 Background:

The WASH Engineer will be responsible for the implementation of all WASH Infrastructure Components of the assigned WASH Project/s. This includes technical design and development of design drawings and BoQs, tender support documents and supervision of the actual construction works on site. The Engineer may be called upon to offer technical support and oversight on other infrastructure projects implemented by other sectors (H&N, FSL and CP) within the field office where he/she is based with consultation from his/her manager

Project planning and Implementation:


• Carry out technical design of WASH and Construction projects for the WASH project in a timely manner, including preparation of tender documents, technical specifications, TORs, design drawings and BoQs.
• Provide overall construction site management in strict adherence to the approved designs, from inception to commissioning and site hand over.
• Facilitate timely and quality implementation of all Infrastructure works for the project.
• Ensure that business processes, standards and guidelines related to WASH and Construction initiatives are effectively applied in project implementation.
• Ensure close collaboration and integration with other sectors to maximize the impact of interventions.
• Facilitate field monitoring visits with line Government Engineers to inspect progress of works and ensure quality assurance is maintained.
• Supervision of contractors during implementation to ensure quality workmanship, safety and value for money is achieved within schedule.
• Preparation of payment and completion certificates for construction works to facilitate payment.
• Ensure that contractors maintain an updated Site Instructions book (in triplicate) for all construction works and maintain a file for the Engineer’s copy at the office.

Guide communities to identify viable WASH and construction projects and ensure that proposed infrastructure is established in Government or community land and not in private property.

Monitoring, Reporting and Documentation:


• Participate in the design and implementation of baseline surveys, needs assessments, and impact evaluations as relevant to the sector
• Assist in monitoring program progress to ensure donor compliance and program quality and provide technical advice, support and capacity for Project staff and relevant project sector staff members and partners.
• Provide program updates as needed to key WV support offices, the Regional Office, donors, partners, and internal progress reports.
• Assist in drafting, monitoring implementation, reporting and signing of technical agreements with line ministries and other Government agencies.
• Maintain proper documentation and reporting including success stories
• Participate in joint planning and monitoring in close consultation with FSL, WASH , Health and Nutrition sectors.
• Submit weekly and monthly written reports to program head of office project progress and prepare weekly plan of actions.
• Work closely with M & E department to develop and strengthen planning ,monitoring, inspection and evaluation procedures.

Resource Acquisition:


• Participate in development of timely and accurate funding proposals in line with donor requirements and WV standards in collaboration with project Manager, other sector specialists
• Mobilize the community for community contribution for project interventions

Advocacy, Engagement, Networking & Partnerships:


• Ensure close collaboration with MoH and UNICEF in implementation to ensure quality and good coordination with sector partners.
• Representing the South Darfur Program in relevant sector coordinating and cluster meetings and assessments as may be assigned
• Represent WV and attend regular WASH meetings with partners, UN agencies and government officials as may be assigned by the WV WASH Sector Coordinator at the state.
• Establish and sustain working relationships with Government Departments and Agencies relevant to the Program’s focus area.

Capacity building:


• Capacity Building of WASH Committees to enhance their capacity to manage WASH facilities.
• Capacity building of WASH key staff and NNGO partners in programming and implementation of WASH and construction projects.

Any other duties as assigned by the Supervisor
 

 
 Minimum Qualification, Skills and Experience Required:

Bachelor’s degree in Civil Engineering, Water Engineering, Water and Environmental Sanitation Engineering, or related degrees from an accredited university
Excellent English communication skills (oral and written).
Any relevant registration or practice license from a professional body.

 

  • At least 3 years of previous experience in the WASH sector design and implementation in INGOs.
  • Experience working in a cross-cultural environment.
  •  Proficiency in Computer Aided Design software (AutoCAD, ArchiCAD, Civil 3D, etc).
  • Proficiency in MS Word and advanced Excel.
  • Proficiency in MS Projects.

Preferred Knowledge and Qualifications:

  • Excellent English and Arabic language communication skills (oral and written).
  • Cross-cultural sensitivity, flexible worldview, emotional maturity and physical stamina.
  • Ability to exhibit exemplary lifestyle as interpreted in a specific local cultural context.
  • Computer skills: demonstrates proficiency in computer applications, including use of Microsoft Office Suite, CAD software, and various software applications and databases commonly used in the workplace.
  • Understanding of Sudan MoH and WASH standards, protocols and guidelines is a requirement.
  • Good planning and organizational skills.
  • Ability to coach, train and build the capacity of fellow staff.
  • Ability to work and deliver results under minimum supervision.
  • Experience working in an NGO setting will be an added advantage
  • Good interpersonal skills.
  • Ability to work under pressure.

Language Requirements:

  • Excellent English and Arabic language
  • Communication Skills (oral and written).

 

Travel and/or Work Environment:

  • Very frequent travels to field project sites and the ability to live in hard conditions.
  • Close interaction with project beneficiaries, partners, and government officials.
