 Background:

CARE International is a global confederation that is working in 104 countries around the world to save lives, end poverty and fight social injustice. CARE has been operating in Sudan since 1979, implementing humanitarian and development programs particularly focused on women’s and girls’ empowerment, gender justice, humanitarian action, and resilience building. Since the beginning of the conflict CARE Sudan maintained its operations in East Darfur, South Darfur, Red Sea, Kassala, Gedaref, and South Kordofan. CARE Sudan currently works in partnership with over 15 national NGOs and several consortia and strategic alliances. CARE Sudan’s donors include the EU, ECHO, USAID, BHA, the Dutch Ministry of Foreign Affairs, the German Ministry of Foreign Affairs, Global Affairs Canada, the Luxembourg Ministry of Foreign Affairs as well as multilateral UN funding. 

CARE has received funding from the European Union (EU) to implement “SAFER Sudan” project, an integrated, multi-sectoral approach that combines strengthening sustainable livelihoods, economic empowerment, access to basic services, promoting adaptive capacity, protection and conflict mitigation in the current context. The main goal is to enhance socio-economic integration of children and young people and protection of the human rights of groups at risk in displacement affected communities in Sudan. In doing so, it will promote greater inclusion of women, youth, people with disabilities, and other marginalized groups in individual project activities, especially in the highly affected areas such as Darfur and Khartoum. The project is implemented in partnership with two INGOs and several local partners with CARE International as the consortium lead. 

CARE is therefore looking for a Consortium Grants & Finance Coordinator who will support the Consortium of partners implementing the EU Safer Sudan project by ensuring the financial and grants management and information systems are in place and functional. The position is responsible for budget management, financial planning, reporting and analysis, receiving and reviewing partner expenditures and reports, preparing consolidated financial reports for the donor, and coordinating local expense verification reports and audits. The Grants & Finance Coordinator will also be responsible for implementing an inter-agency fraud risk prevention, mitigation and response plan.



 
 Duties and responsibilities:

  1. Job Responsibilities and Tasks: 
  • Financial Management Systems: 
  1. . Responsible for managing the disbursement of funds to partners in line with payment schedules and any other requirements.
  2. Review and validate spending plans from partners against reported expenditures, following up with sub-awardees as needed.
  3. Submit summary of reported expenditures and spending plans to the Consortium Program Coordinator, outlining follow-up steps.
  4. Ensure the financial monitoring and spot check visits to CARE and partner offices is conducted according to CARE requirements and standards.
  5. Ensure monitoring visit plans drafted and submitted ahead of visits to the Program Coordinator to review and share monitoring visit reports in a timely manner to CARE COs and partners.
  6. Participate in Grants Management Meetings (GMMs) with the programme, finance, and other staff to respond to regular issues as they arise within partner management and ensuring properly coordinated and managed responses to CARE CO and partner issues as they arise.
  7. Ensure that a sound, accurate and organized e-filing / archiving system is in place, both hard and soft (electronic) copies for all financial reports and their supporting documents.
  8. In coordination with the Program Coordinator, develop or revise sub￾awardee financial templates (including reporting templates and other documents, as needed).
  • Financial Reporting and Coordination of Expense Verification: 
  1. Ensure proactive communication with CARE CO, partners and CARE Member Partners (CMPs) about the submission of their financial reports according to terms of their cooperation agreements.
  2. Ensure tracking of CARE/partner submission of financial reports, communicating issues to the Consortium Program Coordinator and Grants & Contracts Manager.
  3. Verify CARE and partners’ financial reports, transactions and supporting documentation, making sure that expenses are reasonable, allowable, and allocable to the approved budget and comply with donor’s regulations.
  4. Consolidation of financial reports including Expense Verification Reports (EVR) into one report for submission to HQ and donor.
  5. Respond to questions that arise from the CMP regarding submitted financial reports. 
  6. Prepare budget vs actuals to inform GMM review and to identify deviations in implementation progress and flag delays / requests for support to the Program Coordinator. 
  7. Review all CARE and partner sub-awardee budget modifications in coordination with the Consortium Program Coordinator, ensuring clear action points for follow-up are communicated.
  8. Provide updates to Senior Management on financial progress, risks, status.
  9. Work with the CARE’s internal audit focal point(s) and partner organizations to ensure the project is sufficiently audit ‘ready’.
  10. Ensure that any actions or recommendations included in management letters resulting from any audits are followed up and reconciled
  11. Coordinate donor audits and expense verification.
  12. In coordination with the CMP, coordinate directly with local auditors on an ongoing basis to ensure timely submission of interim reports supported by EVRs. 
  • Training and Capacity Building: 
  1. Ensure relevant financial assessments are conducted for all new partners, as well as update the financial assessment for all existing partners, on an annual basis. Report to the Consortium Program Coordinator on the findings and provide recommendations for improvement.
  2. Identify financial management capacity gaps and training needs assessments for both finance and non-finance partner staff and provide hands-on support and training for proper and effective use of resources.
  3. Conduct support to field offices and partner offices to reconcile accounting records and provide relevant technical support as required. 
  4. Support in developing risk management action plan and suggest corrective actions to address/mitigate risks identified during the partner assessment process.
  5. Design, update and deliver financial management training for partners’ staff, working closely with HQ and CO finance focal points on the training materials according to the needs in order to build the organizational capacity of partners.
  6. Conduct finance and general compliance monitoring visits to partners together with CO finance focal point(s) and prepare monitoring report and action plan to submit to the relevant CDs and Consortium Program Coordinator and share with partners in timely manner for each visit. 
  • Fraud Risk Mitigation and Response:
  1. In coordination with the Implementing Partners, Country Directors, CARE’s internal audit focal point(s) and the Consortium Program Coordinator, develop a fraud risk mitigation and response policy. 
  2. Ensure the financial risk assessment is maintained and updated. 
  3. In case of suspicions of fraud, ensure the case is addressed as per CARE’s and the donor policies.
  • Donor Compliance and Grants Management
  1. Ensure that the project is implemented in line with donor policies and compliance corresponding to finance and grants management (for example, budget line flexibility adhered to, all procurement requirements are followed, expenditures eligible in line with policy etc.). 
  2. Take the lead on the finance section of the Grant Inception meeting, review meetings and Close-out meetings, making sure that the partners are fully aware of donor regulations, all financial reporting requirements in terms of required documentation, reporting templates and deadlines.
  • Other
  1. Provide assistance with requests from CARE headquarters as directed by International Finance Unit.
  2. Any other duties as assigned by the Consortium Project Manager and Grants & Contracts Coordinator. The duties and responsibilities as set out above are not exhaustive and the role holder may be required to carry out additional duties within reasonableness of their level of skills and experience.

 Minimum Qualification, Skills and Experience Required:

 Required Qualifications and Competencies: 

  1. Bachelor’s degree in business administration, Economics, Finance or Accounting (or related 
    degree).
  2. Certified Accountant Qualification coupled with 5 years’ relevant experience will be considered in lieu of bachelor’s degree. 
  3. At least three years of experience working with INGOs.
  4. Prior work experience in financial management of European Union (EU) funded development programs.
  5. Minimum three years of experience in team management
  6. Highly collaborative and able to establish positive working relationships with senior level management and all other stakeholders to maximize cooperation and productivity. 
  7. Must be able to maintain highest level of confidentiality regarding work-related information and data.
  8. Facilitative manager who can motivate staff and is sensitive to their ideas and concerns.
  9. Excellent financial and management report-writing skills are both written and verbal.
  10. Excellent communication, presentation, diplomacy, and facilitation skills.
  11. Experienced problem-solver and decision-maker
  12. Good knowledge of government policy systems, processes, and procedures, especially in 
    developing countries.
  13. Experienced in capacity building for a partner organization, working with local partners, and partner selection process.
  14. Should have finance skills for monitoring sub-grants, budgets, and financial reports.
