PURPOSE OF POSITION

 

To provide support and lead all Monitoring Evaluation Accountability Learning (MEAL) activities for World Vision Blue Nile state including (planning and executing MEAL activities provision of MoVs) and adhering to community feedback and response mechanism) reporting and documentation also contribute to the Design, Monitoring, and Evaluation systems and coordinate assigned projects and programs to ensure the realization of WVS Strategy in alignment with Our Promise.

 Duties and responsibilities:

MAJOR RESPONSIBILITIES:

The MEAL officer will provide overall leadership to the assigned projects (Sudan Multisector Response in Blue Nile state, and other projects whenever needs be, which is mandated to:

  1. Based on the project proposals, implementation plan, and donor reporting requirements, support the MEAL Manager in the development and implementation of the MEAL systems for capturing and documenting information on project activities, beneficiaries, outputs, outcomes, and impacts.
  2. Mapping out all MEAL activities including (MEAL plan, updating ITT, detailed implementation plan DIP, monitoring, tracking, and reporting.
  3. Support project management with the preparation of timely reports including monthly MEAL reports and CRM reports) and validating data against logical framework indicators and providing clear justifications. 
  4. Quality assurance and impact in programs through the application of innovation and good practices, provision of monitoring tools, capacity building, and management.
  5. Maintaining compliance and accountability processes for all Quality Assurance reports and dashboards in all assigned projects.

     Leading Project Monitoring   

 

• Support the implementation of the M&E plans and the collecting of reliable data for results-based management and help in remote monitoring system 

. Leading all project data collection processes including sampling, tool development/review, enumerators training, pilot surveys, data collection, data cleaning, and data analysis) and reporting. 

• Coordinating and facilitating regular monitoring visits using MoVs standard operating Procedures guidelines, also responsible for preparing and sharing monitoring reports with relevant staff following monitoring visits.  

• Ensure that the internal feedback systems (audit, evaluation, and review) recommendations for all assigned programs/projects are adequately addressed and utilized to influence the design/re-design processes for quality ministry assurance, 

• Support in the application of Design Monitoring and Evaluation (DME) tools according to Partnership standards including Learning through Evaluation Accountability and Planning (LEAP 3).

• Ensure the participation of sector technical experts (Grant Managers/coordinators, Technical Specialists) in DME processes.

• Coordinate technical support in projects advising logical framework development according to guidelines and templates.

• Ensure data quality through regular data quality check/verification visits to make sure that compliant with standard data recording and reporting procedures.

• review and update project logical frameworks and ITTs in DRMS.

Support in setting up MEAL systems using relevant technology to improve monitoring and reporting.

• Coordinate multi-year/annual planning and budgeting processes as well as semi-annual/annual reports for assigned programs/projects.

• Ensure DME tools are aligned to National office and Region guidelines.

• Ensure that a grant-compliant and output-focused monitoring system is designed for the strategy and is implemented within the assigned projects 

• Ensure data quality for the ministry by conducting regular data audits.

• Reporting and direct mechanisms for follow-up to the implementation of the LEAP 3 standards, grant agreements and policies, and systematizing good practices and lessons learned relating to its application.

       Project Evaluation 

• Lead and coordinate the process of conducting baseline surveys, end-line assessments, post-distribution Monitoring, and any assessments, and special studies for World Vision Sudan in collaboration with MEAL Manager.

 

• in collaboration with MEAL Manager develop TORs for external evaluations and M&E activities and support consultants as required.

• Ensure that mainstreaming of cross-cutting issues is integrated in DME processes and products.

• Coordinate with the donor-contracted Evaluation Team for conducting activities at the base and community

level.

• Provide project staff with after-action reviews and promote a culture of generation of knowledge, lesson-learning analysis, and reflection.

        Project Accountability

 • Ensure the community accountability feedback and response mechanism is functional and addresses beneficiary complaints in a timely manner.

Ensure program managers are aware of delays in acting on any complaints, or information requests.

 • Train beneficiaries, community stakeholders, and program participants on the WVI complaint and feedback response.

      Learning and Knowledge management 

• Lead, facilitate, and compile case studies, stories of change, and lessons learned reports on a regular basis to share wider programs and inform improvements in quality and delivery.

     Other

•     Collaborates with other MEAL teams to review and recommend changes to strengthen our current data and reporting system as needed and consultants’ agreements.

•     Facilitate training of project staff and Field level including volunteers in the monitoring methodology, and reporting.

•     Ensure stewardship and accountability of assigned Program and project material and financial resources that are managed by the Program Quality and Strategy division including the donors’ resources entrusted to the assigned Program/project.

•     Participates in special projects and performs additional tasks assigned.

 

 
 Minimum Qualification, Skills and Experience Required:

  • Bachelor's degree, preferably in Medical science, International Development, Public Health, Agriculture, Economics, or social sciences-related area.
  • Minimum of 2-5 years progressively work experience in MEAL with international development programming.
  • Demonstrated experience in Monitoring, Evaluation, Accountability, and Learning in a non-profit, consulting, or government agency in an international setting preferred.
  • Knowledge of Health, Nutrition, WASH, protection, and FSL.
  • Experience in conducting quantitative and qualitative data collection, analysis, and reporting using online data collection and analysis applications (IOM, Kobo toolbox, and others).  
  • Strong analytical and report-writing skills.
  • Good working knowledge of Microsoft packages (Excel, Word, and PowerPoint).

  • Strong computer skills (Windows XP, Word, Excel, Outlook, PowerPoint, databases, and the Internet); working knowledge of statistical software (SPSS, ODK, KOBO, Strata, etc.).
  • Ability to travel, and to travel often. Travel could be up to 50% of the time, especially in the first year.
