 Background:

The Head of Office (HoO) is CARE Sudan’s senior State level representative responsible for overall coordination of CARE’s response at State level including safety and security of staff, assets and program participants. The position holder will directly supervise support and safety and security functions while maintaining strong dotted line management of state program managers. The HoO ensures that CARE is actively represented in all UN/INGO led humanitarian Coordination structures as well as the local authorities.

S/he is also required to lead emergency response and humanitarian assistance interventions of CARE in the State as well as resilience and development interventions. S/he will be responsible for supporting needs assessment, contributing to program design and coordinating CARE’s efforts with local government authorities, INGOs and UN agencies and other local partners.

The HoO is responsible for the quality, accountability and effectiveness of CARE’s program within his/her designated area of responsibility. Ensuring appropriate monitoring and reporting systems are in place and effectively followed by program staff. The HoO will advice The DCD-P on all aspects of program quality and engage in the development of level strategies to enhance CARE’s work.

As a member of the Country Leadership Team (CLT),the HoO, will contribute to CARE’s country and other programmatic and sectoral strategies to ensure alignment with country and state level needs.



 
 Duties and responsibilities:

1: Leadership and Staff Management

  • Convene and lead State level SMT meetings at appropriate intervals and document proceedings and action points.
  • Maintain Strategic oversight of CIS activities and operations in the field office.
  • Identify opportunities and threats, for CIS Operations in the field and recommend appropriate strategies to the CD and relevant DCD.
  • Maintain proper acceptable level of information sharing, and communication within the field office and others as appropriate.
  • Identify ways to maximize gender equity and diversity across CIS’s operation and program in the State including in the recruitment of gender balanced teams.
  • Play a lead role in recruitment processes and ensure that all direct and indirect reports are fully onboarding to their roles and responsibilities. 

2: Support Quality Program implementation and monitoring

  • Actively participate and contribute to program development and design processes to ensure needs are addressed comprehensively.
  • Contribute to the development of all project implementation plans and budgets in coordination with the DCD- Programs and other program teams. The HoO is directly responsible for ensuring State level support staff and other office running costs are adequately budgeted for (this also includes budgeting for safety and security).
  • In coordination with the DCD-P and other senior programs teams, ensure that program and support staff conduct regular monitoring of activities in the field and that issues of concern are promptly raised to the relevant team leader and DCD -P
  • Ensure necessary logistical support is provided to all program assessments, evaluations and Studies.
  • Contribute to capacity development of all staff at state level.
  • Regularly conduct environmental scanning/context analysis to inform emergency preparedness and response initiatives.

3: Directly manage operations and human resources functions at state level

  • Oversee the day-to-day activities of all operation and human resources functions at state level.
  • Ensure procurement at the State level adheres to CIS and Donor requirements
  • Ensure proper implementation of the Property Management Policies and procedures.
  • Ensure that all activities related to Logistics, and Storage is in line with CIS policies, procedures and best practices.
  • Ensure vehicle management policies are implemented with no exceptions
  • Ensure IT infrastructure is effective, well maintained and policies and procedures are followed

4: Safety, Security and Risk Management

  • Ensure all CARE staff as well as local partners are fully briefed on all aspects of safety, security and local conditions as they evolve. The HoO must ensure CARE’s security management plans and SOPs are fully understood and always implemented.
  • Ensure all Field Office personnel understand individual and collective responsibilities for their safety.
  • Ensure immediate and appropriate incident reporting as per the SSMP.
  • Work closely with Staff Safety and security focal person for effective response in case of incidents or imminent threats
  • Ensure compliance with CIS Minimum Safety Standards and their effective application in the local context.
  • Advise on any needed adaptations of country office minimum standards.
  • Monitor the operational environment with respect to increased level of threat and advice the CD and the Security team accordingly.
  • Represent CIS in safety & security related meetings and forums at the local level.
  • prepared and distribute situation reports as appropriate.
  • Ensure all team members (both permanent and temporarily assigned) and visitors receive Safety briefing and understand individual and collective responsibilities for safety and security. 

5: Representation, Liaison and Communication

  • The HoO will serve as the key representative of the Country Director at area office level. He/she is expected to represent the CD in high level donor, UN/ NGOs and government lead humanitarian response coordination when required.
  • Take lead in negotiations and processing of agreements with government departments and line ministries at State level. In particular, the HoO is expected to lead in the processing of travel permits, technical agreements, MoUs etc with State level authorities.
  • The Head of Office will establish and maintain strong relationships with government officials, media, community representatives, the NGO community in general and CARE partners in particular, in the defined geographical area and as directed by the CD.
  • Ensure field activities and initiatives are communicated to a broad audience by working with program teams to develop and disseminate appropriate information internally and externally as appropriate.
  • Ensure visibility of CARE's work in the state is enhanced and maintained 

6: Contribute to Strategy reviews/development 

  • Contribute to the development and periodic reviews of CARE Sudan strategies and annual planning process (Canvas)
  • Contribute to the development and implementation of the Country Emergency Preparedness and Response Plan (EPP)
  • Actively participate with ideas, problem solving and innovative thinking at all SLT/CLT meetings. 

7: Other Responsibilities as Assigned

  • Support Diversity and gender equality to promote acceptance of diversity
  • Uphold CARE Values and contribute to CIS shared priorities  
  • Be aware of the CIS Safety and Security Management Plan (SSMP) and always comply with it. 

 
 Minimum Qualification, Skills and Experience Required:

  • Bachelor’s degree in a relevant Humanitarian/Development field, A master's degree is preferred.
  • Minimum 5 years of work experience in a similar or closely related role in conflict settings, preferably in Sudan or other related contexts.
  • Previous experience managing programs funded by BHA/USAID, ECHO, EU, FCDO, UN, GAC and other major humanitarian donors.
  • This position demands a dynamic individual with a demonstrated ability to achieve results in a demanding and fast paced environment
  • Creativity, flexibility, strong work ethic are highly valued.
