 Background:

The Sudanese Red Crescent Society was established by Government decree in 1956 and recognized as a National Society and accepted into the Red Cross Red Crescent Movement the following year. 

 

Since 2022, SRCS has embarked on a process to build its capacities in Cash and Voucher Assistance to be able to deliver assistance in an effective and flexible way to support people affected by emergencies or conflict, maintaining their dignity and choice, while fostering local economies. 

 

Due to the crisis erupted in 2023 and the large scale of the humanitarian needs, SRCS needs to continue strengthen/reinforce their capacities at HQ level to be able to response effectively as well as support the SRCS Branch to deliver cash at scale. 

 

Job Purpose

 

The Cash Voucher Assistance (CVA) Officer in SRCS Hub Level shares the values of the Red Cross and Red Crescent Movement and ensures adherence to the seven Fundamental Principles of the Red Cross and Red Crescent Movement at all times. 

 

The Cash and Voucher Assistance (CVA) Officer Hub level will support the timely implementation of CVA interventions in SRCS CVA operations in the different Sudanese States under the supervision of the SRCS CVA Coordinator and CVA Officer at HQ Level. SRCS is looking for two CVA Officers for the Northern state Hub as a following: 

  1. Hub Northern/Gezira/Khartoum and River Nile states based in Dongola (the recruited person for the hub will be requested to spend at least 3 months in Khartoum State to set up, implement and monitor a short MPCA emergency project)


 
 Duties and responsibilities:

  • Actively participate in relevant field assessments to support SRCS Branches to identify the beneficiaries’ needs, ensuring assessment findings are documented 
  • Support SRCS Branches in conducting awareness sessions to local government structures and communities on the targeting criteria and identification and registration of the beneficiaries for CVA;
  • Support SRCS Branches to organize the sessions on CVA with beneficiaries to explain activities and objectives;
  • Assist SRCS Branches in the registration of target population, ensuring that the data is collected and recorded appropriately.
  • Support SRCS Branches, in collaboration with the SRCS PMER and IM teams, in PDMs (Post Distribution Monitoring) and other surveys and studies helping to improve the implementation of CVA activities, MPCA and sectoral cash;
  • Keep updated the data base for the target population with the support of the SRCS IM team to be able to coordinate with the Financial Service Providers (FSPs) in the Branches and the SRCS CVA Coordinator for cash distributions
  • Support the SRCS Branch in sending the financial and administrative documents related to CVA activities to SRCS HQ.
  • Participate in the Subnational Cash Work Group if active
  • Depending on security situation and access, other SRCS Branches in the States not currently included in the Hub could be added.
  • Support SRCS Branches to prepare cash distribution plans in coordination with the FSP in the states.
  • Compile and submit regular cash reports with the support of the PMER team and updates requested by SRCS CVA Coordinator and/or CVA Officer at HQ 
  • Support in the market assessment to ascertain the market dynamics in the intervention locations.
  • Identify emerging issues related to CVA and specially in MPCA to make recommendations for further solutions to SRCS CVA Coordinator.
  • support the CVA coordinator in capacity building initiatives and cash preparedness activities
  • Ensure regular information flow between branches and HQ in participating in relevant meetings

 


 
 Minimum Qualification, Skills and Experience Required:

  • University degree in social studies, economics, or related fields
  • Three or more years of experience in humanitarian field
  • Knowledge on project cycle management and project management tools (logical frameworks, work plans, budgets and forecasts, monitoring and evaluation plans, indicator tracking, etc.)
  • Proven ability to manage complex information.
  • Experience in Microsoft Office programs, (Word, PowerPoint, Outlook, etc.)
  • Good oral and written communication skills both in Arabic and English
  • Ability to travel per the needs of the programme

 

Desirable qualifications and competencies

 

  • Good understanding of the CVA program
  • Ability to conduct independent research and analysis, identify issues, and recommend appropriate solutions
  • Ability to prepare reports and make presentations
  • Proven ability to plan and organize, establish priorities, manage and monitor work plans and ability to work under pressure
  • Working with team spirit, strong integrity and focus on solutions and responsibilities
