 Background:

The primary responsibility of the primary responsibility of the Project Coordinator is to ensure the technical, programmatic, and operational coordination of the ECHO project, acting as a key liaison between Plan International Spain, the implementing team in Sudan, NRC as consortium partner, local partners, and the donor. It must also ensure that the interventions of implementing partners comply with technical standards in child protection, education and gender equality, respecting the values and regulations of the organisation and its funders 



 
 Duties and responsibilities:

Dimensions of the Role

  • The Project Coordinator will report to SPNO Area Management – Operations     S/he will work collaboratively with the Area Project Manager/coordinators and other respective Program Implementation Managers in each of the project sites.  He/she will work closely with local implementing partners and NRC.
  • Support the Program Leads, providing inputs on technical guidance for the project execution to assure efficiency in the processes and effectiveness in achieving the planned objective in a manner to reach the desired outcomes and impact.
  • Ensure that Plan’s and the Donor policies (DG ECHO) and procedures are continuously adhered to in the project’s planning, implementation, monitoring and evaluation phases.
  • Through the Project Manager, provide strategic leadership and guidance to the Local partners Project Officers to ensuring that the global program quality framework and other relevant policies (e.g. child protection, security and gender equality policies) are embedded within the PA day to day operations and staffs are competent, committed to move forward with their implementation. 
  • Strengthening capacity for behavioral change communication for child protection promotions.
  • Develop technical and strategic papers on how the project milestones will be implemented and approved by Project Manager.
  • Provide updates and feedback to and from SPNO and CO on the progress, and expectation of the project team

 

Accountabilities

  • Supervision of the technical and financial implementation, including the closure phase, of the ECHO project in Consortium with NRC, ensuring quality management in accordance with the formulation, budget, and design, and full compliance with donor requirements in terms of reporting (narrative and financial), including audits and evaluations. 
  • Provide technical support to implementing teams in Sudan and local partners, promoting best practices and compliance with international standards (INEE, CPMS). 
  • Act as the focal point for Plan International Spain within the consortium led by NRC. Facilitate smooth communication between Plan, NRC, and implementing partners. 
  • Prepare and supervise technical and financial reports to ensure compliance with the standards, procedures and models defined internally by Plan International Spain and ECHO. 
  • Contribute to the development of the necessary action plans, risk analysis and identification of mitigation measures to ensure that projects comply with the quality standards and norms required by the various donors. 
  •  Work closely with the Operations Department's technical staff, including thematic, M&E and formulation specialists, to support the development of monitoring, evaluation and learning mechanisms and tools and the development and presentation of new proposals. 
  • Manage donor relations and participate in working groups (internal and external). 

 

Monitoring, Evaluation and Reporting

  • Develop and apply project MER tools that allow (i) proper planning of project activities, milestones and reporting dates and (ii) and tracking of girls and children reached.
  • Ensure that lessons learned case studies are captured and properly documented and archived by carrying out regular project/program reviews.

 

Capacity Building

  • To identify the needs and support development of staff and partners to increase their competence project delivery.
  • As and when requested, to participate in the recruitment, selection and induction of staff

 

Representations

  • Support the project manager to develop and maintain processes to ensure exert of high value liaison effort with Government Authorities, the donor, humanitarian community etc. on matters related to the project

 

Others

  • Any other functions and responsibilities of appropriate nature to project Management assigned by the supervisor
  •  Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

 

Key relationships

Internal Communication:

  • Plan International Spain DRM Program Manager – High level of Communication to report, seek approvals, sharing views to strengthen the program areas and to ensure continues support for the program.
  • Project Manager – High level of communication to support and provide hand holding support to understand the model and to respond to queries 
  • In liaison with the Program Leads, have regular communication with program department in PA to share work progress and updates.

 

External Communication:

  • Partners – high level of communication to share and understand progress of the program.
  • Advisory\steering Committee – Low level of communication in form of sharing program outcomes on quarterly basis.
  • Donor (DG ECHO)- high level of communication to share and understand progress of the program.

  13. Demonstrable experience with multilateral and bilateral donors. Previous experience with EU/ECHO, Development Banks and the UN will be considered an asset. 
  14. Experience working with consortiums or alliances, and with local actors. 
  15. Demonstrable experience in project cycle management tools, monitoring and evaluation, including donor regulations. 
  16. Proven experience and skills in implementing projects Child Protection and Education in Emergencies are essential, with special attention on community-based interventions for high impact.   
  17. Demonstrated knowledge of Child Protection and Education in Emergencies to conflict affected children
  18. Experience in the following areas will be valued:

Essential

  • At least 5 years in project or programme departments in NGOs, especially in humanitarian action, with a minimum of 2 years' experience in the field. 
  • Proven experience in implementing EiE and/or Child Protection projects in emergency contexts. 
  • Excellent verbal and written communication skills in English.
  • Spoken and written proficiency in English. Strong Microsoft Word and Excel skills.

  • Understanding and commitment to Plan International values, mission and mandate. 
  • Proven ability to influence change at an operational and strategic level based on Plan International’s Country Strategy both among staff and implementing partners
