Project Officer- Cash and Emergency Support

 Background:

The Project Officer, Cash and Emergency Support is in charge of the implementation of MPCA and other emergency response activities to different IDPs sites in Gedaref state, including planning and management of distributions, supporting monitoring and evaluation, compliance with relevant MPCA SOPs and training of local partner Staff.

Ensure the quality of the planning, implementation and follow up of all technical aspects of the MPCA and other live saving activities being implemented by ZOA and/or its partner. 

Closely work with the emergency response team to ensure compliance with the Local authority legislation for MPCA  and/or other distributions activities.

Develop and maintain good relations with the persons of concern, relevant stakeholders, and other humanitarian actors, to support adequate implementation and coordination of ZOA’s MPCA and/or other emergency response activities.



 
 Duties and responsibilities:

Tasks, responsibilities, and results:

Programming & Operations:

  • Ensure efficient and effective program implementation while following the budget and work plan.
  • Participate in preparing activity/monthly/quarterly/highlights/reports 
  • Lead/co-lead the field team in carrying out monitoring and evaluation exercises.

Coordination and Representation:

  • Collaborate with relevant internal and external technical working groups on MPCA and/or other emergency responses relevant issues.
  • Represent ZOA at filed meetings and other relevant technical coordination meetings when required.
  • Ensure integration with other ZOA related sectors.

Project Development:

  • Support in development of project plans and budgets for funding.
  • Provide technical support in the development of project tools.
  • Project implementation and reporting
  • Monitor and evaluate projects.

Logistics/Finance:

  • Support the monitoring of financial commitments and expenditures against. budgets and provide timely feedback on budget follow-up together with project coordinator.
  • Ensure all necessary documents required by ZOA procedures and the local legislation are timely prepared by the team, checked, filed, and provided to the project coordinator or to the financial department. 
  • Plan and coordinate proactively logistics and movements of staff from and to different operational areas.
  • Support in the initiation of procurement/s and ensure their execution
  • Ensure distribution plans are prepared and shared with project coordinator      and logistics in a timely manner.
  • Ensure MPCA SOPs and other emergency responses activities are followed.

Other responsibilities:

  • Serve as focal person for the implementation of Knowledge Management and Learning (KML)
  • Track adherence to Core Humanitarian Standards, including the development and use of information and learning materials. 

 

General Data Protection Regulation (GDPR):

  • Responsible for the security of the activities that belongs to his/her own position and duties. The employee is also responsible for reporting security incidents in accordance with the process description for reporting data incidents of ZOA
  • Personal responsibility to work in accordance with the General Data Protection Regulation in her/his position.
  • Handle carefully personal data, confidential information and (information) systems.

 
 Minimum Qualification, Skills and Experience Required:

Knowledge:

  • BA/BSc in statistics, economics, social science, educational research or development related fields.
  • Minimum 4 to 6 years of experience working in M&E, including developing M&E plans, capacity building, quantitative and qualitative data collection, analysis and reporting 
  • Excellent oral and written communication in English and Local language advantageous
  • MS Office applications, Word, Excel, Power Point, Spread sheets and other Statistical software
  • Experience with key donors such as MOFA The Netherlands, EU, SIDA, GIZ and UNHCR is a benefit.

Skills/Attitude :

  • Excellent communication & interpersonal skill.
  • Eye for detail and accuracy.
  • Strong MEAL technical experience supported with different data collection tools, as KOBO collect, SPSS, and other software.
  • Demonstrated ability to meet strict deadlines.
  • Ability to work independently and cooperatively with team members in a cross-cultural environment.
  • Ability to motivate and influence others.
  • Proactive and innovative approach to finding solutions.

  1. WE OFFER: The salary scale for this position is H 4, 849 USD and H 5, 893 USD basic salary per month based on qualifications and experience.
