 Background:

Providing technical support and assistance to medical management team in implementing medical program. Responsible for National Staff Health Policy and provision of medical consultations to National Staff within the scope of his/her medical competencies and referring them when appropriate, according to MSF protocols, procedures.



 
 Duties and responsibilities:

  • Represent the MSF in relations with MOH and other medical partners. 
  • Ensure the implementation of National Staff Health Policy and provision of medical consultations to the National staff, including referrals if necessary. 
  • Ensuring appropriate medical treatments in collaboration with the medical doctors, MTL and the medical team and refer national staff when appropriate. 
  • Recording and data management of the National Staff Health files and registration books, medical supply-related activities (drugs prescribed, lab results, etc.). 
  • Flexibility in terms of assisting the medical team in needs of emergency explos and assessments to support.
  • Support the MTL in the overall functioning of the medical programs in the project through delegated tasks.
  • Monitor and evaluate medical programs and regularly suggest improvements if needed.
  • Assist in the collection, analysis and reporting of medical data in the project & participate effectively in MMR & SitRep in addition to other medical reports.
  • Visit the project sites regularly in consultation with MTL to support medical teams and to ensure compliance with MSF protocols and guidelines.
  • Participate in exploratory missions and situation assessments to identify healthcare needs when required.
  • Assist MTL in pharmacy management and in the international medical order.
  • Substitute doctors, nurses and paramedical staff if necessary.
  • Assist the MTL in the correct implementation of staff health policies at project level.
  • This position required high flexibility & to accept new change and delegations.

Scope of position:

  • Manage staff health in the project in accordance with the Staff health policy: vaccination plan, sick leaves, referrals for further medical management, and follow up with health facilities; 
  • Support in assessment of other health facilities for staff health and update/adivse MTL accordingly;
  • Prepare monthly medical costs forecasts in collaboration with medical activities managers, to submit to the Finance department.
  • Check all medical costs reimbursements (review patients / staff invoices and receipts from Finance department), and submit to MTL for approval of payments;
  • Develop file on monthly medical expenses costs per staff ; keep an overview of individual staff expenses per month/per year ; then support MTL to develop national staff health budget during planning cycle 
  • Ensure staff health emergency kits and boxes in MSF compounds, offices and vehicles are updated accordingly; check the boxes regularly, perform regular inventories and prepare medical requests to replace used and/or expired items when needed;
  • Based on MTL delegation: Act as a Medical liaison between MSF and MOH in the state level: activities planning, follow up and reporting as required, including data sharing as per agreements, epidemiological surveillance and donations, prepare/organize different meetings between MSF and MoH  as a liaison with the MoH stake holder in Khartoum State;
  • When requested by the MTL, participate in the discussions and follow up of matters related to partnership between MSF and other actors (medical, protection, Wash, etc.);
  • Attend weekly and monthly Health & Nutrition and other clusters meetings together with MTL or represent the MTL during his absence, and share meetings summaries with MTL.
  • Organize and attend project’s medical meetings, and compile meetings minutes to be shared with MTL.
  • Collaborate with all the team members in order to contribute to the execution of activities planned and to the achievement of the MSF’s objectives;
  • First contact person on the staff health issue; not all the MDs require to consult sick staff. MTL support will consult; bring sick leave to MTL for approval.
  • Support MTL and project to navigate any new area of assessment together with PC support as a part of quick rapid assessment team
  • Perform any other task requested by the line manager/MTL.

Management

  • The MTL support is an active member of the hospital management team (HMT) and is responsible to bring the MAM, NAM and MoH counterpart (Medical Manager and Matron) together for weekly meetings and is the keeper of the minutes of these meetings.
  • The MTL support in collaboration with MoH pharmacy team will monitor consumption including regular medication and donations and provide timely consumption information.
  • In the event that MSF extends support through community based activities to act as the focal person between the MTL and the outreach/community-based teams.

Reporting & Surveillance 

  • Contribute to the monthly medical report (MMR) with a specific column detailing various activities under the MTL support responsibility.
  • Ensure the epidemiological surveillance inside the health area - participate in an exploratory mission or needs assessment of the population when needed
  • The MTL support is responsible for liaising with MoH data officers and to ensure the completeness of the data being reported and to raise issues related to data to the MTL.

 
 Minimum Qualification, Skills and Experience Required:

Education: Medical Doctor diploma or equivalent in a related allied health.

 

Experience: Desirable previous clinical supervision experience of at least one year, training or experience in tropical medicine and/or public health

Essential minimum 2 years of relevant working experience.

 

Language: Arabic and English are essential.

 

Knowledge: Essential computer literacy (word, excel and internet)
