 Background:

Information Management Officer 

 

 

The Danish Refugee Council (DRC), one of the world’s leading NGOs, with a focus on responding to displacement, have been registered in Sudan since 2004, delivering life-saving programming in protection, emergency response, shelter, food security and livelihoods, disaster risk reduction, camp management, and humanitarian mine action. DRC has implemented projects in Central Darfur, South Kordofan, Gedaref, Port Sudan, and White Nile. Sudan hosts one of the largest displaced populations in Africa, with over 3.7 million internally displaced people and over 1.1 million refugees from South Sudan, Ethiopia, Eritrea, Central African Republic, Chad, Yemen and Syria. Against a background of political crisis, Sudan faces economic and social turmoil, with sharp increases in food and energy costs, further exacerbated by disease outbreaks and ongoing conflict.

 

POSITION PROFILE

 

Overall purpose of the role: 

The Information Management Officer is responsible for supporting the design, development, and implementation of information management systems in line with DRC’s MEAL strategy and programmatic needs. Under the direct supervision of the Area Manager and in close coordination with the Coordination-level IM Specialist and MEAL Manager, the officer contributes to developing tools and platforms for data storage, analysis, and dissemination, particularly for vulnerability assessments, case management, and indicator tracking. The role involves supporting mobile data collection (e.g., Kobo), ensuring data quality and usability through cleaning and structuring, and improving interoperability across datasets and systems. The Information Management Officer also strengthens knowledge management by facilitating the documentation and sharing of project learning and evidence, while building the capacity of MEAL and program teams in responsible data handling, analysis, and reporting. Additionally, the officer provides technical troubleshooting and, when required, represents DRC in coordination forums related to information management.



 
 Duties and responsibilities:

Under the direct supervision of the Area Manager and with close collaboration with Coo IM Specialist/MEAL Manager: 

Develop information management system in line with the mission MEAL strategy:

  • Support the IM Specialist in the design and implementation of a country-specific Information Management system to store, analyse, and disseminate information based on DRC needs (identified through initial Diagnosis), such as for Vulnerability Assessments and Case Management.
  • As relevant to the results of the IM Diagnosis, create computerized tools allowing faster M&E tracking and reporting and support the MEAL department in applying these new tools (also can apply for Programs to track project indicators).
  • Consider and implement new methods to improve database management at DRC Sudan, such as using online and offline databases to improve data management, with close collaboration of IM Specialist.
  • Work closely with the IM Specialist to ensure consistency and inter-operability between different datasets and sources
  • Contribute to the IM plan for new projects, considering Best Practices in data management and ease-in use for the MEAL and Program teams
  • Ensure data collected is well-organized and easily usable, e.g. clear and easily disaggregated into sex/gender, other required disaggregation – considering how the MEAL and Programs teams will need to analyze and report the data.
  • Adapt the IM system(s) based on emerging needs and new programming requirements and indicators; and provide innovative ideas to ensure data collection and case management continues to be as efficient and smooth as possible

Support with Mobile Data Collection:

  • Code and thoroughly test assessment tools for MEAL and Program teams into Kobo, or other platform, following the mobile data collection process at DRC
  • Provide technical input for tool design in Kobo, or other platform, such as form logic, relevancies, constraints, scoring formulas, etc.
  • Upload all forms for data collection to the Kobo, or platform server
  • Review translations of data collection forms entirely, allowing the opportunity to review coherence in the questions, answers, skip logics, etc. and making final changes to the forms
  • Download data from the Kobo, or platform server, do data cleaning, and share (and archive) the final – clean and compiled – data set with MEAL and Program staff

Assist in advancing the evidence-based portfolio and wider organizational development through support for better organization and flow of project-related knowledge:

  • Ensure that knowledge and evidence are effectively gathered documented and disseminated.
  • Keep informed about Knowledge Management tools, trends and methods and leading knowledge transfer and exchange methods and practices through presentations, training materials, tips and best practices for collaboration, so as to continually improve the performance of this outcome area;
  • Contribute to the development and maintenance of web-based and local knowledge sharing platforms; Liaise with program to proactively identify opportunities for project documentation
  • Promote knowledge sharing through operational processes by strengthening links between knowledge sharing and information systems, improving integration and facilitating information exchange across departments.
  • Maintain effective research of key platforms and other sources of information to ensure that relevant material is extracted and disseminated in a succinct form with members of the program and technical teams;

 

Trouble Shooting and Capacity Building:

  • Provide technical troubleshooting support to staff as necessary, in a timely manner, about the IM system(s) and mobile data collection technologies, acting as the focal point.
  • Provide trainings on the IM system(s) to DRC staff, and follow-up with technical support to improve data quality and data management for MEAL and Program teams.
  • Build the capacity of program teams in terms of responsible data collection, entry, analysis, report writing, including data presentation and impact narrative development through on-going support and training. 

External Representation:

  • Upon request, represent Danish Refugee Council in cluster meetings or authority meetings related to MEAL/IM;
  • Upon request, represent the organization towards communities, communicating about its mandate, eligibility criteria for projects, and humanitarian principles;
  • Information sharing, experience sharing with other NGOs working in the area on IM/MEAL aspects of programming

 Minimum Qualification, Skills and Experience Required:

Generic professional competencies

  • Minimum 2 years of experience in information management
  • Ability to coordinate tasks and work processes and work with short deadlines
  • Experience with facilitating and leading internal organisational processes

Context related skills, knowledge and experience

  • Expert knowledge of Power BI, Excel and other quantitative and qualitative data analysis tools. 
  • Long-term experience in the development of and visualization of solutions data sets 

Expert knowledge of solutions information management functions and coordination mechanisms 

EDUCATIONAL QUALIFICATIONS: (include certificates, licenses etc.)

Education: Degree/Bachelor of Science in information manage

LANGUAGES 

Languages: Fluency in English and Arabic, both written and verbal
