 Background:

The Field Coordinator will be based in Khartoum and will assume the overall oversight of Khartoum and Al Gezira emergency response under the Humanitarian Team Lead and in collaboration with the DCD-Program.



 
 Duties and responsibilities:

  • Assume the overall oversight of Khartoum and Al Gezira emergency response under the Humanitarian Team Lead and in collaboration with the DCD-Program. 
  • provide strategic leadership to ensure the emergency portfolio is coherent and effective in supporting the crises affected people and other vulnerable communities and is in line with CARE's global and country ambitions 
  • coordinate with all stakeholders in the States to ensure the successful implementation of CARE programs. This will include negotiation with stakeholders and support to program implementation through effective and efficient program support services. 
  • Responsible for the management and oversight of the logistics function in Khartoum and Al Gezira including the staff and project vehicles management and movement control. 
  • work with the Safety and Security Focal Point (SSFP) to ensure that CARE’s security policy and procedures are implemented in the two States.  
  • Ensure that all staff and consultants working in Khartoum and Al Gezira comply with all policies, guidelines and Standard Operating Procedures that may be updated from time to time. 
  • Lead the start-up of new interventions and as the focal point for coordination will work closely with partners in CARE operational sectors, including International and National NGOs, Clusters, UN Agencies, donors and the line ministries and service providers to ensure that CARE’s program is well coordinated and responsive to the latest development in the context.

 


 
 Minimum Qualification, Skills and Experience Required:

  • A minimum of Bachelor’s degree in management, Social Sciences, Development Studies, Economics or other related fields. Masters degree is preferable.
  • A minimum of 7 years' experience in emergency response, preferably integrated humanitarian and development, and with field office management responsibilities;
  • Demonstrated experience in administration and logistics management
  • Knowledge of contracting and policies and procedures of logistic and purchasing.
  • The role requires the ability to analyze logistics data, qualitative indicators and reported issues to determine key risks, adverse trends and the appropriate corrective measures.
  • Knowledge of the requirements of donor compliance.
  • Ability to communicate effectively with teams.
  • Ability to work effectively both independently and as part of a team.
  • Good interpersonal skills with ability to motivate and influence others. 
  • Computer proficiency - spread sheet and word processing computer application.
  • Effective working with partners. 
  • Very good English and Arabic language skills, both written and spoken.
