 Background:

WHO WE ARE

 

The International Committee of the Red Cross (ICRC) works worldwide to provide protection and humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and at the same time promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

 

THE PURPOSE

 

The Cash & Market Specialist (C&M) works under the supervision of Economic Security (EcoSec) Delegate, is a key focal point for cash and voucher programs within the EcoSec Unit in Aljunaina Sub Delegation. S/he is responsible for overall best practices in line with standard operating procedures, thematic and technical guidance in relation to EcoSec Cash and Market activities. S/he is amongst key reference person for all on-site technical and capacity building support with regards to cash transfers and market analysis for the Delegation.



 
 Duties and responsibilities:

Working under supervision and with support from Cash & Market Specialist Delegate, has most of the following responsibilities:

  • Designs and adjusts data-collection tools.
  • Collects data using data-collection tools and devices.
  • Performs basic qualitative and quantitative data analysis.
  • Describes results and produces data visualizations.
  • Collects data using the household economy approach.
  • Contributes to market assessments and to analyzing and interpreting data in order to select and design response options (feasibility, methods and delivery of cash-transfer interventions, transfer value, vulnerability and targeting).
  • Contributes to designing and implementing cash-based interventions (financial service-provider selection and contracting, distribution mechanism, preparedness).
  • Carries out monitoring (e.g. encashment, post distribution and market-price monitoring).
  • Contributes to analyzing the security, socioeconomic, cultural and political environment as it relates to the ICRC.
  • Contributes to internal reporting.
  • Translates documents for internal use and interprets upon request.
  • Contributes to organizing and providing capacity-building activities. Provide training on data collection tools for cash and market. 
  • Provides administrative support.
  • Provide inputs on weekly, monthly and quarterly reports on cash-based interventions. 

 
 Minimum Qualification, Skills and Experience Required:

  • University degree (preferably bachelor’s degree in economics) or equivalent experience in another field.
  • Good command (spoken and written) of English and Arabic
  • Skilled in the following competencies: Leadership, Accountability, People management, Teamwork & Collaboration, Representing the ICRC, Beneficiary & Client focused.
  • Minimum three years’ experience in a similar field (cash-based interventions and market analysis).
  • Computer literacy.
  • Proficiency in Cash based interventions including market analysis, Market-based programming, Food security, Livelihood, Relief, Result-based management cycle
