Background:
The overall purpose of this position is coordinate/ support rolling out of monitoring and evaluation activities of BHA Project and other Programmes, conducting baseline/ endline surveys, process, and progress monitoring, facilitating end of programme evaluation, reviews etc. He/ She will also facilitate programme staff on MEAL related issues like data collection, cleaning, and analysis. He/ She will take part in the interpretation and reporting on the findings of assessments. He/ She will also be responsible for leading the teams of M&E and CRM Officers for an effective M&E and CRM System.
Duties and responsibilities:
Monitoring, Evaluation, Accountability and Learning (MEAL)
Coordinate rolling out of Result Based M&E (RbM) system for the programme in close collaboration with national and field team as well as partners.
Ensure that agreed Monitoring, Evaluation, Accountability and Learning standards are adhered by the team at field level.
Lead the implementation of all Concern’s surveys, including the piloting of data collection tools, translations, training of enumerators, the supervision of field work and data entry and data analysis.
In collaboration with relevant colleagues, undertake studies to assess the impact of activities of the programme (including cash transfers, PHC, CMAM and IYCF etc).
Conduct regular field visits to implementation areas for process monitoring and recommend for improved design and delivery.
Support on generation of evidence base for programme’s achievement as per milestones agreed in programme documents.
Coordinator the development of programme database and maintain statistical database of programme figures for all the programme sites.
Facilitate MEAL Manager during regular programme monitoring reviews, including peer reviews, in line with the programme MEAL framework.
Record programme learning as result of surveys and field visits with specific focus on documenting technical innovations and piloted technologies.
Participate actively in sectors technical discussions and influencing the formulation of technical standards.
Facilitate the joint learning, research, and other initiatives.
Implement downward accountability documents and practices in suitable formats and languages that are in line and compatible with the Concern and donor formats as needed.
Lead the team of CRM Officers to improve the accountability system and collection of community’s feedback and complaints as per standard operating procedures.
Lead beneficiary and partner accountability activities, including production of case studies that demonstrate best practice in areas of Concern’s work and also address problems/constraints and critical issues.
Where necessary, ensure crosscutting issues such as gender, HIV&AIDS, accountability are mainstreamed into the data collection tools and methodologies.
Facilitate field visits by Third Party Monitors and other relevant stakeholders when required.
Capacity Building
Support during relevant capacity building initiatives and workshops targeting team members, government partners or national organisations working in partnership.
Train the volunteers in areas identified for capacity building.
Team Management:
Lead the local MEAL team technically by providing them day to day necessary guidance, tracking their progress, and supporting them.
Support MEAL Manager in identifying the best MEAL personnel, identifying their capacity building needs and executing capacity building initiatives on regular basis.
Representation:
Take part in technical missions conducted by stakeholders and UN agencies e.g., joint monitoring mission, evaluation exercise.
Participate in the coordination meetings at state level and represent CONCERN in technical meetings as needed.
Other Duties:
Engage in emergency response as and when required by the organisation.
Support implementation of other activities of BHA project as soon as the manager and team identify the gap.
Carry out additional responsibilities as assigned, including administrative and planning functions.
Any other tasks agreed with the Line Manager.
Accountability:
The Monitoring, Evaluation, Accountability and Learning (MEAL) Coordinator is accountable to MEAL Manager for technical and functional performances respectively. Completion of timely and accurate written reports, feedback from area manager, colleagues in programme area and Partners are the main means of assessing performance.
Minimum Qualification, Skills and Experience Required:
Essential
Postgraduate or higher qualification in Development Studies, Research, Monitoring & Evaluation, Sociology, Statistics, Anthropology and/or other relevant fields .
Job related Experiences
Minimum 5 years of experience Monitoring, Evaluation and Research with an international NGO with particular focus on nutrition and health.
A good background in survey design and data collection.
Demonstrated data management and analysis experience.
Excellent capacity building, facilitation, and communication skills.
A strong background in team management.
Knowledge and experience of humanitarian work.
Knowledge of policies and guidelines pertaining to the health and nutrition sectors in Sudan is required.
Ability to travel to field locations with rough roads and extreme weather conditions.
