 Background:

  1. PURPOSE of the POSITION:

The Project Manager is responsible for the overall planning, management, implementation, monitoring, evaluation, documentation and reporting of the programmatic and financial components of the IFSLS project funded by the EU, in 4 localities in Gedaref State, (Basundah, Al Mafaza, Gala’a Al Nahal and Al Fashaga and one locality in Kassala State, namely, Refi Wad El Hilaiw. 

 

 The PM will supervise the programme and support staff and will be responsible to ensure that project activities are implemented with high quality within the indicated time frames and allocated budget. 

 

The PM will work closely with the Program Manager for Eastern Sudan, IFSLS project staff, the project local partner (BRDO) staff, coordinators of other ZOA projects, as well as with partners and stakeholders in Gedaref and Kassala States to ensure timely delivery of program commitments indicated in the project technical agreements, the project narrative and financial documents, following the donor policies and guidelines.



 
 Duties and responsibilities:

  • Supervises and supports project staff to implement project activities as per endorsed plans, budgets and timelines.
  • Ensures that implementation strategies are context sensitive, in line with international humanitarian standards, adhering to donor’s commitments and requirements, inclusive, empowering and sustainable.
  • In collaboration with project staff, coordinators of other projects, MEAL procurement, logistic and finance team, experts and consultants, establishes and maintains effective planning, implementation, communication, assessment, monitoring, evaluation, feedback and accountability systems. 
  • Prepares and processes project Technical Agreements, MOUs with partners, counterparts and stakeholders with the support of concerned entities.
  • Defines and requests support needed from Country and Home Offices.
  • Supports the development of new initiatives for program expansion and synergies.
  • Ensures that effective and efficient financial, admin and logistical procedures / systems are established and followed by project the staff, partners and other project stakeholders.
  • Monitors implementation of the project budget and facilitates revisions, as deems necessary.
  • Prepares and submits reports on progress, challenges, best practices and lessons learned, etc., as per agreed schedules, formats and timelines.
  • Ensures that project staff and partners are aware of ZOA mandate, principles, implementation strategy, code of conduct, complaints and accountability mechanisms, etc., and that they are encouraged and supported to apply them.
  • Ensures that staffing plans for the project, hiring procedures, orientation to staff, staff appraisal and development opportunities are genuine and in harmony with the labor and other related laws.
  • In consultation with the Director of Programmes and the Program Manager of Eastern Sudan, addresses requests, inquires and issues raised by the EU, or entities contracted by the EU to support the project. 
  • Represents ZOA in meetings, forums, working groups, events, processes, etc., as advised by the supervisor.
  • Organizes and facilitates meetings, focused groups, reviews and other forums with partners, government counterparts, CBOs and other stakeholders to improve implementation, coordination and sharing of information and skills.
  • Coaches, trains and provides technical support to ZOA and BRDO staff in fields of expertise. 
  • Any other tasks assigned by the supervisor. 

Other tasks

  • Advises and supports ZOA and partner staff to collaborate, coordinate and use their expertise, time and resources effectively to achieve project targets.
  • Trains and coaches project staff to fill gaps in the capacity of local partners and improve their performance. 
  • Supports ZOA and BRDO staff in tasks related to report writing, project development, MEAL, and project-management related matters.

 
 Minimum Qualification, Skills and Experience Required:

  • Senior level management and leadership experience.
  • Minimum 5 years of experience in managing integrated FSL projects, preferably EU funded projects.
  • BSc level (MSc is a plus), fluency in English and Arabic (reading, writing, speaking).
  • Ability to set targets and objectives for staff and local partners, and being able to report on these objectives periodically.
  • Strong planning, management, budgeting, financial management and reporting skills.
  • Excellent communication skills, approachable, good listener, easy to talk to and work with.
  • Good MEAL skills.
  • Familiarity with the EU rules, regulations, policies and reporting requirements is a Plus.

  1. WE OFFER: The salary scale for this position is ranged between K6 -2,168 USD – K 7 – 2,280 USD per month based on experience and qualifications.
