas such as Darfur and Khartoum. The project is implemented in partnership with two INGO and 
several local partners with CARE International as a consortium leader. 

CARE is therefore looking for a qualified Project Manager who will lead the implementation of the project activities
in Gedarif State. The Project Manager should have a full understanding of enterprise creation through IGAs, economic 
empowerment, business development, cash transfers, protection, referral systems, foster care, environmental issues,
gender, and working with the community structures. The purpose of this position is to coordinate and manage the full 
range of project management responsibilities of the project. S/he will ensure that the project targets and objectives are 
met, and quality standards and donor requirements are adhered to. S/He will also provide leadership in ensuring that –
in line with CARE principles and policies – the project applies a gender-centric approach to everything that CARE 
does. 

The PM will report directly to the Consortium Program Manager and have a working relationship with the Head of
Office, Protection Specialist and Economic Empowerment Specialist. S/he will work closely with other program staff 
to provide and coordinate managerial and technical support to all aspects of the project. The PM will directly assist the 
field teams including but not limited to providing on-site support for planning, budgeting, and implementation, quality 
assurance and accountability, and representation of the organization at key meetings at the field level. Strong 
oversight, follow-up, project implementation preparation, monitoring, and reporting to CARE /donor standards are 
among the key responsibilities.



 
 Duties and responsibilities:

Job Responsibilities and Tasks: 

  • Program Management and Development (30%) 
  1. Ensure that program plans and activities meet the intended purpose and goals and that the project staff members have adequate knowledge and skills to deliver the project. 
  2. To ensure that the program incorporates cross-cutting issues such as gender, peacebuilding, inclusion and lessons learned, whilst ensuring maximum participation of other stakeholders.
  3. Ensure that the project engages local stakeholders and develops the local capacity for longer-term sustainability. 
  4. To regularly document program learning and success stories and disseminate learning within the country program.
  5.  Manage and monitor the local partners.
  6. To develop monitoring tools and maintain an effective monitoring and planning system, which informs reporting and progress updates to the CMP.
  7. Technically lead the field project teams and develop their capacity in economic empowerment, business development, VSLAs, protection, social cohesion, child protection, foster care, cash transfers, vocational training, and gender. 
  • Supervise and build the capacity of the project program (30%) 
  1. Closely work with key program staff at the field office to ensure program accountability, quality, and feedback management to stakeholders and beneficiaries.
  2. Conduct periodical field visits to monitor program performance and provide guidance to program personnel on implementation. 
  3. Carry out day-to-day management of the program including recruitment, staff management, and capacity-building through training, coaching, and mentoring of key staff. 
  4. To establish performance objectives for each of the staff and conduct formal semi/annual appraisals on a timely basis.
  5. To build staff capacity through training, mentoring, and on-the-job support as appropriate
  6. To identify areas for staff and local partner training and development needs, set plans, and ensure effective implementation plan. 
  7. Through coaching and mentoring assist staff members in producing quality reports and gathering all the required information for the project
  • Liaison/coordination (20%)
  1. Develop and maintain close liaison with the local authorities, and national/international agencies involved in humanitarian activities in the affected areas.
  2. Take a leadership role in sectoral coordination with other NGOs and UN agencies working in the cluster and performing similar program activities. 
  3. At the locality level attend and participate in sectoral coordination meetings (protection and durable solution), while respecting CARE International’s core values, the code of conduct, and maintaining humanitarian space. 
  4. Represent CARE and engage with the Humanitarian Affairs Commission, line ministries, and UN agencies to improve the quality of the services provided.
  • Financial responsibilities (10 %) 
  1. In consultation with the Consortium Program Manager, Grants, and Finance team, ensure that the project budget is spent according to the donor requirements. 
  2. Responsible for the project financial management i.e., reviewing financial reports, BVAs, spending plans, and transactions and ensuring that the project is on track. 
  3. Ensure that field office program financial expenditures are approved based on CARE policy and procedures. 
  4. Develop the procurement plan, spending plan, and financial forecast based on the DIP. 
  • Monitoring and reporting (10%)
  1.  In coordination with project staff, develop a detailed work plan and M&E plan for the project, and ensure M&E output informs and strengthens the project cycle
  2. Provide support and guidance to the M&E Officer in the development of relevant M&E tools for monitoring sub-project activities in a manner that informs the indicators and allows for improvement in the program’s quality and progress.
  3. Tracks sub-project progress and solicits feedback from staff and partners in relation to objectives and work plans.
  4. Ensure M&E data collected are analyzed with the respective staff, used to inform the project cycle, and disseminated in a timely manner, in the form of reports. 

 

II. Authority: 

  • Spending Authority: Signatory authority of $ 5,000 or local currency equivalent.
  • Supervision: directly supervises the Economic Empowerment Officer, Protection officer, 
    CASH officer and Project assistants.

VI. Working Conditions:

 Minimum Qualification, Skills and Experience Required:

Required Qualifications and Competencies: 

  1. Bachelor’s degree in social studies, Agriculture Economics, International Relations, Development studies, Rural Development or a related development field with over four years of management experience in multisectoral development programs including protection, economic empowerment, livelihoods, cash transfers and child protection. Additional experience in sub-granting and finance management with partners on livelihoods programs, especially income-generating activities, both relief and development, additional knowledge and skill in community development will be an advantage.
  2. 5 years of experience in implementing Protection, Child Protection, social cohesion, VSLAs, Gender, and economic empowerment support in rural villages of Sudan and proven skill in coordinating or managing and integrating protection and accountability in community development work.  
  3. Facilitative manager who can motivate staff and is sensitive to their ideas and concerns.
  4. Excellent report-writing skills are both written and verbal.
  5. Excellent communication, presentation, diplomacy, and facilitation skills
  6. Experienced problem-solver and decision-maker.
  7. Good knowledge of government policy systems, processes, and procedures, especially in developing countries.
  8. Experienced in capacity building for a partner organization, working with local partners, and partner selection process.
  9. Should have finance skills for monitoring sub-grants, budgets, and financial reports.
