Background: The Federal Ministry of Health DCD is committed to enhancing the efficiency and effectiveness of its Procurement and Supply Management (PSM) Working Group at both national and subnational levels. To achieve this, we seek technical assistance to update the existing manual and Terms of Reference (ToRs) for the PSM Working Group. This includes the development of operational guidelines and Standard Operating Procedures (SOPs) to ensure integrated forecasting and quantification, as well as oversight for free health products, including those funded by the Global Fund (GF). Additionally, a Training of Trainers (ToT) program and state-level training sessions will be conducted to ensure effective implementation. 2. Objective: The primary objective of this consultancy is to provide technical assistance to update the manual and ToRs of the PSM Working Group, develop comprehensive operational guidelines and SOPs, and conduct ToT and state-level training sessions. These updates and trainings will ensure integrated forecasting and quantification, and effective oversight of all free health products, including GF- funded health products.

Duties and responsibilities:
The consultant will be responsible for the following tasks: - Conduct a thorough review of the current manual, ToRs, and existing operational guidelines and SOPs related to the PSM Working Group.
- Engage with key stakeholders, including national and subnational PSM Working Group members, to gather insights and understand specific needs and challenges.
- Update the manual and ToRs to reflect current best practices and ensure alignment with national policies and international standards.
- Develop detailed operational guidelines and SOPs that cover all aspects of integrated forecasting and quantification, including:
- Data collection and management
- Demand forecasting
- Supply planning
- Inventory management
- Reporting and documentation
- Ensure that the guidelines and SOPs are aligned with the requirements of the Global Fund and other relevant stakeholders.
- Facilitate a validation workshop with PSM Working Group members and other stakeholders to review and finalize the updated manual, ToRs, operational guidelines, and SOPs.
- Develop a comprehensive Training of Trainers (ToT) program for PSM Working Group members on the updated ToRs, new manuals, and SOPs, as well as forecasting and quantification.
- Conduct ToT sessions to equip PSM Working Group members with the knowledge and skills to train others.
- Organize and conduct state-level training sessions for state PSM Working Group members on forecasting and quantification, the newly developed manuals, SOPs, and ToRs.
4. Deliverables: The consultant is expected to deliver the following: - Inception report outlining the methodology and work plan.
- Draft updated manual and ToRs for review and feedback.
- Draft operational guidelines and SOPs for review and feedback.
- Finalized manual, ToRs, operational guidelines, and SOPs incorporating feedback from the validation workshop.
- Training materials for the ToT program and state-level training sessions.
- Conduct ToT sessions and provide a report on the outcomes.
- Conduct state-level training sessions and provide a report on the outcomes.
- Evaluation report on the training sessions, including participant feedback and recommendations for future training.
5. Duration: The consultancy is expected to be completed within 20 working days from the start date.

Minimum Qualification, Skills and Experience Required:
The ideal consultant should possess the following qualifications and experience: - Pharmacists with Advanced degree in Public Health, Supply Chain Management, or a related field.
- Proven experience in developing manuals, ToRs, operational guidelines, and SOPs, and working with technical working groups.
- Strong understanding of forecasting and quantification processes in the health sector.
- Familiarity with Global Fund requirements and guidelines.
- Excellent communication, facilitation, and training skills.
- Ability to work collaboratively with diverse stakeholders.
