 Background:

CHILD SAFEGUARDING

Level 3:  the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; ore because they are responsible for implementing the police checking/vetting process staff.

The Humanitarian Access, Safety & Security Officer will report and work closely with the area Deputy Director Programme Operations (DDPO) and Humanitarian Access, Safety & Security department team to carry out, develop, implement and maintain SCI International Safety and Security Protocols including SCI security policy, safety and security standards, staff relocation and evacuation protocols and emergency medical evacuation. Undertake implementation and compliance with Save the Children’s Safety and Security Policy and Standards.

Network with other security officers and organizations to obtain information which can be analyzed to better understand the security environment and, through this, develop standard operating procedures relevant to the security setting in which programs are being implemented. Providing support to the DDPO and HASSD on the Safety and Security Risk Assessments; make recommendations, mitigations, and provide support for their implementation by area programmes. 



 
 Duties and responsibilities:

Safety &Security Responsibilities 

  • Assess threat, risk, vulnerability and make recommendations to DDPO to reduce staff exposure using SC standards threat levels measures. 
  • Undertake safety and security assessments of program areas and potential program areas requested by DCD, DDPO, HPI and/or HASSD. Report on findings and design necessary improvements.
  • Undertake regular field missions to program implementation areas and assess potential program areas whenever needed and/or as requested by DDPO and HPIs. 
  • Undertake reviews to ensure individual staff safety and security and apply procedures and policies as requested and make recommendations to DDPO 
  •  Provide recommendations to field staff to improve betters gain acceptance from and improve SC image among host communities and local stakeholders.
  • Assist to the DDPO and HPIs to prepare/maintain/update local safety and security management plan (SSMP).
  • Ensure staff training/orientation re: safety and security roles. Develop safety and security training modules for use by the SC staff.
  •  Facilitate safety and security management training with staff in the country office and in project locations.
  • Develop security briefing materials for new staff and visitors. Provide security orientation/briefing for newly appointed SC staff and CO visitors to the area.
  • Engage programme management and staff as well as staff at all levels to facilitate the adoption and compliance with the Save the Children’s Safety and Security Policy and Standards
  • Undertake Security Risk Assessments for any and all emergency responses and humanitarian operations.
  • Communications: Ensure that effective communications are in place including communication tree system, mobile phones and Thuraya networks. 
  • Develop and deliver capacity building in safety and security training for the area staff. The HASSO will play a key role in building the capacity of each SSFP consistent with the assessed need for each programme.
  • Provide safety security management advice, guidance and support to the DDPO and HPIs and the field operations team. 
  • Provide support to emergency response and assign SSFP in each humanitarian emergency response within the area.  
  • Provide technical safety and security assistance and guidance to area field office in implementing action plans. 
  • Contribute to the concept that safety and security is an integral element of programme design at area level and programme operations implementation level and should be amongst the first planning considerations during projects kick off meetings.
  • Promote the need for each programme implementation site to appoint a safety & security focal point (SSFP) reporting to the relevant HPI or programme manager and advise on the minimum training standards for each officer dependent upon the location level of insecurity. 
  • Promote the need for each active project / programme to have safety and security as a standing agenda item on the area leadership team and to form a core local Crisis Management Team.

Humanitarian Access 

  • Support the DDPO and the HPIs on facilitation of all government related procedures being as the first level contact with the state government and non-government actors on procedures and necessary approval and other correspondences.
  • Coordination with local stakeholders in terms of access as well as in terms of safety and security for the area offices.
  • level of communications and procedures follow up with the government and non- government actors. Support the DDPO on contacts and provide systematic approaches and meeting with officials including HAC and State Ministries representatives and non-state actors according to context

General:

  • Comply with Save the Children policies and practice with respect to child safeguarding, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.
  • In close coordination with the DDPO and relevant HPIs the HASSC is responsible for working out local Security Plan, Contingency Plan and staff Relocation Plan. 
  • Responsible for preparing, managing and reporting on the area/office safety and security budget.
  • Work out and provide regular staff headcounts in the area (weekly staff headcounts) in close coordination with the HASS department. Procedures and Protocols:
  • Assess and approve the local travel Authorization to programmes implementation area. 
  • Develop and maintain a map with Go / No Go areas in collaboration with DDPO and in consultation with the HASSD and insure staff adherence to the set safety and security measures

Act in a Crisis:

  • Support the DDPO and other field senior management teams and advise them of possible actions or options in a time of crisis or emergency. 
  • Immediately advise the DDPO, HPIs, HASSD, DCD operations of events affecting or which could potentially affect staff safety or security or cause damage to assets and programme implementation in the area. 

 


 
 Minimum Qualification, Skills and Experience Required:

  • Expertise in current safety and security practices and issues affecting aid work globally.
  • Previous experience as an NGO Security Adviser/Manager
  • Fluent in English (written and spoken).
  • Good interpersonal skills with the ability to communicate at all levels, establish information and security networks, and coordinate with country authorities, militias, donors, International Organisators and local NGOs.
  • Experience of working in hostile environments.  Self-motivated with the ability to work autonomously in a highly stressful and challenging environment.
  • Proven ability to undertake Security Risk assessments. 
  • Proven experience of training multi-national staff.
  • Ability to formulate and communicate analysis of a changing security environment.
  • Proven skills in concise and succinct report writing.  Ability to prioritize security related tasks and complete reports to deadlines.
  • Strong leadership skills.
  • Proven knowledge of MS office applications and IT literacy and capacity to learn and use other packages.
  • Commitment to the aims and principles of Save the Children.  In particular, a good understanding of the Save the Children mandate and child focus and an ability to ensure this continues to underpin all aspects of the job.   Commitment to Save the Children child protection policy.

Desirable: 

  • Operational experience in post war / disaster affected environments with NGO, Military or police background.
  • Additional language(s) – ideally perfect English and Arabic
