Partnership Senior Officer

 Background:

The IRC restarted operations in Sudan in November 2019 after operating from 1982 until 2009, successfully obtaining re-registration in Khartoum with the transitional government, and launching initial programs to support displaced populations in urban settings around Khartoum. 

 

Sudan is experiencing multiple challenges generating including macroeconomic crisis, armed conflicts and displacement, protracted refugee situations and natural disasters, as well as Covid-19. The result of this crisis is large-scale humanitarian need across the country leaving an estimated 9.3 million people in need. On top of this, In November 2020, fighting in the Tigray region of Ethiopia led to the flight of around 60,000 refugees to eastern Sudan.

 

In response to growing needs in recent months, the IRC has scaled up capacity through the emergency response team and expanded humanitarian activities in the east of the country in response to the Tigrayan refugee crisis. The IRC currently has one field base in Gedaref in addition to the head office in Khartoum, and is looking to expand in program scale, scope, and geographic support over the coming months.

 

As part of IRC’s programming expansion and focusing on partnerships modality. The organization will be expanding its partners led activities in different states within Sudan. 



 
 Duties and responsibilities:

Under the direct supervision of the Partnerships Coordinator, the Partnerships Senior Officer will be responsible for the day-to-day management and administration of partnerships of Sudan IRC response. The purpose of the Partnerships Department is to ensure that the IRC lives up to the partnership principles of equality, complementarity, mutuality, solidarity, results-oriented approach, and humility in our work with partners. The Department oversees the management, coordination and key risk control elements of IRC’s partnership portfolio, to ensure a high level of risk management and compliance in strong, high quality partnerships that deliver timely and effective assistance. The Partnerships Department oversees the use and implementation of the Partnership Excellence for Equality and Results System (PEERS), IRC’s partnership management system and is a key contributor to overall project cycle management.

 

  • Provide support in the identification and selection of partners by ensuring active mapping of organizations in the field. 
  • Lead on the vetting process to collect and verify information on potential partners, sharing with the Partnerships Co. to validate the analysis.
  • Liaise with IRC focal points and partners for the administration of partnerships capacity analysis (PCA) with respect to all new partnership, including collecting supporting documents from partners, preparing folders with partner essential information for the PCA Panel members. Attend and maintain minutes for PCA Panel meetings and support the Partnerships Co. in following up on action points with relevant IRC units and/or partners. 
  • Based on due diligence and proposal documentation, draft Selection Memos documenting decision-making throughout the pre-award process for review and finalization by the Partnerships Co. 
  • Draft the partnerships agreements, populating standard input such as partner information, reporting frequency, and annexes.     
  • Set up and maintain the Partnership Tracker and Partnership files for all new partnerships, ensuring 100% audit-readiness at all times.
  • Fill in partner/project information and upload required documentation to the Opportunity Tracking Information System (OTIS), to obtain internal IRC approvals. Once approval is received, ensure that the agreement is signed and filed properly. 
  • Keep active communication with partners to provide adequate support to each partner based on their need. 
  • Conduct initial reviews of partners’ deliverables, such as narrative and financial reports, to determine if they meet the bare minimum requirements before inputting information in the sub-awards tracker including project indicators, expenditure, budget projections and other relevant information, notifying the Partnerships Co. of any issues. Ensure that report review checklists are completed, signed, and filed. 
  • Support the Partnerships Co. in completing the Partner Closing Memo, and documenting any lessons learned. Ensure that lessons learned are disseminated to key stakeholders within IRC and filed properly. 
  • Coordinate with different units to organize trainings as needed for partners.
  • Perform other duties as may be assigned by the Partnerships Coordinator.

 
 Minimum Qualification, Skills and Experience Required:

  • University degree in any Social Studies.
  • At least two years of work experience; one year of previous NGO experience preferred.
  • Solid knowledge and understanding of the Sudan context.
  • Good communicator with strong organizational and time management skills.
  • Attention to detail.
  • Organized, detailed oriented, proactive. 
  • Team player and good communication skills
  • Strong computer competency with word processing, spreadsheets, databases, & other IT skills.
  • Possess leadership qualities and willing to exercise initiative.
  • Willingness to travel regularly to field sites.
  • English and Arabic required.
