Background: The Sudanese Red Crescent Society (SRCS) was established by Government decree in 1956 and recognized as a National Society and accepted into the Red Cross Red Crescent Movement the following year. Since 2022, SRCS has embarked on a process to build its capacities in Cash and Voucher Assistance (CVA) to be able to deliver assistance in an effective and flexible way to support people affected by emergencies or conflict, maintaining their dignity and choice, while fostering local economies. Due to the crisis erupted in 2023 and the large scale of the humanitarian needs, SRCS needs to continue strengthen/reinforce their capacities at HQ level to be able to response effectively as well as support the SRCS Branches to deliver cash at scale. Job Purpose The Cash Voucher Assistance (CVA) and Information Management (IM) Officer in SRCS HQ shares the values of the Red Cross and Red Crescent Movement and always ensures adherence to the seven Fundamental Principles of the Red Cross and Red Crescent Movement (4046-the_fundamental_principles_of_the_international_red_cross_and_red_crescent_movement.pdf) The Cash and Voucher Assistance and IM Officer is responsible for supporting the overall cash activities data management; works closely with the CVA Officer and the CVA Coordinator supporting the data management aspects in the implementation of CVA programming; leads efforts to strengthen data management of CVA interventions through the use of improved digital tools (Kobo, excel, beneficiary management systems, etc.); support on data protection; supports capacity building of branches to use digital tools and data management within SRCS working closely with PMER team; supports logistics in sourcing the appropriate electronic equipment together with the CVA Coordinator.

Duties and responsibilities:
Specific Roles and Responsibilities Data collection - Support compiling data from CVA assessments (market, response options, needs, Post distribution monitoring (PDM), and feasibility)
- Support the overall CVA efforts at field basis for beneficiaries’ data of registration, verification, and cleaning process based on the SRCS digital tools
- Ensure data collection tools capture basic information of target individuals (Ensure sex, gender and disability disaggregated data are captured).
Data management - Works closely with CVA Officer and Coordinator supporting the data management aspects in the implementation of CVA programming
- Leads efforts to strengthen data management of CVA interventions through the use of improved digital tools a (Kobo, excel, beneficiary management systems)
- Provides guidance and support in determining data protection considerations in the collection, management, storage, and sharing of data.
- Plans and implements capacity building plan for branches based on their needs and priorities to strengthen the use digital tools and data management working closely with PMER team and including field travel.
- Ensures that data collected has a high level of quality by monitoring the data regularly.
- Regularly manage and update the CVA Dashboard showing the CVA activities done at field level.
- Support SRCS IM unit if the IM unit needs any support.
Analysis - Supports analysis of data such as priority needs, response option analysis, transfer value calculation, decision making matrix, market & price monitoring, supports in JMMI, PDM analysis, complaints & feedback data analysis, any challenge of data that comes from the FSP.
Reporting - Reports regularly (weekly, monthly, quarterly, bi-annually and annually) to the CVA coordinator on the progress of the CVA activities, challenges faced, actions taken related to implementation of CVA digitalization/data management.
- Prepares RCRC submission to cash working group 4W’s, populate 4W template with other actor activities if not provided
Partnership and Coordination - Establish and maintain a positive relationship and collaboration with branches and partners in all aspects of the CVA including beneficiary selection, need identification, capacity building, and other areas of collaboration
- Ensure transparency, accountability and integrity in the CVA response data management
- Promote a positive profile of the CVA among partners, and the target communities
- Prepare and provide CVA related information and reports to key stakeholders and working groups in compliance with the data protection protocols
- Assess gaps in CVA program data management related gaps, opportunities and way-forwards.
- Ensure close coordination and alignment between the IM and CVA units to foster effective collaboration and streamline processes.
- The staff member may also be required to perform other duties as assigned which are consistent with their role and responsibilities

Minimum Qualification, Skills and Experience Required:
Essential qualifications and professional experience required - University degree in information technology management or computer science
- Partnership management and proven experience in coordination and networking with various stakeholders:
- Proven experience and skills in data management related systems.
- Technically proficient in data collection tools such as ODK/Kobo
- Excellent Excel skills
- Experience in Microsoft Office programs, (Word, PowerPoint, Power BI, Outlook, etc.)
- Good oral and written communication skills in English
- Ability to travel per the needs of the program.
Desirable qualifications and competencies - Good understanding of the cash assistance program is an asset
- Ability to conduct independent research and analysis, identify issues, and recommend appropriate solutions
- Ability to prepare reports and make presentations
- Proven ability to plan and organize, establish priorities, manage and monitor work plans and ability to work under pressure
- Working with team spirit, strong integrity and focus on solutions and responsibilities
