What we do

The International Committee of the Red Cross (ICRC) works worldwide to provide protection and humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and, at the same time, promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

Purpose

The Communication Officer is the focal point for communication and, where applicable, prevention activities for the Al Juneina Sub-Delegation. S/he helps position the activities in the Darfur region by strengthening external networking in order to build the necessary understanding, acceptance and support of the ICRC among key stakeholders. S/he contributes to setting and implementing priorities, objectives and strategies. S/he supports the orientation, planning, monitoring and evaluation of the Sub-Delegation’s communication and, where applicable prevention activities. S/he contributes to the Delegation’s internal communication’s strategy.

Reports to (role)

• Deputy Head of Sub-Delegation

• Defines and implements the communication strategies (priorities, objectives, and activities) in line with operational and institutional priorities.
• Develops and maintains a constructive and effective working relationship with identified key media representatives by organizing media briefings and contacts throughout the year, ensures media coverage during ICRC events and develops/follows up on the media plan.
• Is responsible for defining, implementing and evaluating relevant communication activities and adapting supporting tools within the country, including operational communication, crisis communication, community engagement, promotion, integration and implementation of international humanitarian law (IHL); 
• Is responsible for public communication, including drafting media lines, production/distribution, digital communication and information analysis/environment scanning. Manages stock inventory, replenishment, management, as well as supervision of its use by the staff.
• Is responsible for building National Red Crescent Society communication capacity.
• Works to enhance ICRC acceptance and promote IHL and other legal norms by representing the ICRC to relevant audiences, e.g., national/local authorities, political parties, village elders, representatives of (displaced) communities, religious leaders, armed and security forces, media, NGOs and academic circles.
• Ensures a smooth information sharing with other departments.
• Manages the communication and prevention budget of the Al Juneina Sub-Delegation.
• Follows up on all work-related messages and correspondence with the relevant contacts and departments.
• Collects and shares information so as to improve the ICRC’s understanding of the environment and humanitarian trends and responses.

Desired profile and skills

• Strongly motivated by humanitarian work
• Able to work under pressure in a potentially dangerous environment

Certifications / Education required

• University degree or equivalent in a relevant field such as communications, political science, international relations or journalism.
• Fluent spoken and written English and Arabic
• Computer skills (proficiency in MS Office); familiarity with digital communication tools.

Professional Experience required

• Minimum 3 years’ work experience in a field relevant to communication and/or prevention (preferably with the ICRC).
• Experience in an ICRC operation an asset.
• IHL knowledge an asset.
• Sound knowledge of the political, social and media environment in the country/region covered.
