Introduction to the Country Office:

Norwegian church Aid is in Sudan since 1972 and works in the fields of relief, rehabilitation, and development, and works through national partners.
NCA’s Country Office is currently in Port Sudan. It has a Field Office in Al-Gadarif, Al-Gadarif State, where its projects activities encompass GBV, Climate Resilient WASH, Climate Smart Economic Empowerment, and Health. As well, its projects activities in Kosti, White Nile State are implemented by the national partners

 Background:

NCA's Program Department is working to strengthen its local capacity for a swift and effective response to the ongoing emergency in Sudan.



 
 Duties and responsibilities:

1.  AREAS OF RESPONSIBILITY

  • Keep the NCA Sudan program up to date on the emerging humanitarian and emergency in the Country.
  • Enhance NCA’s visibility and coordination with national and state-level humanitarian and emergency response coordination platforms
  • Assist in the mobilization of emergency and humanitarian Response funds for NCA activities 
  • Build technical capacities of NCA and its partners on effective emergency response planning and implementation
  • Oversee design, implementation, and reporting of NCA food security and economic development activities 

2.  Main Tasks

  • Operationalize the NCA’s M&E framework including and not limited to designing program M&E tools for data collection, verification, and management and reporting as well as data audits.
  • Contribute to the development, design and planning of projects so that projects have a clear and visible strategy towards impact that is in line with NCA’s mission and strategy, and projects include clearly defined measurable indicators of outputs, outcomes, and impact.
  • Contribute to outcome and evidence-based strategic decision-making at NCA and promote a culture of evidence-based learning and adaptation.
  • Assist Project Managers to develop systematic and realistic monitoring plans that capture quantitative and qualitative data to report on project performance indicators.
  • Follow up on monitoring and evaluation exercises for various initiatives for the organization.
  • Monitor and evaluate overall progress on the achievement of results as well as the sustainability of the project results and report periodically to the relevant Project Manager.
  • Organize and coordinate lessons learned workshops/review of program work plans with partners.
  • Suggest strategies to the Project Management for improving the efficiency and effectiveness of projects by identifying bottlenecks in completing project activities and developing plans to minimize or eliminate them. 
  • Develop and maintain a system for archiving M&E guidelines, tools, data files, analysis files, reports, and presentations for the major activity undertaken.
  • Develop program and operational reporting templates that facilitate the acquisition and aggregation of information in programs, including input for impact-related success stories.
  • Assist in gathering, summarizing, and disseminating relevant technical updates on program planning monitoring, evaluation, and operations research within the project.
  • Coordinate mid-term reviews and evaluation of program activities and ensure proper documentation of innovative approaches and best practices for dissemination and sharing experiences to promote repeat applications or scaling-up in different community settings.
  • Assist in preparing M&E-related sections of funding proposals, demonstrating the organization’s capacity for effective monitoring and evaluation of potential donors.
  • Serve as NCA’s complaints response focal point                                                                                                     

         3- SPECIAL DUTIES/FUNCTIONS ASSIGNED TO THE POSITION: 
(Project-, team-, workgroup-leadership/coordination, facilitation, monitoring, relation building, etc.)

  • Build the capacity of staff and partners on the logical framework, data management, data analysis, and results-oriented programming, monitoring and evaluation methods and principles, and report writing techniques and requirements for relevant donors to ensure compliance.
  • Participate in annual project reviews and planning workshops and assist project staff in preparing relevant reports. 

 
 Minimum Qualification, Skills and Experience Required:

Required Education, Skill and Experience 

  • MA/MSC in Agriculture, food security, development field, or emergency and humanitarian studies 
  • At least 5 years’ experience in humanitarian and emergency program coordination and/or project management in an emergency context.
  •  Previous experience of a very high level of technical skill in food security programs.
  • Knowledge and practical experience in working with emergency and humanitarian response mechanisms and donors in Sudan and beyond
  • Experience in team management.
  • Experience in capacity building and training.
  • Fluency in written and spoken English and Arabic languages are mandatory 
  • Good information technology skills (MS Office and other online workspaces and information management systems).
  •  Excellent interpersonal and diplomatic skills.
  •  Autonomous, rigorous, and able to synthesize information.
  •   Flexible, adaptable, and stress resistant.
  •  Willingness to work and travel in potentially challenging and insecure environment Skills 

Knowledge 

 

  • High level of understanding of humanitarian and development context with knowledge about Sudan context and associated dynamics.   
  • Has a good level of understating of the Core Humanitarian Standards and other related standards of humanitarian aid work.
  • Good knowledge about Sudan context generally with good level of understanding of NCA’s operation areas.
