Background: The Federal Ministry of Health (FMoH) has been managing the Global Fund’s RSSH-Malaria grant for the previous two funding cycles 2018-2023 and 2021-2023, with UNICEF as a procurement agent for the pharmaceuticals and laboratory products, and the National Medical Supplies Funds (NMSF) tasked with warehousing and logistics for grant-procured items, distributing them through state-level medical storage facilities. From 2011 to 2015, with Axios foundation's support, NMSF redesigned the supply chain, implementing a Logistics Management Information System (LMIS) to enhance logistics information capture. In the new funding cycle 2024-2026, the FMoH and GF have engaged UNICEF in a grant management role as a Principal Recipient, and the three parties have entered into a Tripartite Agreement in April 2024. FMoH has a lead role in the implementation of the Malaria and Resilient and Sustainable Systems for Health (RSSH) Grant. The current RSSH-malaria grant aims to strengthen the supply chain, with FMoH planning to appoint supply chain M&E officers to support grant activities.
Introduction of PSM officers for Supply chain
Objectives: To strengthen the monitoring and evaluation and logistics of the supply chain for TGF-funded commodities. Methodology: A team is composed of five national monitoring and evaluation officers and two logistic officers for the supply chain with the support of the Procurement and Supply Chain Management Unit. The officers will be designated to zones a number of five officers for close follow-up, capacity building, and revision of data and reports submitted. The team along with the PSM PMU team, Malaria Team, M&E team and the various IUs will develop an M&E framework and an M&E plan to be followed. With close follow-up, proper documentation and filing, constant feedback, problem-solving and capacity building provided through the officers, data submitted could be improved and used for evidence-based decisions and consumption-based forecasts.
Expected Results:
Overall Objective: To ensure efficient and effective management of the pharmaceutical supply chain through robust monitoring, evaluation, and logistics operations.
