 Background:

CARE International is a global confederation that is working in 104 countries around the world to save lives, end 
poverty and fight social injustice. CARE has been operating in Sudan since 1979, implementing humanitarian and 
development programs particularly focused on women’s and girls’ empowerment, gender justice, humanitarian action, 
and resilience building. Since the beginning of the conflict CARE Sudan maintained its operations in East Darfur, 
South Darfur, Red Sea, Kassala, Gedaref, and South Kordofan. CARE Sudan currently works in partnership with over 
15 national NGOs and several consortia and strategic alliances. CARE Sudan’s donors include the EU, ECHO, 
USAID, BHA, the Dutch Ministry of Foreign Affairs, the German Ministry of Foreign Affairs, Global Affairs Canada, 
the Luxembourg Ministry of Foreign Affairs as well as multilateral UN funding. 
Recently CARE received funding from the European Union-EU to implement a “SAFER” Sudan project, an 
integrated, multi-sectoral approach that combines strengthening sustainable livelihoods, economic empowerment, 
access to basic services, promoting adaptive capacity, protection and conflict mitigation in the current context. The 
main goal is to enhance socio-economic integration of children and young people and protection of the human rights 
of groups at risk in displacement affected communities in Sudan. In doing so, it will promote greater inclusion of 
women, youth, people with disabilities, and other marginalized groups in individual project activities, especially in the 
highly affected areas such as Darfur and Khartoum. The project is implemented in partnership with two INGO and 
several local partners with CARE International as a consortium leader.
CARE is therefore looking for a qualified Economic Empowerment Specialist who will lead the technical 
implementation of the project activities in all targeted locations. The incumbent should have a full understanding of 
enterprise creation through IGAs, economic empowerment, business development, cash transfers, market systems, 
gender, and working with the community structures. The purpose of this position is to coordinate and manage the full 
range of project management responsibilities of the project. S/he will ensure that the project targets and objectives are 
met, and quality standards and donor requirements are adhered to. S/He will also provide leadership in ensuring that –
in line with CARE principles and policies – the project applies a gender-centric approach to everything that CARE 
does.
The Specialist will report directly to the Consortium Program Manager and have a working relationship with the 
technical team from the Resilience and Development Portfolio, Protection Specialist and other consortium members. 
S/he will work closely with the Economic Empowerment Officers to provide and coordinate managerial and technical 
support to all economic empowerment aspects of the project. The incumbent will directly assist the field teams 
including but not limited to providing on-site support for planning, assessments, and implementation, quality 
assurance and accountability, and representation of the organization at key meetings at the field level. Strong 
oversight, follow-up on project implementation preparation of SOPs, technical support, and reporting to CARE /donor 
standards are among the key responsibilities.



 
 Duties and responsibilities:

Job Responsibilities and Tasks: 

  1.  Strategic Direction and technical guidance (35%) 

a) Lead in the development of the consortium technical guidelines, manuals and SOPs on economic empowerment including its roll out in close collaboration with field teams and other consortium members. 

b) Provide overall leadership and management of the consortium economic empowerment and livelihood activities, ensuring strategically coherent program direction, well-managed growth, and compliance with CARE and donor regulations as well as appropriate protocols and best practices in the sector.

c) Translate the Consortium economic empowerment theory of change into action and guide implementation.
d) Coordinate with the Gender Cohort at CARE International and ensure that all CARE’s programming is at minimum gender sensitive and/or responds to the specific needs and ambitions of women and girls. This includes integration of Gender Based Violence in Protection programming. 
e) Provide technical leadership and orientation to economic empowerment officers and ensure all staff are oriented and clear about program directions, strategies and expectations.

 

     2. Field monitoring and staff mentoring (25%)

 

a) Lead the Technical Working Group the economic empowerment component with other consortium partners.
b) Closely work with key program staff at the field office to ensure program accountability, quality, and feedback management to stakeholders and beneficiaries regarding economic empowerment activities.
c) Conduct periodical field visits to monitor program performance and provide guidance to program personnel on implementation.
d) Carry out day-to-day support of the program including capacity-building through training, coaching, and mentoring of key project staff. 
e) To identify areas for staff and local partner training and development needs, set plans, and ensure effective implementation plan.
f) Through coaching and mentoring assist staff members in producing quality reports and gathering all the required information for the project.

 

    3. Liaison/coordination (20%)

 

a) Lead the Economic Empowerment technical working group to review the progress and harmonize approaches.
b) Assist the establishment and maintain close liaison with the local authorities, and national/international agencies involved in humanitarian activities in the affected areas. 
c) Attend and participate in sectoral coordination meetings (protection and durable solution), while respecting CARE International’s core values, the code of conduct, and maintaining humanitarian space. 
d) Represent CARE and engage with the Humanitarian Affairs Commission, line ministries, and UN agencies to improve the quality of the services provided across all areas of implementation. 

 

   4. Knowledge Sharing & Learning (10%) 

 

a) In consultation with the Consortium Program Manager, Grants, and Finance team, ensure that the project budget is spent according to the donor requirements.
b) Develop the procurement plan, spending plan, and financial forecast based on the DIP.
c) Help the consortium manager develop success stories of economic empowerment interventions.
d) Identify areas of learning support the field teams and consortium members.

 

   5. Monitoring and reporting (10%) 

 

a) In coordination with the Consortium Manager, Consortium members and field team technically guide and lead all the assessments related to economic empowering activities including baseline survey, market assessments and labor 
market assessments.
b) Technically review detailed work plans and M&E plan for the project and ensure M&E output informs and strengthens the project cycle.
c) Provide technical support and guidance to the M&E teams in the development of relevant M&E tools for monitoring sub-project activities in a manner that informs the indicators and allows for improvement in the program’s quality and progress.
d) Ensure M&E data collected are analyzed with the respective staff, used to inform the project cycle, and disseminated in a timely manner, in the form of reports.

 Minimum Qualification, Skills and Experience Required:

Required Qualifications and Competencies:


1) Bachelor’s degree in social studies, Agriculture Economics, International Relations, Development studies, Rural Development or a related development field with over four years of management experience in multisectoral development programs including protection, economic empowerment, livelihoods, cash transfers and child protection. Additional experience in sub-granting and finance management with partners on livelihoods programs, especially income-generating activities, both relief and development, additional knowledge and skill in community development will be an advantage.
2) 5 years of experience in implementing Livelihoods, Economic Empowerment, Vocational training, job placements, youth empowerment, cash transfer, urban livelihoods, IGAs, business grants, VSLAs, Gender, and economic empowerment support in rural villages of Sudan and proven skill in coordinating or managing and integrating protection and accountability in community development work. 
3) Excellent report-writing skills are both written and verbal.
4) Excellent communication, presentation, diplomacy, and facilitation skills.
5) Experienced problem-solver and decision-maker.
6) Good knowledge of government policy systems, processes, and procedures, especially in developing countries.
7) Experienced in capacity building for a partner organization, working with local partners, and partner selection process.
8) Demonstrated experience providing technical guidance on economic empowerment, livelihoods, Income generation, job placements, vocational training and other related activities.
