Background: ABOUT WFP The United Nations World Food Programme is the world's largest humanitarian agency fighting hunger worldwide. Every day, WFP works worldwide to ensure that no child goes to bed hungry and that the poorest and most vulnerable, particularly women and children, can access the nutritious food they need. ORGANIZATIONAL CONTEXT These jobs are found primarily in Country and Field Offices and report to the Deputy Country Director, Head of Programme or the designate, and operate under technical guidance from Performance Management & Monitoring Division and Office of Evaluation. Job holders are likely to be part of a team where senior support is readily available and may supervise a small number of junior staff to ensure that activities and project objectives are achieved in full. PROJECT BACKGROUND The African Development Bank’s Executive Board of Directors approved on 27 June 2025 the Sudan Emergency Wheat Production Project phase II (SEWPP II) to be implemented by the World Food Programme (WFP). The total cost of the project is estimated at UA 72.00 million (USD 97.68 million), over 3 years. The objective of the project is to increase production, productivity and income generation of the wheat producing smallholders in Sudan. This will be achieved through targeted investments in climate-smart inputs, sustainable irrigation, post-harvest management and capacity-building. In so doing, the project aims to provide both immediate relief and long-term solutions to Sudan’s wheat production challenges. The SEWPP II Project is scaling up gains achieved under the highly successful Sudan Emergency Wheat Production Project phase I. The overall goal of the project is to upsurge wheat production and productivity in Sudan to mitigate the impact of the current conflict and political crisis on food security. The specific objective of the project is to increase production, productivity and profitability of the wheat-producing sector in Sudan by improving access to high-quality inputs, infrastructure and technologies and ensuring sustainable market linkages for targeted smallholders. In so doing, the Project aims to mitigate the impact of limited access to, as well as improve affordability and availability of staples in-country, reduce dependency on wheat imports and boost economic wellbeing through improved local markets in Sudan. This holistic approach reinforces agricultural value chain development and institutional capacities despite the precarious operating environment ensuring that SEWPP II provides both immediate relief and long-term solutions to Sudan’s wheat production challenges. The Project targeted wheat farmers across the wheat-producing states of Gezira, Kassala, River Nile and Northern state. JOB PURPOSE Support and implement activities at the state level ensuring that the Sudan Emergency Wheat Production Project Phase II generate quality results and performance.

Duties and responsibilities:
ACCOUNTABILITIES AND RESPONSIBILITIES To that extent, WFP Sudan looks to recruit 5 State Project Coordinator(s), based in New Halfa Scheme, Gezira Scheme, White Nile State, River Nile State, and Northern State, to manage WFP’s implementation of the Project in New Halfa Scheme, Gezira Scheme, White Nile State, River Nile State, and Northern State. Key deliverables, activities and expectation of the state coordinator include: - Lead overall day-to-day coordination and management of activities, to support achievement of anticipated results indicated in the Results Framework and in line with the Project’s development objectives and outcomes
- Engage and oversee relevant staff and stakeholders to define specific programmatic tasks, activities and interventions and ensure technical quality of the Project
- Supervise implementation of the Project in-state, monitor progress and provide guidance on (as well as oversee adoption of) corrective measures as needed, undertaking duty travels as and when required
- Oversee design and rollout of programmatic interventions and preparation of internal Work Plan, extending onto management, monitoring and updating of risks identified
- Manage and oversee implementation of agreements with various implementing partners, service providers and contractors; and unlock and support the National Coordinator to monitor procurement towards activities under the Project, as well as overarching fiduciary management of funds provided towards the Project
- Oversee design and delivery of capacity-strengthening, extension services and other learning by assigned staff, local governance structures, Farmer Organizations and direct beneficiaries, notably youth and women
- Enforce localized, participatory approach to program design and implementation, and facilitate, conduct, review and promote stakeholder engagement, sensitization, mobilization and inclusion into planned activities
- Conduct and document baseline development, impact evaluation, monitoring exercises, lessons learnt, success stories and best practices, including planned and adhoc on-site visits, as needed
- Provide technical support on development of analytical works, guidance notes, policy framework and strategy development as relates to the Project
- Ensure compliance with contractual obligations as outlined in the Grant Agreement, and collate narrative and financial reports, as well as other documentation, in support of the
National Project Coordinator, for further review and submission in a timely manner by the Partnerships focal point - Convene with and mobilize support from relevant internal and external technical stakeholders on program implementation, monitoring and evaluation
- Advise the National Project Coordinator on project performance and specific strategic concerns facing the Project, including remedies thereof
SUPERVISION: The State Project Coordinator(s) will be under the direct supervision of the National Project Coordinator of the Project QUALIFICATIONS AND EXPERIENCE REQUIRED: - Hold an advanced university degree in Agricultural Development and/or Engineering, Natural Resource Management, International Development, Development Economics, or any other relevant field.
- Minimum of seven years of progressively substantive and demonstrated experience on planning, developing and managing interventions around climate change adaptation, agricultural and agronomic growth, rural development, natural resource management and other cross-cutting issues
- Evidenced experience in and knowledge of irrigation wheat production in Sudan, as well as national and regional strategies on sustainable development climate change adaptation, agricultural growth and production
- In-depth knowledge and understanding of environmental and socioeconomic landscape, local context, gender and cultural sensitivities in Sudan, and prior experience in delivering aforementioned items in-country
- Strong past experience in monitoring and evaluation, quantitative and qualitative data collection methods and research.
- Proven analytical and problem-solving skills with a strong result orientation, and ability to think critically and carry out independent and innovative evidence-driven interventions
- Proven capacity to work with, mobilize and convene a wide range of stakeholders, international organizations, development agencies, government counterparts, local civil society organizations, Farmers Organizations and local communities, at state and locality levels in Sudan
- High level of energy and initiative, and ability to deal with rapidly shifting priorities and work demands in complex and volatile environments.
- Strong interpersonal and communication skills, and ability to work in multicultural settings.
- Fluency in English and Arabic required

Minimum Qualification, Skills and Experience Required:
STANDARD MINIMUM ACADEMIC QUALIFICATIONS-QUALIFICATIONS AND EXPERIENCE REQUIRED: - Advanced University degree in agricultural/crop sciences, computer sciences, data management, sociology, performance management, social development, development economics or a related discipline relevant to crop production sciences and agricultural economics, or First University Degree with five additional years of related work experience and/or trainings/courses.
- Has research experience using a variety of analytical tools and methods for causality analysis, forecasting, and other data modeling needs.
- Excellent computer skills (Microsoft Office).
- Excellent analytical skills with the ability to compile, analyze, and interpret quantitative and qualitative data, prepare timely technical reports, and draw plausible conclusions and recommendations.
- Strong interpersonal skills and teamwork aimed at team success.
- A good command of statistical packages.
Language: - Fluency (level C) in English language and Arabic. Good English written skills and ability to communicate effectively, clearly, and concisely ideas and concepts in oral and written.
