 Duties and responsibilities:

Job Purpose: 

 

Under the guidance and direct supervision of the head of program, The M&E Manager will be responsible for developing and overseeing both project and organization monitoring systems, developing, and overseeing evaluations, supporting the design process of new projects, and promoting learning for adaptation.

 

Strategy and Reporting:

  • Gather global indicator data and review progress on impact as stated in the strategy. 
  • Support the writing of the external annual report with evidence of progress and impact.
  • Facilitate annual analysis review workshops to review progress and learnings.
  • Support the development and updating the programme theory of change systems maps.

 

Gender and Inclusion

  • Ensure Gender and Inclusion is central to all reports, reflections, and evaluations.
  • Ensure Gender and Inclusion is central to all project design processes, theory of change systems maps, and log frames as well as disaggregated in log frame indicators.
  • Work with Business Development and Change Ambition leads to include programming approaches with empower women and people of vulnerable or often excluded groups.

 

Project Design:

  • Lead the community engagement work for new project designs.
  • Lead the development of project log frames and MEAL plans, ensuring projects have SMART indicators and with suitable means of verification.
  • Ensure MEAL, gender assessments, community accountability, and learning is built in proposals (log frames and budgets).
  • Ensure climate change as well as Gender and Inclusion are considered strongly in design.

 

Monitoring and Evaluation:

  • Lead the planning and implementation of baselines, including developing indicator measurement tools. 
  • Ensure project teams can remeasure the indicators and include the results in reports.
  • Lead the planning of gender assessments and market assessments, where planned.
  • Facilitate project teams to reflect on learnings from indicator measurements, reviews, evaluations, and community feedback and to adapt as needed.
  • Lead on the planning and design of evaluation using engaging and good practice evaluation methodologies. And recruit and manage consultants as needed.
  • Support the Project Teams to cover progress towards impact within donor reports.
  • Ensure climate change as well as Gender and Inclusion are explored in evaluations.

 

Evidence and Learning:

  • Work with project teams and Change Ambition leads to identify learning questions and then lead on the planning and evidence gathering for these.
  • Facilitate country annual analysis reviews of to draw out learnings and adaptations.
  • For evidence needed (for either learning or external engagement), lead the evidence gathering (managing consultants if needed), and develop reports. Then support the development of external influencing products.

 

Partnerships and Capacity Building:

  • Identify staff and partner capacity gaps on M&E and provide tailored capacity building plans with as appropriate.
  • Build capacity of M&E staff and project teams to undertake M&E activities.

 

Other:

  • Oversee and roll out safeguarding measures and any cross-cutting policies.
  • Perform any other related duties commensurate with the level and grade of the role which may from time to time be requested by the line manager.

 
 Minimum Qualification, Skills and Experience Required:

Qualifications, Knowledge & Experience:
  • A Bachelor’s degree in international development or any other relevant study. 
  • At least 6 years of relevant work experience in humanitarian, development with an international INGO with a large portion of this working on M&E.
  • Strong practical experience of using Participatory Learning & Action tools with communities in designs, reviews, evaluations.
  • Strong experience of design, reflection, and evaluation methodologies (e.g., Outcome Mapping, Most Significant Change, counterfactuals). Experience in value for money tools would be advantageous.
  • Experience of evidence planning & gathering and then promoting learning.
  • Strong experience in developing logframes as well as indicator measuring at all levels of the logframe (and including using complex index tools)

 

 

Skills, Abilities and Competencies:

 

  • Ability to lead community engagement processes whether within designs, reviews, or evaluations and confident in using participatory methods.
  • Having a mind-set of not just achieving the targets but to constantly question around effectiveness, impact, sustainability, community empowerment, and climate change implications.
  • Ability to plan how to explore and measure effectiveness, impact, and sustainability of projects.
  • Ability to design monitoring tools for indicator measurements.
  • Good facilitation skills to lead workshops and reflection times.
  • Ability to build the capacity of staff and partners around M&E.
  • Familiarity with data analysis packages is an advantage.
  • Ability to follow deadlines, accuracy and attention to detail while meeting strict deadlines.

          Good communication skills, verbal and written, including in English.
