Background: Background: World Relief Sudan is a humanitarian and development organization that has been operating in Sudan since 2004 in response to the humanitarian crisis affecting the Greater Darfur region. The organization implements integrated, multi-sector emergency response, recovery, and development programs across West Darfur, Central Darfur, Blue Nile, Khartoum, Al Jazira, and South Kordofan states. World Relief is seeking a qualified, experienced, and committed professional expert to join its team. Responsibilities: The position holder will oversee the overall management and implementation of the Monitoring, Evaluation, Accountability, and Learning (MEAL) system in Sudan. They will also supervise activities carried out by partners, contractors, and community-based organizations/committees.

Duties and responsibilities:
Program-Level Responsibilities: - Lead the planning and execution of MEAL activities across projects, ensuring high-quality implementation and information dissemination.
- Develop a comprehensive MEAL action plan in collaboration with the Program Development and Quality Assurance Director.
- Design, adapt, and implement tools for quantitative and qualitative data collection, ensuring data validity and high-quality analysis.
- Build the capacity of MEAL and sector officers, as well as project staff and partners, through training and technical support.
- Oversee consistent and systematic data collection, analysis, reporting, and documentation for program learning and improvement.
- Implement the country office MEAL strategy, guidelines, and procedures in alignment with national program priorities.
- Facilitate the periodic reporting using matrix portal/database of WR
- Liaison with the DMEAL department of WR and perform tasks and roles accordingly
- Participating in the DMEAL meetings organized by the DMEAL department of WR
- Strong collaboration with Area managers, sector managers/coordinators and program staff
- Participate in or contribute to proposal preparation process lead by the department
- Strengthen internal coordination, improve information management in field offices, and enhance the technical quality, effectiveness, and cost-efficiency of MEAL processes.
- Promote programmatic learning to improve the overall quality of programs.
This role will play a key part in strengthening World Relief Sudan’s MEAL system, ensuring that all interventions are data-driven and contribute to sustainable impact. Detailed duties: - Prepare and review project MEAL plans in coordination with the local program team and donors.
- Oversee the design and implementation of MEAL activities and tools at the field office level.
- Develop project results frameworks and indicator tracking tables, ensuring all result tracking records are in place and used for reporting and learning.
- Support sector managers/coordinators in developing detailed implementation and monitoring plans for project activities.
- Provide training and support to field officers, assistants, and partners.
- Oversee capacity development for all project staff, including partners, to ensure consistent and systematic data collection.
- Coordinate with WRS partners and donors to harmonize information reporting as required.
- Promote a culture of learning from mistakes and evidence-based adaptive programming within the project team and partners.
- Develop an internal feedback channel between MEAL and project teams to facilitate data-driven decision-making and corrective actions.
- Network with external stakeholders to foster wider learning opportunities.
- Review Terms of Reference (ToRs) for studies and evaluations.
- Ensure data quality across all project partners and external evaluators by developing and implementing a standard Data Quality Assurance (DQA) protocol.
- Ensure the quality and accuracy of all MEAL reports, including studies and evaluations.
- Ensure Accountability to Affected Populations (AAP) is upheld.
- Ensure full compliance with key organizational policies and guidelines, including Protection from Sexual Exploitation and Abuse (PSEA), gender, and child protection policies.
- Provide technical support for activity and results-based monitoring (e.g., surveys, FGDs, KIIs) to ensure adherence to agreed methodologies.
- Support project teams in interpreting findings, formulating recommendations, and reporting.
- Assist in organizing regular project review meetings, updating ITT, and reporting on indicators.
- Support consultants and research partners in conducting commissioned evaluations (e.g., interpretation, FGDs, interviews).
- Provide technical support in evaluations and research, including ToR development, consultant selection, evaluation design, data quality assurance, stakeholder engagement, and dissemination plans.
- Ensure inclusivity of women, youth, and ethnic/religious groups within programs, committees, and workforces.
- Ensure WRS programs are conflict-sensitive, gender-sensitive, and environmentally responsible, integrating these themes across all programming approaches.
- Maintain a MEAL activity calendar, tracking baselines, mid-term and end-line surveys, data collection, research, and evaluations across ongoing projects.
- Accountability, learning, dissemination and use of findings
- Support Program teams in planning for and implementation of Beneficiary Feedback Mechanisms providing opportunity for beneficiaries to receive information about WRS commitment and standards, raise suggestions and recommendations for improvements, and understand protocols for action to be taken in response
- Provide technical support in developing and managing Complaints Response Mechanism tools to ensure accessibility by beneficiaries and stakeholders
- Support Program teams in the identification and documentation of lessons learned and best practices
- Facilitate dissemination of assessment and MEAL findings to stakeholders via preparation of learning/MEAL briefs, fact sheets, and presentations
Capacity building - Identify MEAL staff capacity development needs and provide tailored, practical training based on capacity assessments.
- Ensure all MEAL unit members, project teams, and implementing partners understand and effectively use MEAL tools through intensive, hands-on training focused on practical application.
- Strengthen MEAL staff capabilities in conducting integrated assessments by enhancing existing tools and mainstreaming key issues such as gender, protection, and environment.
- Support knowledge management within the mission by assisting team members in attending cluster meetings to collect relevant information, particularly on ongoing or recently completed assessments in WRS priority sectors.
- Collaborate with the Program Team to develop a database and system for collecting and analyzing secondary data.

Minimum Qualification, Skills and Experience Required:
- Demonstrated technical skills in results-based monitoring, development, data quality assurance, capacity building of staff on M&E, as specified in the Duties and Responsibilities above
- Master’s Degree in Economics, social science or related fields.
- Minimum of seven years of work experience in managing MEAL on development or humanitarian projects or related fields
- Fluency in spoken and written English
- Experience working with INGOs, UN agencies, and knowledge of the context of Darfur, South Kordofan and the Blue Nile States
- Willingness to travel to project sites including the hard-to-reach sites within Sudan
- Enthusiasm about fostering a culture of learning and evidence-based adaptive programming
