 Background:

The purpose of this position is to coordinate, supervise and provide technical support to the implementation of Concern’s Agriculture and Livelihood (A&L) activities in West Darfur state, to ensure program quality and effectiveness. The position holder will coordinate with the other sector officers in Health and Nutrition, WASH, and national partners for program coherence and synergy.



 
 Duties and responsibilities:

KEY AREAS OF ACCOUNTABILITY

  • Technical planning, supervision and monitoring of the field-level activities in coordination with the community development facilitator (CDF).
  • Ensure key project implementation documents such as detailed implementation plan is update and put in use by the CDF accordingly.
  • Compile weekly and monthly plan of CDFs for different locations and provide the required support during implementation and monitoring.
  • To actively engage in the beneficiary selection process under the guidance of the Project Manager.
  • Provide overall technical expertise and management of all agricultural-related activities, income generation initiatives, and community managed disaster risk reduction activities.
  • Provide relevant technical guidance to the CDF and partners’ staff and collaborate with the project design team in project development and project start-up activities.
  • Facilitate capacity building activities for community groups in business plan development, basics of financial management skills, linkages to input suppliers, markets and service providers for micro businesses (rural small enterprises). 
  • Engaging and building strong relationships with community members, analyzing data collected to identify agricultural-related gaps, designing priority action plans and training modules on improved agricultural techniques and practices,  technologies, innovations, etc. in partnership with the community.
  • Develop a clear and adaptive training work plan based on the seasonal calendar, beneficiary availability, project deadlines and targets, etc.
  • Providing a technical support and lead field level implementation of identified climate adaptation initiatives 
  • To provide support to the Project Manager in the design of the trainings to be provided to food security program participants.
  • To conduct food security activities in the field under the guidance of the Line Manager (input distribution, trainings, set up, monitoring, reporting, etc.).
  • Lead implementation of rural micro-enterprise and economic development or  income generation activities
  • Document field achievements, innovations, failures, and lessons learned to integrate into project activities and inform project strategy.
  • To conduct household visits, focus group discussions and key informant interviews upon the request of the FSL Project Manager.

Monitor the conformity of the field works (trainings, field visits, meeting, inputs transfers, etc) with the standards requirements of Concern Worldwide Sudan Programme Food Security & Livelihoods Sector Strategy and technical approaches, SOPs, technical packages and as per the agreed activity planned, BoQs and contracts.

  • To support Project Manager in the technical evaluation of the agricultural  inputs and services, and relevant livelihoods intervention 
  • Lead technical collaboration and field level implementation with the relevant research centres and government line ministries technical departments related to food security & livelihoods
  • Ensure the timely implementation of field works as per the predefined schedule.
  • Inform and document the challenges faced and actions taken during the implementation phase of the program.
  • Compile monthly project progress reports and provide the required information in the preparation of donor reports.
  • Work closely with MEAL team to develop appropriate complaint response mechanism (CRM) and assist CDFs for implementation and feedback.

 

Capacity Building:   

  • In liaison with the Livelihood Advisor, identify the training needs of Concern’s and Partners’ FSL staff, design, plan and implement a capacity-building plan.   
  • Train, mentor and give technical support and guidance to the field staff in areas of A&L.
  • Lead mentoring, establishment, linkage, and in-placing operational procedures for proposed businesses of community groups (e.g. VSLA, micro-enterprise groups, etc) in coordination with the project manager and sector advisor. 

Representation and coordination

  • Represent Concern in FSL sectoral coordination meetings at the State level and the relevant authorities at locality level.
  • Represent Concern in technical missions conducted by stakeholders and UN agencies.
  • Network, liaise and build constructive relationships with other agencies undertaking FSL activities in West Darfur
  • Field coordination with the local stakeholders for better implementation including participants, local farmers and communities benefiting from the project activities.
  • Coordinate with local authorities and ensuring continuous communication with beneficiaries, agriculture department and communities' representatives regarding the FSL implementation. 

 

Data collection and reporting

  • Regular field visit, monitor, document and report work progress to the FSL Project Manager on daily and weekly basis
  • Report possible problem or conflict with possible solutions during the activities.
  • Report the use of materials and possible improvement
  • Work with MEAL team to develop and utilize appropriate project monitoring(data collections) tools and provide the required information in a timely manner
  • Ensure the selected beneficiary feedback mechanisms are put in use and responses to the complaints are implemented or shared to the relevant bodies. 
  • Work with  the MEAL team, Project Manager, and FSL Advisor to facilitate baseline assessments for project target areas when required
  • Participate in needs assessments and impact evaluations as relevant to the sector

 

Others:

  • Be aware of, understand and comply with all of Concern’s policies and procedures (Code of Conduct and Associated policies, finance, logistics, HR, security management etc.).
  • Contribute to ongoing security management and planning as necessary.
  • Actively participate in any emergency response if called upon to do so (within the existing programme area or in a new one).

Undertake other related duties as may reasonably be assigned by the Area Coordinator.

 Minimum Qualification, Skills and Experience Required:

Person specification:

 Essential

  • At least Bachelor degree in agriculture, agronomy, food security, humanitarian action or any related field. (master degree is an advantage)
  • Minimum five years of experience in Officer Position and experiences within INGOs under food security and livelihood programming.
  • Knowledge in Food Security and livelihood, vegetable gardening, and skills development.
  • Knowledge of approaches such as Climate Smart Agriculture (CSA), and improved farming practices relevant to Sudan;
  • Technical and operational knowledge or experience of local saving and loan association functions and working with MFIs.
  • Excellent written communication skills and ability to use Microsoft Office (Word, Excel etc.)
  • Strong organizational and project management skills, and ability to deliver within tight deadlines.
  • Strong working knowledge (spoken, written and reading) of English, Arabic
  • Willingness to travel to field offices and work in difficult environments according to travel requirements.
  • Strong knowledge in team management
  • Good representational skills, Ability to liaise, INGOs, other agencies, authorities and donors.

 

Desirable

  • Experience in Digital Data Gathering.
  • Familiarity with some of the donor requirements (e.g. Irish Aid.).
  • Knowledge of different humanitarian standards.
  • Knowledge of and experience in working in West Darfur.
  • Experience in working in partnerships.
