 Background:

The WASH Coordinator will be responsible for providing overall technical leadership for the WASH program at the state level. This will include participating in projects design in collaboration with GAM and the WASH manager, coordinating implementation of WASH interventions, providing technical support to the WASH team, DME, enhancing program quality and reporting. He will be the WVS focal point for the WASH sector at the state level, representing the organization at sector coordination forums and partner engagement.

Quality Assurance - Technical Leadership and Coordination:


• Coordinate quality implementation of all WASH interventions in the state, in close collaboration with the project coordinators and WASH teams.
• Ensure adherence to respective standards in the design and implementation of WASH interventions, to ensure high program quality is maintained.
• Provide technical support and guidance to WASH teams in implementation of approved project models.
• Support timely and quality implementation of all WASH interventions to ensure an acceptable expenditure rate is maintained across projects.
• Ensure cross cutting themes like gender equity and social inclusion are integrated into the WASH project

Monitoring, Reporting and Documentation:


• Participate in the design and implementation of baseline surveys, needs assessments, and impact evaluations as relevant to the sector
• Monitor program progress to ensure compliance with donor requirements/guidelines, adherence to standards and sector models.
• Provide program updates as needed to key WV support offices, the Regional Office, donors, partners, and internal progress reports.
• Lead drafting, monitoring implementation, reporting and signing of technical agreements with line ministries and other Government agencies.
• Maintain proper documentation and reporting including success stories
• Participate in joint planning and monitoring in close consultation with FSL, WASH , Health and Nutrition sectors.
• Participate in inter-agency assessments organized by the cluster.
• Submit weekly and monthly written reports to program head of office project progress and prepare weekly plan of actions.
• Prepare and submit monthly, quarterly, bi-annual and annual WASH program reports for the state.
• Work closely with M & E department to develop and strengthen planning ,monitoring, inspection and evaluation procedures.

Advocacy, Engagement, Networking & Partnerships:


• Representing World Vision in sector coordination forums and Technical Working Groups
• Establish and sustain working relationships with Government Departments and Agencies relevant to the Program’s focus area
• Establish and maintain strong collaborative networks with the WASH sector leads and sector partners.

Capacity building:


• Capacity building of WASH key staff and NNGO partners in programming and implementation of WASH and construction projects.
• Support nominated staff to complete WASH capacity building program.
• Support WASH staff to access key training resources on e – campus for their development.
• Support proper capacity Building of WASH Committees and other community structures to enhance their capacity to manage WASH services within their areas of operation.

Resource Acquisition:


• Participate in development of timely and accurate funding proposals in line with donor requirements and WV standards in collaboration with project Manager, other sector specialists
• Mobilize the community for community contribution for project interventions

Any other duties as assigned by the Supervisor


 
 Minimum Qualification, Skills and Experience Required:

Bachelor’s degree in Civil Engineering, Water Engineering, Water and Sanitation Engineering or related degrees from an accredited university.

 

Preferred Knowledge and Qualifications:

 

  • Excellent English and Arabic language communication skills (oral and written).
  • Cross-cultural sensitivity, flexible worldview, emotional maturity and physical stamina.
  • Ability to exhibit exemplary lifestyle as interpreted in a specific local cultural context.
  • Computer skills: demonstrates proficiency in computer applications, including use of Microsoft Office Suite, Lotus Notes, intranet and internet, and various software applications and databases commonly used in the workplace.
  • Understanding of Sudan MoH and WASH standards, protocols and guidelines is a requirement.
  • Good planning and organizational skills
  • Ability to coach, train and build capacity of fellow staff
  • Ability to work and deliver results under minimum supervision.
  • Experience working in an NGO setting will be an added advantage
  • Good interpersonal skills.
  •  Ability to work under pressure.

Language Requirements:

  • Excellent English and Arabic language.
  • Communication Skills (oral and written).

Travel and/or Work Environment:

  • Very frequent travels to field project sites and the ability to live in hard conditions.
  • Close interaction with project beneficiaries, partners, and government officials.
