  • World Vision is seeking a Technical Specialist (Project Manager) to lead the Joint Resilience (Livelihoods Programming) and Social Cohesion program to be implemented in South Darfur. 
  • The Technical Specialist will be the Project Manager supporting the field technical team in implementing the Food Security and livelihood interventions. The Project Manager is expected to provide technical training on agriculture/disaster management, climate change, post-harvest loss management, and resilience programming, and other related training.
  • The Technical Specialist/Project Manager will provide leadership in project planning, implementation, and monitoring. They will provide day-to-day management to achieve high-quality results in line with acceptable project norms relevant to the established goals, objectives, and operating policies. 
  • The Project Manager will supervise the financial management of the grant in relation to the projects’ goals and objectives, monthly activity schedule, the timing of expenditures, budgets, etc. The Project Manager will lead the tracking of reimbursements from the donor.
  • The Project Manager will be the focal point for the external representation of World Vision, sitting on the relevant Working Groups and coordination bodies, as well as liaising with donors and partners as appropriate.
  • The Project Manager will work with World Vision’s MEAL Coordinator, Technical Team, Procurement staff, and field monitors inside Sudan to develop and implement monitoring (including remote) standards, systems, and processes to ensure the highest standards of risk management.

Project design, implementation, monitoring, close-out, and quality assurance:

  • Assure that the assigned project is properly planned and implemented to meet agreed-upon results, timelines, and budgets.
  • Lead the implementation of the project in line with project documents including log frame, budget, and work plan. 
  • Ensure project implementation is done according to WV and donor standards, and policies.
  • Coordinate and collaborate with WV support units and departments to ensure synergy.
  • Lead various meetings, including internal, donor, and partner meetings. 
  • Oversee grants management processes for quality assurance. 
  • Analyze the effectiveness and efficiency of project implementation and introduce corrective measures where needed.
  • Ensure and coordinate technical oversight, quality, and support given to the field teams and partners to implement planned activities and programs.
  • Report on project progress and activities as required using WV/donor templates.
  • Develop and apply project implementation tracking tools.
   Projects are delivered on time and     according to budget.

Financial Management

  • Review the project budget to ensure the expenses are allocated per the requirements and expectations of the organization and donors.
  • Develop budget versus actual tracking tools that compliment World Vision Sudan's financial tracking systems for use by project coordinators.
  • Oversee budget preparation and ongoing project expenditure reviews in coordination with area offices, project coordinators, project officers, and sector officers.
  • In coordination with the finance department, provide training to project staff on financial planning and budgeting, and conduct monthly expenditure reviews. 
  • Track and follow up on contract implementation in coordination with the procurement team. 
    The budget management meets        KPI standards.

Staff/Partnership Management 

  • Determine staffing requirements and facilitate hiring and orientation.
  • In collaboration with the Programme Manager and P&C identify areas for staff/partner development.
  • Deliver and/or arrange the technical and operational capacity building of staff and partners.
  • Ensure staff/partner well-being.
  • Build and maintain strong relationships with partners to facilitate effective partnerships on projects under portfolio.
  • Work with the P&C business partner and P&C department in the Sudan Country Office to ensure the agency maintains an understanding of partnership challenges and opportunities across Sudan.
  • Support staff and partners throughout the project management cycle.


    Projects staffed and equipped to        deliver on project objectives.

Risk Management:

  • Work with the MEAL Coordinator to review, design and refine monitoring protocols and ensure they are being applied to the project.
  • Review and update risk and contingency plans to account for changes in the operating context.
  • Ensure strong systems are in place to detect and deter fraud, waste, and diversion and to rapidly report incidents to senior management.
  • Ensure that systems are in place for designated projects to ensure end-to-end verification of the delivery of supplies and to monitor partner procurement.
  • Train and mentor staff and partner staff on risk management and risk mitigation.

Strong risk mitigation measures and contingency plans in place for all projects

Risk Registers are updated regularly, as per the agreed frequency (quarterly/bi-annual basis).

  • Responsible for own security and actively contribute to a positive security culture.
  • Abide by the security policies and procedures and report any incidents or breaches to the line manager and/or security manager.

 Minimum Qualification, Skills and Experience Required:



  • Bachelor's degree in agriculture-related field, Economics, Development, Disaster Management, Development or any related field with more than 5 years in a senior Project Coordination/Management role.
Knowledge & Skills and Experience
  • Strong knowledge of Productive Safety Net, Disaster Management models, Climate Change Adaptation, and Post-Harvest Loss Management models is required. 
  • Three years supporting agriculture related/livelihood interventions as a supervisor/coordinator.
  • Three years of project design and reporting for humanitarian/development projects is an added advantage.
  • Knowledge of the different livelihood models (SILC, Savings for Transformation, Ultra Poor Graduation Model) and added advantage.
  • Strong monitoring and evaluation knowledge and knowledge on the use of a logical framework 
  • Good financial skills to support the budget and financial management of the grant. 
  • Strong English communication skills (oral and written); Arabic is preferred and will be a plus.
  • Strong communication skills with the ability to express ideas and concepts clearly and persuasively with senior members of the humanitarian community as well as with field practitioners.
  • Ability to maintain performance expectations in diverse cultural contexts, psychologically stressful environments, and physical hardships.
  • Ability to facilitate the creation of cross-functional project teams and the development of project team-level strategies.
  • Understands work from a process point of view and uses measurement and accountability systems effectively.
  • Demonstrates openness and transparency.
  • Knowledge of Sudan-specific context and cross-border assistance.



  • Experience in staff, partner, and remote management.
  • Proven experience in training, including the development of training materials.
  • Full adherence to World Vision Child Protection, Code of Conduct and Conflict of Interest policies.

          30% office based.

          70% field based.

  • Occasional international and internal travels anticipated.
  • Position requires willingness and ability to continue to function during a crisis, including during a World Vision response to a manmade or natural disaster.
