 Background:

ROLE PURPOSE: 

Through capacity building and through technical and programme support, the International Programme Division keeps the organization focused on the socio-economic and humanitarian needs of vulnerable people.
The division reinforces IR’s implementing structure to enable these people and their communities to develop sustainably and ensures that the organization is prepared to respond promptly and effectively to humanitarian crises. 

The division increases the organization’s ability to tackle poverty by developing and fostering partnerships and institutional relationships effectively and proactively, and by ensuring transparent and timely reporting to the organisation’s donors.

KEY AREAS OF ACCOUNTABILITY:

Program Manager based in North Kordofan is responsible for leading the North and South Kordofan projects and serves as the Lead for the North Kordofan office in the country. Takes the lead role in designing and development, implementation, monitoring and evaluation of the Programme. Leads on representation of IRW at the field level. Provides administrative and technical support to Programme and support functions staff in field office. 

KEY WORKING RELATIONSHIP

 Maintains regular contact with the Program and Support functions in the country office and directly manage the program and support staff in the field office to ensure successful implementation of the programme in area. 

The job holder is accountable for fulfilling his or her roles and responsibilities in line with Islamic values and principles of fairness, humanity, honesty, respect and fair treatment of his/her colleagues and staff. The Programme Manager role models the programme and finance policies for programme staff.  The Programme Manager has a key role in upholding compliance standards. 



 
 Duties and responsibilities:

  1. Programme Development

Timely develop high quality project proposals, seeking opportunities to expand the programme, taking a participatory approach involving all relevant stakeholders. 

Work with the Senior Program Manager, Head of Programmes and Country Director to identify opportunities to diversify the funding base in the area through developing existing or new relationships with donors at the state level. 

Co-ordinate the development of new projects within the area office, while ensuring the effective implementation of existing programmes in line with agreed quality standards.

Ensure that cross-cutting themes (e.g. gender, safeguarding children, etc.) are effectively managed within the programme, working with the relevant staff to achieve this.

Programme Implementation, Monitoring, Evaluation and Reporting

 

Coordinate reports on project activities progress and provide quality control for all reports.

Closely monitor the progress and impact of the projects through close communication with Project Officers and MEAL Officers, gathering data on a regular basis. 

Ensure the timely submission of reports to country office and other relevant stakeholders in North and South Kordofan states.

  1. Capacity Building
  • Build the capacity of the Programme team, particularly the Project Officers through technical and administrative supervision and mentoring. 
  • Provide direction and guidance to the Programme staff in the field. 
  • Support staff and partners to build their programme capacity where needed. 
  • Shares technical expertise with Programme staff, creating opportunities for learning as appropriate. 
  • Identify areas of improvement for partner and arrange trainings for the partner staff.
  • Manage and lead the projects team. Develop their knowledge and skills of appropriate nature to the projects.
  • Guide and motivate the project team towards excellence performance all through the projects period and ensure continuous appraisal of the performance of each staff.
  1. Human, Financial and other Resources Management

 

  • Overall management of the program and support function including Finance, Admin, Procurement, Security, HR and communication functions in the area office
  • Develop, finalise and monitor the area program budget. 
  • Work closely with the Senior program Manager, Project officers, Admin & Logistic and Finance team to ensure the budget is closely monitored and well understood. 
  • Ensure judicious expending of the projects funds and demonstrate value for money in the outcomes and impact of the projects.
  • Manage the projects budget, including projects procurement management, and ensure avoidance of over/under expenditure. 
  • Conduct monthly Budget vs actual analysis with the team to monitor the progress and also to track the under and overspent issues.
  1. Coordination, Representation and Communication
  • Maintain regular coordination with the implementing partners to ensure good quality implementation, reporting and visibility. 
  • Work closely with IRW Technical staff at the Country office.
  • Represent IRW Sudan in various sectoral and general coordination meeting at the state and locality levels.
  • Liaise with the relevant stakeholders including donors, learning institutes, UN and NGO representatives for identifying opportunities, synergies and partnerships for IRW Sudan at the state level.
  • In co-ordination with the Senior Program Manager and Head of Programmes develop and maintain relationships and effective communications with relevant stakeholders, including local government, national networks and other agencies working in the states.   
  • Ensure regular and effective flow of communication within the Programme and with country office.
  • Effectively communicate with other teams within IR to ensure that the programme is well understood, and that information is available for reporting, fund raising and other communications,

 


 
 Minimum Qualification, Skills and Experience Required:

-Master’s degree or its equivalent in the field of Sociology, Social Studies, Economics, Business Administration etc. or any other relevant field.

-At least 5 Years of progressively experience with INGOs

 

Experience: - 

 

  • Considerable senior management experience in developing countries and/or countries in transition/conflict 
  • Experience in programme/project implementation management 
  • Experience in managing programme/project funded by institutional donors and UN agencies, etc)   
  • Work experience in culturally diverse contexts
  • Field experience in several diverse acute emergencies as well as protracted crisis settings.
  • Proven experience in developing project proposals for major donors 
  • Experience of contingency planning/emergency preparedness planning.
  • Experience of capacity building and monitoring.
  • Experience of team leadership and management 
  • Highly developed writing skills (e.g. at level for producing an assessment report or proposal during a short time period) 
  • Strong communications skills (both written and verbal) at a level appropriate for high level external representation (lobbying, presentations) and ability to tailor communications to different audiences 
  • Fluency (written and oral) in English
  • Familiarity with the Sustainable Development Goals, Sphere Standards, Do no harm policy, Red-Cross/Red-Crescent Code of Conduct, Humanitarian Accountability Programme etc. 
  • Willing and able to travel to field locations for up to 50% of role
  • Perform other tasks and responsibilities as may be required by the direct supervisor in order to ensure the smooth running of the IRW Sudan programmes in North and South Kordofan.

  • Technical expertise and work experience in Health, WASH, Livelihood and Education sectors is a must
