Support Service Team Leader

The Danish Refugee Council (DRC) is a leading protection agency with a mandate to promote and protect durable solutions to conflict and displacement affected populations on the basis of humanitarian principles and human rights. DRC is implementing a multi-sector response to support Sudan refugees, IDPs, conflict affected and host populations. Currently, DRC Sudan is focusing on emergency response in all areas of operation. DRC Sudan is one of the leading agencies in Sudan across many other INGOs with spread presence in Central Darfur, White Nile, Gedaref, South Kordofan and Port Sudan.

POSITION PROFILE

Overall purpose of the role: 

DRC is looking for an experienced Support Service Team Leader to Provides coordinated and strategic leadership for all support functions and ensures the smooth running of all support functions to meet the program needs in line with the DRC Operations Handbook. This role has an area focus and ensures compliance to DRC procedures and guidelines within the area. The role contributes to the development of area strategies, which are translated into action plans and day-to-day tasks. The role provides support and/or technical guidance to base operations.

DUTIES & RESPONSIBILITIES

To achieve the overall and specific position’s objectives the job holder tasks and responsibilities include, but are not limited to:

Planning and strategy

• Ensure that annual planning for support services is done and regular targets are met and that these are linked to the coordination unit for country-wide consistency
• Ensure that project planning includes relevant support service requirements (such as lead times and appropriate budgets)
• Ensure that resource mobilization is realistic and meets the needs of support functions, by using the operations budget to input to donor proposals
• Ensure that support services are fit for purpose to meet program needs
• Be the focal point for the compliance self-check, risk register, internal audit and results contract

HR support

• Ensure that monthly reports are produced and that targets are met by the department, while being a link to the HR coordination unit
• Supervision of the recruitment processes for area office along with liaison with Local Labor office
• Ensuring annual and sick leave planning is in place and followed accordingly
• Ensure that quarterly tasks are completed on time (such as staff induction, Code of Conduct training and leave planning)
• Ensure that annual HR tasks are completed as per the Operations Handbook (e.g., Performance & Development Reviews)
• Streamline HR responses across departments (e.g., support on organogram development)
• Ensure the HR team fulfils daily tasks, such as recruitment, contract renewal/ amendments, timesheet submission and leave tracking

Administration support 

• Be the focal point for key administrative tasks, such as registration for the coordination unit
• Oversee the team to ensure follow up on routine tasks are carried out (guesthouse supplies, travel permits, phone credit purchase, utilities bill payments, rental and lease agreements, etc.)

Logistics and procurement support

• Ensure procurement procedures are followed while being the focal point for tenders together with the coordination unit (including being a chairman for most major tenders)
• Closely follow department KPIs and ensure that monthly report submissions are timely and of high quality
• Follow up on establishment and execution of procurement plans per grant implemented in Area office
• Be a focal point and decision maker for fleet movement cancellations in line with AM advice
• Work with the AM to ensure each of the sub departments (procurement, fleet, assets, warehouse) have targets and are meeting them, in line with Operation Handbook procedures

Finance

• Secondary budget holder for all support service lines 
• Responsible for budget monthly monitoring and forecasting for support service budgets. Member of PMMs 
• Work with senior managers to budget monitor all grants
• Responsible for liquidity management along with monitoring of payments to ensure timely management of expenses
• Ensure that key annual finance tasks are completed (such as the annual reports)
• Work with finance to ensure program teams clearly understand compliance requirements
• Ensure that monthly finance tasks are completed (payroll, cashbooks and cash forecasts) and in line with Operations Handbook procedures

As a Team Leader the post-holder is responsible for the following

• Accountable for achieving DRC’s strategic goals and objectives within the area of responsibility
• Accountable for making significant decisions on what the unit does: its purpose, functions and role, and for making commitments and decisions that require the expenditure of significant unit resources.
• Accountable for people management of direct reports, generally at least 3 employees. This includes hiring & firing, objective setting, probation, performance appraisal, development of staff, managing performance, including poor performance, etc.
• Accountable for making sound decisions based on DRC policies, MOPs, standards, and the advice of technical experts in DRC

Supervisor’s responsibilities

• Coordinates the daily activities of small teams, often comprised of subordinates and/or employees carrying out similar tasks
• Implements the manager’s decisions through the work of subordinate employees, often playing a role in deciding how to do it and how to achieve the objective set by the manager

Representation and Liaison

• Cultivate good relations with key humanitarian actors, including UN agencies, INGOs and donors, through regular attendance at coordination meetings/clusters and bilateral meetings. Maintain a strong contextual awareness of who is doing what in the area and up to date contacts to the greatest extent possible.
• Represent DRC as required. This includes supporting or leading visits from donors, journalists, diplomats, authorities etc.
• With support of Safety and Liaison Officer lead working relations with local authorities at all levels ensuring DRC’s acceptance and legal compliance in White Nile 

SKILLS AND EXPERIENCES

• At least 5 years of management experience in an INGO or relevant areas
  Internal candidates or candidates with previous DRC experience strongly preferred 
• Strong people management and leadership skills 
• Strong writing and public speaking skills in English and Arabic 
• Experience and knowledge of good financial, procurement, safety and HR practices in Sudan and in humanitarian organizations 
• Experience in project management and proven organizational skills
• Experience dealing with national partners and local/government authorities
• Professional background in working with internally displaced persons, refugees and host communities 

EDUCATIONAL QUALIFICATIONS

•            University degree in relevant field

LANGUAGES  

• Fluency in written and spoken Arabic
• Working ability in English is an advantage.
