ADRA Sudan has been operational in Sudan for over 40 years and currently leads humanitarian assistance efforts in conflict-affected Blue Nile, White Nile and West Darfur States, supporting IDPs, returnees, refugees and host communities. ADRA is also implementing urban programming supporting women projects in Khartoum state.ADRA Sudan’s current areas of programming include food Security and livelihoods, WASH, nutrition, Peace building and Conflict Resolution, Education and protection, with gender Equity and environment mainstreamed.

 Background:

The Safety and Security Manager (SSM) will report to the CD of ADRA Sudan. His/her primary focus will be providing strategic oversight and direction to the security team, managing operational mechanisms of organizational safety and security policies and ensuring processes are up to date, communicated and effectively practiced and rolled-out by the all the staff of ADRA Sudan. In order to fulfill this role, the SSM must maintain an acute awareness of the context and all threats as they relate to ADRA’s operations. Our expectation is that these are responsive to the context, adequate for the circumstances and designed to enable the activities and works in the ADRA Sudan portfolio.


 
 Duties and responsibilities:

OPERATIONAL SAFETY & SECURITY

  • Provide strategic oversight and leadership to the development and implementation of a security strategy.
  • Responsible for providing critical recommendations to the management of ADRA Sudan including the designation of Go/No-Go areas, location risk ratings and agency posture, acceptable levels of operational security risk and risk mitigation measures.
  • Responsible for leading the gathering and analysis of data needed to subsequently development and update of all security procedures including standard operating procedures (SOPs) contingency plans (CPs), guidelines, planning for staff safety and operational security for ADRA Sudan HQ and all ADRA Sudan Field offices, in close partnership with respective Head of Office. 
  • Ensure that security policies, guidelines, SOPs and plans are documented in a way that is user-friendly and that can be easily/regularly updated, maximizing the use of digital tools or technology to streamline.

SECURITY DOCUMENTATION

  • Accountable for ensuring all security related incidents are reported from the field offices and the incident management system and incident log are updated.
  • Ensures the incident log and reporting system is updated in real-time to allow thorough planning and analysis. Facilitate lessons learned in cooperation with other departments after key incidents or learning opportunities.
  • During serious or critical incident management, serve as an active member on the ADRA Sudan incident management team (IMT).

HUMANITARIAN ACCESS & ANALYSIS

  • Coordinate closely with program and operational teams for area and activity specific strategies. This should engage and make efforts to enhance our network of advocates and supporters within communities. 
  • Contribute to the risk matrix and safety/security planning for proposals.
  • Cooperate and collaborate closely and regularly with the relevant coordination bodies to integrate access, analysis and conflict trends into our planning, forecasting and programmatic thinking.
  • Provide regular updates and briefings to program and operational leads.
  • Ensure access issues, incidents and constraints are reported internally and through the UNOCHA reporting system.

CAPACITY BUILDING

  • Responsible for identifying training needs and developing adapted training plans on security topics (defensive driving, security SOPs, HEAT, etc.) for team members, drivers, guardians, and as appropriate other partners.
  • Conduct regular capacity building of security focal points, Field managers, teams working in remote or high-risk areas, drivers, and guards.

COMMUNICATION AND COORDINATION

  • Responsible for connecting the right managers with relevant analysis and data required for high-level decision making and will develop/maintain a network of trusted sources to enhance this capability.
  • Represents ADRA Sudan with attendance at interagency security coordination meetings on behalf of ADRA Sudan.
  • Engage in inter-agency coordination in security; ensure ongoing ADRA field-level coordination in the NGO community, including INSO, with UN liaisons, etc.
  • In collaboration with the CD, communicate and coordinate with ADRA regional and global security leads regularly and notably during any critical incident or situations requiring support outside of the country office.
WORK HEALTH, SECURITY AND SAFETY (WHSS)

Workers are responsible for:

  • Carrying out their duties in a manner which does not adversely affect their own health, security, and safety or that of others;
  • Cooperating with measures introduced in the interests of work health, security and safety;
  • Undertaking relevant training provided in relation to WHSS;
  • Immediately reporting all matters which may affect workplace health, security and safety to their supervisor;
  • Correctly using any information, training, PPE and safety devices provided;
  • Refraining from intentionally misusing or recklessly interfering with anything that has been provided for health, security, and safety reasons;
  • Undertaking only those tasks for which they have authorisation and/or the necessary training, and for which all necessary safety arrangements are in place; and
  • Cooperating with arrangements made to assist the return-to-work of ill or injured employees.
  • Follows other job-related activities that are assigned by superior.


 

 


 
 Minimum Qualification, Skills and Experience Required:

  • A willingness to work and travel frequently in often difficult and insecure environments.
  • Extensive experience in the security or management field that reflects 7-10+ years in team management and fragile contexts.
  • Advanced level of understanding with the philosophy and mode of operation of NGOs. At a minimum of 5 years field-based experience in complex and insecure settings and preferably a conflict environment. Preferably, with large teams of staff.
  • Experience working or managing a program that required humanitarian access negotiations and strategizing is highly desired.
  • Competency in online and Microsoft Office systems including Word, Excel, PowerPoint, and other online database/mapping systems.
  • Fluency in English and Arabic (both written and spoken) is required. 
  • Formal training qualifications (HEAT, K&R, Personal Security, First Aid etc).
