National Consultant for Malaria Indicator Survey 2025

 Background:

In Sudan Malaria is a priority health problem. It is has been estimated that approximately all of the Sudan population are considered to be at risk of malaria high buerden countries . The transmission is relatively high in some States, while there are some States with very low transmission, susceptibility to epidemics following heavy rains or floods from River Nile or its tributaries. 

 Malaria transmission exhibits a seasonal and unstable pattern in Sudan, and depends on rainfall except in urban settings and irrigated schemes. Long transmission season may take up to 9 months in irrigated schemes areas. While the urban settings have long transmission periods which extend throughout the year due to broken water pipes and unsafe water saving practices; clear cut example of manmade malaria. 

In Sudan substantial increase in the coverage of key malaria interventions same to that in Africa region following global movement for Scale up for Impact (SUFI) and establishment of the Global Fund to Fight AIDS, tuberculosis and malaria (GFATM) in 2002 where considerable investments have been put into the scaling up of malaria control intervention. The main interventions taken universal coverage by Long-lasting insecticidal nets (LLIN), and Artemisinin-based combination therapy (ACT), supported by indoor residual spraying of insecticide (IRS) in agricultural Schemes and Larval Source Management (LSM) in urban setting. The protective efficacy of ITNs against malaria has long been established (MSP 2021 - 2026).

The aim of this survey is to monitor use of main Malaria Control interventions and level of Malaria case Management.

 

Objectives:

The main objective of this consultancy is to lead the designing and implementation of the2025 national malaria indicator survey (MIS)



 
 Duties and responsibilities:

Tasks:

 

In collaboration with the NMCP (MIS supervisor and MIS coordinator), and other MIS TWC members and in direct consultation with the malaria unit in WHO-Sudan CO and EMRO, the national consultant will be responsible for:

  • Overseeing the malaria indicators survey from the designing phase to implementation and report writing
  • Developing a scientifically sound survey protocol. This task includes:
    • Designing the survey sample,
    • Developingthe survey tools,
    • Developingthe survey field manuals,
    • Reviewing and finalizing the survey budget 
    • Develop an electronic data entry forms
  • Providing training to trainers of trainees,
  • Supervisingthe data collection,
  • Supervising the data entry process and undertaking data analysis, and 
  • Submitting a progress report for implement of survey to WHO WR Sudan according to requested frequency
  • Consultant will be accountable Malaria-RSSH unit in FMoH-GF PMU - Sudan.

 

 


 
 Minimum Qualification, Skills and Experience Required:

Criteria for Selection: 

  1. Master’s degree in public health, equivalent with 10 Years’ experience in the field of PH or higher (PhD with 5 – 10 Years’ experience) in the same filed
  2. Advanced knowledge of malaria epidemiology
  3. Previous experience in conducting MIS  or similar surveys
  4. Advanced communication and writing skills

Expected deliverables:

  1. Road map of the MIS
  2. Malaria indicator survey protocol
  3. Monthly progress reports
  4. Survey data sets 
  5. Draft and final survey reports

Budget and schedules:

Payment for this consultancy will be on monthly basis on delivering satisfactory progress reports (against the survey road map). Payment will be on that of a salary scale equivalent to NOC upper margin.
