Background: I. Job Summary:
CARE International is a global confederation that is working in 104 countries around the world to save lives, end poverty and fight social injustice. CARE has been operating in Sudan since 1979, implementing humanitarian and development programs particularly focused on women’s and girls’ empowerment, gender justice, humanitarian action, and resilience building. Since the beginning of the conflict CARE Sudan maintained its operations in East Darfur, South Darfur, Red Sea, Kassala, Gedaref, and South Kordofan. CARE Sudan currently works in partnership with over 15 national NGOs and several consortia and strategic alliances. CARE Sudan’s donors include the EU, ECHO, USAID, BHA, the Dutch Ministry of Foreign Affairs, the German Ministry of Foreign Affairs, Global Affairs Canada, the Luxembourg Ministry of Foreign Affairs as well as multilateral UN funding. Recently CARE received funding from the European Union-EU to implement a “SAFER” Sudan project, an integrated, multi-sectoral approach that combines strengthening sustainable livelihoods, economic empowerment, access to basic services, promoting adaptive capacity, protection and conflict mitigation in the current context. The main goal is to enhance socio-economic integration of children and young people and protection of the human rights of groups at risk in displacement affected communities in Sudan. In doing so, it will promote greater inclusion of women, youth, people with disabilities, and other marginalized groups in individual project activities, especially in the highly affected areas such as Darfur and Khartoum. The project is implemented in partnership with two INGO and several local partners with CARE International as a consortium leader. CARE is therefore looking for a qualified Project Manager who will lead the implementation of the project activities in Khartoum and Red Sea States. The Project Manager should have a full understanding of enterprise creation through IGAs, economic empowerment, business development, cash transfers, protection, referral systems, foster care, environmental issues, gender, and working with the community structures. The purpose of this position is to coordinate and manage the full range of project management responsibilities of the project. S/he will ensure that the project targets and objectives are met, and quality standards and donor requirements are adhered to. S/He will also provide leadership in ensuring that – in line with CARE principles and policies – the project applies a gender-centric approach to everything |

Duties and responsibilities: 1. Program Management and Development
a) Ensure that program plans and activities meet the intended purpose and goals and that the project staff members have adequate knowledge and skills to deliver the project.
c) Ensure that the project engages local stakeholders and develops the local capacity for longer-term sustainability.
2. Supervise and build the capacity of the project program
a) Closely work with key program staff at the field office to ensure program accountability, quality, and feedback management to stakeholders and beneficiaries.
3. Liaison/coordination
a) Develop and maintain close liaison with the local authorities, and national/international agencies involved in humanitarian activities in the affected areas.
4. Financial responsibilities
a) In consultation with the Consortium Program Manager, Grants, and Finance team, ensure that the project budget is spent according to the donor requirements.
5. Monitoring and Reporting
a) In coordination with project staff, develop a detailed work plan and M&E plan for the project, and ensure M&E output informs and strengthens the project cycle.

• Spending Authority: Signatory authority of $ 5,000 or local currency equivalent.

V. Working Conditions: Will be alternating between Khartoum and Port Sudan with regular travel to communities. |

Minimum Qualification, Skills and Experience Required: 1) Bachelor’s degree in social studies, Agriculture Economics, International Relations, Development studies, Rural Development or a related development field with over four years of management experience in multisectoral development programs including protection, economic empowerment, livelihoods, cash transfers and child protection. Additional experience in sub-granting and finance management with partners on livelihoods programs, especially income-generating activities, both relief and development, additional knowledge and skill in community development will be an advantage.
2) 5 years of experience in implementing Protection, Child Protection, social cohesion, VSLAs, Gender, and economic empowerment support in rural villages of Sudan and proven skill in coordinating or managing and integrating protection and accountability in community development work.
3) Facilitative manager who can motivate staff and is sensitive to their ideas and concerns.
