Job Summary 

You will manage and provide technical oversight of the development and implementation of the Sudan Enhancing Community Resilience project’s objectives under Nutrition component advancing Catholic Relief Services’ (CRS) work serving the poor and vulnerable.   You will ensure effective systems and processes are in place that support high-quality programming.  You will liaise with relevant internal departments and external partners and project stakeholders to ensure effective partnership in the project under Nutrition component. Your management and technical skills in the relevant sector (Health and Nutrition) and knowledge will ensure that the CRS Sudan delivers high-quality programming and continuously works towards improving the impact of its Sudan Enhancing Community Resilience project in East Darfur. 



 
 Duties and responsibilities:

Roles and Key Responsibilities 

  • Provide management, guidance, and technical oversight of CRS Sudan Enhancing Community Resilience Project’s Nutrition component throughout the project cycle to ensure project design, start-up, implementation and close-out are in line with CRS quality principles and standards, donor guidelines, and industry best practices. 
  • Effectively manage talent for Program Area(s) and supervise. Manage team dynamics and staff well-being. Provide coaching, strategically tailored individual development plans, and complete performance management for direct reports. 
  • Lead the development of program learning - identify opportunities for learning, research and publications in the area of Program Area(s) and implementation of MEAL policy. Facilitate the dissemination of promising practices and lessons learned to contribute to the agency's knowledge management agenda. Ensure integration of innovations and best practices.
  • Contribute to the proactive pursuit of opportunities for new funding to ensure growth of the CP Program Area(s) sector portfolio in line with agency, regional, and CP Program Area(s) strategic priorities. Serve as the technical lead and technical writer to ensure quality proposals in Program Area(s) per agency and donor standards. Contribute to budgeting and staffing plans and activities for proposals.
  • Oversee technical assistance and capacity strengthening activities in Program Area(s) for staff and partner organizations to enhance program quality and impact.
  • Oversee the identification, assessment and strengthening of partnerships relevant to Program Area(s) and the appropriate application of partnership concepts, tools and approaches.
  • Ensure timely and appropriate project expenditures in line with financial plans and efficient use and stewardship of project material sources.
  • Build and manage close relationships with the State and Locality level health departments, Nutrition Cluster Representatives and members, other implementers and local partners to ensure project activities are implemented as an integrated part of the National Community Management of Acute Malnutrition (CMAM) response and provided as part of a coordinated package of support. Oversee the development and sustenance of strong referral and support linkages between communities, outreach workers, health and nutrition facilities and health management structures.
  • Lead State level project implementation, ensuring the appropriate targeting and technical quality of project-supported nutrition services, working closely with Government health staff and other implementing agencies to generate and use data, strengthen capacity of frontline workers and facilities, and implement a system of quality assurance. 
  • Facilitate development and implementation of the project activities’ annual work plans, quarterly and annual reports, and other requests that may come in from the donor.
  • Coordinate with the wider project team to ensure the financial, material and human resources for the quality implementation of the project are available at point and time of need. Facilitate timely and appropriate project expenditures, including procurements, in line with financial plans and efficient use and stewardship of project material sources.
  • Coordinate with the wider project team to conduct periodic budget reviews and follow-up with partners on timely submission of financial reports to facilitate proper tracking of resource use. 
  • Effectively manage local level talent for Sudan Enhancing Community Resilience project (Nutrition) and supervise. Manage team dynamics and staff well-being and a safe work environment. Provide coaching, strategically tailor individual development plans, and complete performance management for direct reports. 
  • Identify opportunities for learning, research and publications in the area of Food Security, Health and Nutrition, Environment and Social Safeguarding and implementation of MEAL policy in coordination with the MEAL unit. Facilitate the dissemination of promising practices and lessons learned to contribute to the agency knowledge management agenda. Ensure integration of innovations and best practices.
  • Oversee the identification, assessment and strengthening of partnerships relevant to Sudan Community Resilience project and ensure appropriate stakeholder engagement throughout the project cycle. 
  • Undertake regular site visits, review sessions and technical assistance and capacity strengthening activities to enhance program quality and impact.

 
 Minimum Qualification, Skills and Experience Required:

Basic Qualifications 

  • Master’s degree in Nutrition, public health, international development, International Relations or related fields required. Additional experience may substitute for some education.
  • Minimum of 8 years of proven experience in relevant field-based project management in Sudan required, with preferably at least 2-3 years working in any of the areas of Nutrition, Health or Social Safeguarding 
  • Experience in managing moderately complex projects preferably with an international NGO in Sudan.
  • Staff management experience and abilities that are conducive to a learning environment.

 

Preferred Qualifications 

  • Good experience in project grants management, including project design, preferably for grants from multiple public donors, including international donors.
  • Experience engaging with partner organizations
  • Staff management experience and abilities that are conducive to a learning environment.
  • Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information management systems.
  • Experience in managing relations with multiple stakeholders would be a plus

 

Knowledge, Skills and Abilities (KSAs) 

  • Strong analytical and problem-solving skills, with ability to make sound judgment and decisions and offer innovative solutions
  • Strong relations management abilities. Ability to relate to people at all levels internally and externally. Strategic in how you approach each relationship.
  • Good presentation and facilitation skills
  • Proactive, resourceful, solutions-oriented and results-oriented
  • MEAL skills and experience is a plus.
  • Demonstrated ability to carry out financial analysis and reviews.
  • Demonstrated ability to write high quality reports.

 

Required Languages - Fluent written and spoken Arabic and professional level of written and spoken English required.

 

Travel Position is based on the proposed location subject to Donor approval. Must be willing and able to travel up to 70% to project areas.
