The Federal Ministry of Health (FMoH) has been managing the Global Fund’s RSSH-Malaria grant for the previous two funding cycles 2018-2023 and 2021-2023, with UNICEF as a procurement agent for the pharmaceuticals and laboratory products, and the National Medical Supplies Funds (NMSF) tasked with warehousing and logistics for grant-procured items, distributing them through state-level medical storage facilities. From 2011 to 2015, with Axios foundation's support, NMSF redesigned the supply chain, implementing a Logistics Management Information System (LMIS) to enhance logistics information capture. 

In the new funding cycle 2024-2026, the FMoH and GF have engaged UNICEF in a grant management role as a Principal Recipient, and the three parties have entered into a Tripartite Agreement in April 2024. FMoH has a lead role in the implementation of the Malaria and Resilient and Sustainable Systems for Health (RSSH) Grant. 

The current RSSH-malaria grant aims to strengthen the supply chain, with FMoH planning to appoint supply chain M&E officers to support grant activities.

Introduction of PSM officers for Supply chain

• The low reporting capacity of some Health facilities (HF) affects report quality.
• Infrastructure at the health facility and locality is needed for optimum reporting.
• High turnover of staff at all levels of the supply chain.
• Reporting systems overburden health cadres (GF, under 5, RH, general statistical report).
• Unstructured monitoring and evaluation and follow-up of the supply chain at the state level.

Objectives:

To strengthen the monitoring and evaluation and logistics of the supply chain for TGF-funded commodities. 

Methodology:

A team is composed of five national monitoring and evaluation officers and two logistic officers for the supply chain with the support of the Procurement and Supply Chain Management Unit. The officers will be designated to zones a number of five officers for close follow-up, capacity building, and revision of data and reports submitted.

The team along with the PSM PMU team, Malaria Team, M&E team and the various IUs will develop an M&E framework and an M&E plan to be followed.

With close follow-up, proper documentation and filing, constant feedback, problem-solving and capacity building provided through the officers, data submitted could be improved and used for evidence-based decisions and consumption-based forecasts.

Expected Results:

• A maintained and developed a system to monitor the progress of implementation of plans of projects related to the supply chain in specific zones.
• A resilience system can act because it has high quality and reliability data and reports from the specified zones. This system has a logistic information system and a regular stock status dashboard. 
• A good collaboration with the FMoH PMU program, DCD, NMSF, and DGoP with consistency and reliability in reporting and with the National and State Technical Working Group with a good capacity in the areas of supply chain M&E and LMIS.
• A strengthen the procurement and supply management by structuring and appointing new cadres and effectively validating logistics information flowing upstream into the LMIS.

Overall Objective: To ensure efficient and effective management of the pharmaceutical supply chain through robust monitoring, evaluation, and logistics operations.

Key Responsibilities:

Monitoring and Evaluation

• Establish and maintain systems to monitor the progress of PSM implementation plans.
• Develop oversight systems and procedures for supply chain management.
• Collect, verify, and compile data from specified zones on a monthly basis.
• Review and revise LMIS reports submitted by states.
• Prepare and maintain reports on stock status and supply chain performance using KPIs.
• Analyze collected data to support PSM activities.
• Maintain and update a zone database on PSM-related information.
• Contribute to knowledge management on supply chain.
• Collaborate with FMoH, DCD, NMSF, DGoP for consistent reporting.
• Analyze supply chain performance using data from elMIS, DHIS2, and other sources.
• Prepare and disseminate reports on supply chain progress and improvements.
• Prepare quarterly and annual reports, activity reports, and other related documents.
• Participate in forecasting and quantification exercises.
• Build supply chain capacity in M&E and LMIS.
• Maintain and monitor supervisory visits, OSDV, DQA, and stock reconciliation.
• Analyze reports submitted by states, localities, and facilities.
• Analyze logistics and case management data to improve data consistency.
• Monitor and update implementation of the distribution plan.
• Participate in relevant meetings and technical working groups.

Logistics Management

• Ensure timely delivery and clearance of health products at the central level.
• Coordinate NMSF warehouse and transport teams for deliveries/pick-ups.
• Maintain procurement documentation and records.
• Ensure accountability in supply management through receiving, inspecting, and certifying functions.
• Implement and monitor distribution plans to states.
• Maintain reports of distribution of health products to health facilities.
• Maintain proper documentation for storage and distribution.
• Prepare biannual stock reconciliation reports for GF funded health products.
• Prepare quarterly stock reconciliation reports on selected health products.
• Review, reconcile, and verify inventory management reports.
• Support the quality assurance process.

Maintain electronic and hardcopy files and records.

Qualifications:

• University degree in pharmacy.
• At least three years of relevant working experience.
• At least one year of experience in monitoring and evaluation or logistics.
• Advanced certificates in PSM are desirable.
• Fluency in English.
• Strong analytical skills.
• Ability to work with a team.
