Background:
The Partnership Coordinator will work within the wider Concern country team to support the identification of partners, support internal capacity strengthening on partnership management and support. Support the internal coordination on partnership management, and support relationship building and engagement with local / national civil society partners, to ensure effective partnership are supporting the mission of Concern to eliminate poverty and respond to emergencies.
The Partnership Coordinator will coordinate effective peer learning and capacity sharing with partners towards long-term organizational objectives. S/he will work closely with the Concern Management Teams as well as the Global Partnership Advisor to support the development and roll out of the Partnership Strategy. S/he will also liaise with stakeholders at the national and regional levels such as relevant sector coordinators and local organization coordination fora, as appropriate.
Duties and responsibilities:
Partner Identification, Selection and Assessment
In coordination with operations, finance and programmes departments, lead on the identification (mapping) of local partners
Coordinate with external stakeholders (including L/NNGOs, INGOs, Local authorities, grassroots organizations and Alliance 2015) to identify potential partnerships.
In coordination with relevant colleagues support the facilitation of due diligence assessments with partners
Work with programmes and technical staff to assess partner technical capacity and jointly with the partner develop technical accompaniment and support plans
Lead in development of partnership agreements, MOUs etc.
Capacity Strengthening
In coordination with relevant colleagues and partners develop capacity support plans based on the results of the due diligence assessment and other identified organisational and technical capacity gaps
Ensure adequate resources are allocated for capacity strengthening and support, and that timely and needs based capacity support is provided from relevant Concern departments.
In coordination with the Accountability Supervisor and Safeguarding focal points, support partners to ensure that accountability mechanisms are embedded into their programming, with functioning communication methods and feedback handling mechanisms in place (which are in line with or equivalent to Concern’s Complaints & Response Mechanism (CRM) and safeguarding procedures/policies).
In coordination with the Operations functions, ensure support is provided to partners in their procedures do not conflict with Concern’s policies on HR, Procurement, Logistics and Financial management.
In coordination with the Grants Manager, support partners to comply with Concern and donor requirements on timely and quality narrative and financial reporting.
With respective Concern staff, monitor the progress and performance of partners following the implementation of capacity support updating capacity support plans and reporting on capacity indicators.
Identify with partners areas of expertise to share with Concern and/or other partners.
Partner Relationships and Partnership Management
Foster strong relationships with local partners based on trust and mutual respect
Internal capacity development and support to Concern’s teams working with local partners on partnership principles, partnership cycle and ways of working
In coordination with the partner and respective Concern staff (such as project manager, programme director, technical managers etc.) plan for the provision of technical accompaniment to ensure project implementation is carried out in accordance with programme approaches and international standards
Support internal coordination on partnerships between Programme, Finance and other support functions to ensure effective cooperative, accompaniment and management of programmes implemented with local partners (such as timely reporting, documentation etc.)
In coordinating with the PD/PQD organize and facilitate partnership review meetings, to reflect on lessons learned and ensure accountability between Concern and its partners.
In coordination with MEAL support programme and partners visits to monitor programmes, capture learning from implementation and gather data on Concerns approach to partnership (such as partnership indicators and deliverables).
Programme Development:
In coordination with the PD/PQD/Grants Manager, ensure partners are involved and actively contributing to programme designing processes
In coordination with relevant staff (such as Programme Director, Programme manager, technical manager) support joint Concern and Local Partner project inception and reflection meetings
Work with PDQ Coordinator/MEAL Manager to help ensure that learning from programme implementation by partners and Concern is reflected upon and incorporated into future work
Strategic Initiatives & Representation
Support Concern Sudan teams to development of the country strategic plan ensuring clear objective and ambition on partnerships and locally led programming.
Work with the CMT in the development and implementation of Concern Sudan Partnership Strategy.
Represent Concern in networks or platforms focused on partnership and localization/locally led programming.
Other
Actively engage in strategic planning, and other Concern initiatives including Preparing for Effective Emergency Response (PEER) and other strategic processes as needed.
Take active measures to address equality issues, particularly relating to gender, in programme as well as operational activities.
Ensure the highest stands of accountability through ensuring good communication and information sharing within and outside the organisation.
Be aware of, understand and comply with all of Concern’s policies and procedures (P4, finance, logistics, HR, security management etc).
Contribute to ongoing security management and planning as necessary.
Actively participate in any emergency response if called upon to do so (within the existing programme area or in a new one).
Undertake other related duties as may reasonably be assigned by the Country Director or Programme Director.
Minimum Qualification, Skills and Experience Required:
Essential
Post Graduate Degree in social science, development, business administration with partnership/client focus/ or a related discipline
At least five years of relevant experience with an NGO, UN agency or donor
At least one year of senior management experience with NGO
Experience of partnership approach and capacity development of partner staff, or equivalent with client management
Demonstrable facilitation skills, including ability to facilitate difficult conversations and negotiations
Demonstrable mind-set of and passion for continuous learning and process improvement, and motivate teams to do the same
Experience of organisation representation, advocacy and coordination with NGOs/UN, donors
Special Skills, Aptitude or Personality Requirements:
Strong capacity strengthening and mentoring skils.
Aptitude to inspire creative growth, innovation and learning.
Advocacy to stakeholders on locally led programme and partnership.
Budget and fiscal oversight.
Ability and personal resilience to work in fast paced, dynamic and pressurised environment.

Ability to travel within Sudan between various field locations
