 Background:

The IRC restarted operations in Sudan in November 2019 after operating from 1982 until 2009. IRC Sudanís main office is in Khartoum with additional offices in Gedaref, Blue Nile, & South Kordofan. 

 

As a result of intercommunal conflict in October 2022 there have been displacements into South Kordofan. IRC is responding to the humanitarian needs in South Kordofan and continues to strengthen its presence and response there. The IRC is the prime implementer for all activities, working closely with key stakeholders including , Ministry of Health , WES and , Ministry of Irrigation and Water Resources (MIWR), Humanitarian Aid Commission of Sudan (HAC) at the national and sub-national level, national and sub-national WASH  and FSL Clusters, and humanitarian agencies operating in South Kordofan  to ensure that coordinated lifesaving services are provided in alignment with appropriate strategies, local context, and meeting emergency needs of the targeted populations. 

 

Purpose: 

 

IRC Sudan would like to request a deployment of Emergency Response Coordinator to provide the additional needed support and assistance to implement humanitarian response program operation in South Kordofan as IRC Sudan received CRF to respond to Health and Economic and Recovery Development (ERD).  Additional also been approved from RRF Ė IOM to implement WASH activities with two funds in pipeline as confirmed from SIDA and one from ECHO with high probability.  

 

The Emergency Response Coordinator is responsible for the quality and effectiveness of IRC's emergency response in the in the new areas. S/he is the leader of the emergency team and the guarantor of the good functioning of these emergency projects within IRC in Sudan. And monitors and ensures that projects are carried out in line with IRC's values and in compliance with internal and contractual procedures.

 

The Emergency Response Coordinator will work closely with DDP, DDO and technical coordinators, and ensure timely and qualitative delivery of interventions.   

 



 
 Duties and responsibilities:

Emergency Response Management 

  • Lead internal coordination to enable rapid and effective emergency responses.
  • Ensure adequate implementation, monitoring, and reporting of emergency response activities in accordance with SPHERE standards, and essential environmental mitigation measures. 
  • Ensure funds are used as per approved proposals, budgets and work plans; Actively monitor progress on implementation (timeliness, quality and impact) as well as burn rates and compliance with donor rules and regulations; Ensure timely and quality reporting (both financial and narrative) for all emergency response grants.  
  • Review and strengthen the existing M&E systems used by the team. Oversee post-response reflections and evaluations in collaboration with the Monitoring, Evaluation, Accountability, and Learning (MEAL) department, including analysis of client feedback. 
  • Ensure all emergency personnel understand and carry out their duties in accordance with humanitarian principles, and the NGO Code of Conduct. 
  • Ensure the Country Director and DDP, and IRC teams are kept informed about the evolving context, needs assessment progress, emergency response implementation, project plans, progress reports, and other significant developments. 
  • Promote a productive work environment respectful of the IRC Way and the Code of Conduct. 
  • Support the emergency team to establish a robust complaint mechanism that is accessible and easy to use for the people served by the response as well as our partners, vendors, etc. 
  • Support mapping of local NGO and identifying suitable partners and support the due diligence process. 
  • Update and analyze the context on regular bases to inform decisions for adjustment of activities and plans. 
  • Recommend changes to the emergency team composition to maxiimize emergency programme quality and effectiveness. 
  • Ensure IRC ís representation and active participation in humanitarian coordination.  

 

Assessment, Program Design and Planning

  • Review the existing IRC and Interagency needs Assessments and ensure additional emergency assessments are conducted when necessary to complement existing data and understanding of the situation and to inform IRC emergency response strategy based on the evolution of the situation. 
  • Coordinate the development of emergency response strategy and all project implementation plans and budgets within the framework of the agreed emergency response programme and strategy with focus on gender & inclusion and a strong multi-sectoral approach.  

 

Program Support and Security

  • Support program teams and as they carry out direct-IRC emergency response interventions. Advise on appropriate staffing, response modalities, and coordination requirements as requested.
  • In coordination with the HR Coordinator, monitor ongoing human resources issues and make recommendations and adjustments accordingly. Models all IRCís core values with specific attention for Gender Equity and Diversity so that the team is inspired and motivated to also live and lead with these values.
  • In coordination with the HR Coordinator, ensure that the systems used for HR are adapted to the emergency context to ensure a rapid response while ensuring accountability. 
  • Ensure that program support functions are established and maintained in accordance with IRC International policies and procedures. 
  • Ensure the establishment and maintenance a functional procurement and supply chain management system.  
  • Ensure with the DDO the timely and appropriate establishment of all logistics infrastructure (warehousing / transport / distribution) and associated operating / management /monitoring systems. 
  • Ensure with the Deputy Director Finance the establishment and maintenance of IRC International financial management and accounting systems for all IRC assessments and response activities and assets. 
  • Ensure all Emergency Response personnel understand individual and collective responsibilities for safety and security and to ensure compliance with IRC Sudanís and International Security Guidelines and their effective application in the local context.

 


 
 Minimum Qualification, Skills and Experience Required:

  • Minimum of five years of experience managing emergency humanitarian programs in complex operating environments, including prior experience in situations of armed conflict.
  • Previous experience leading multi-sector acute emergency responses required. 
  • Solid understanding of the humanitarian system and roles/responsibilities of key external actors. 
  • Experience working with national NGO and local partners on emergency management. 
  • Demonstrated experience in an inter-departmental coordination role and the ability to communicate with and balance the priorities of a range of stakeholders. 
  • Excellent project management and reporting skills.
  • Strong financial management skills, including budget management, financial forecasting, and management of spending plans. 
  • Excellent written and spoken English required, proficiency in Arabic an advantage.

Work Environment: There is active conflict in parts of the country and a possibility of the conflict expanding into other locations. 

 

Housing: Lodging in South Kordofan is in a shared IRC guesthouse. All IRC sites have electricity and internet.
