Main Purpose of Job: 


The Grants and Partnership Manager will support grants management, sub-grantees/partners onboarding and management, and will be highly involved in sub-grant monitoring and evaluation. S/he will also be responsible to identify and assess new partners and conduct the required due diligence processes per IRCís PEERS document. The Grants and Partnerships Manager might be required to conduct occasional travel to the field. The position will report to the Grants and Partnerships Coordinator and will sit in the Grants and Partnerships Unit of IRC Sudan. 

Additionally, the Grants and Partnerships Manager will act as a liaison between the IRC and its partners. They will facilitate partnerships at the various federal, local and ministry levels of government to ensure we are in compliance with local regulations and all required authorizations are granted. They will engage with local NGO partners/potential partners to provide partner mapping and build relationships across the civil society sector and facilitate lasting partnerships in accordance with PEERS.

 Duties and responsibilities:

Sub-grants/Partnership Coordination: 

  • Collaborate with technical coordinators to proactively identify potential partnerships with local and national organizations, including those that are led by women and serve women and girls.
  • Co-facilitate and guide partner mapping and selection processes, to identify new partners, including to identifying women-led and women/girls serving organizations.
  • Proactively engage partners in program development efforts.
  • Lead on partner vetting and performance evaluations in accordance with PEERS.
  • Lead on partner capacity building initiatives in collaboration with other relevant departments.
  • Ensure the flow of communication between IRC and partners, sharing all relevant documentation and guidance as well as through facilitating partner grant opening, review and closing meetings as well.
  • Develop compliance summary sheets detailing donor and IRC compliance and provide guidance to IRC     and partners on matters of compliance.
  • Maintain complete and organized partnership files for each partner.
  • Work collaboratively with partners and IRC staff to constructively resolve any issues that may arise.
  • Coordinate and assist in the operational, financial, and programmatic monitoring and support of all partners. Includes leading the coordination of monitoring visits and partner meetings to ensure deliverables are well.
  • Run and lead Partnerships meetings, including monthly Finance & Partnership Coordination Meetings.
  • Ensure that the partnership trackers are up to date with data collected from program, partnership, and finance teams and disseminating information (including the tracker) on Partners to relevant departments, as needed.
  • Leads communication with relevant HQ departments including finance, compliance, and regional program units.


Partnerships/Subgrant Processes: 

  • Lead the mapping of potential partners for emergency response, with a particular emphasis on local organizations. 
  • Update IRCís database that catalogues all past and potential partners on a continual basis. 
  • Support the Partnerships Coordinator and operational and technical staff as needed in the organization and facilitation of capacity and risk assessments for potential partners.
  • Assures high-quality implementation by supporting sub-grant opening, review, and closing meetings.
  • Support the development of partnership templates and contracts/agreements 
  • Work with Partnerships Coordinator, IRC finance, and other program staff to process partnerships effectively and ensuring donor compliance.
  • Lead and facilitate capacity building of partner NGOs and local community organizations and contribute to development of training materials.
  • Maintain comprehensive electronic partner files, ensuring they are streamlined and well organized.


Grants & Compliance (when required)

  • Support the Grants/Partnerships Coordinator in Concept Note and Proposal Developments for various donors as required 
  • Support the Grants/Partnerships Coordinator to ensure that reports to donors are submitted on time; those reports are coherent and accurate (proposal, modification requests, interim or final report).
  • To monitor grant spending in collaboration with the finance department including communicating concerns and developing solutions, such as, budget realignments, amendments, and other extensions ensuring compliant spending.
  • To monitor and support the use of grants management tools such as grants trackers, BvAs, procurement plans, spending plans, recruitment plans, and activity plans amongst program and operational teams.
  • To ensure accurate tracking of implementation and timely alerts on potential challenges/obstacles.
  • To maintain proper records of all grantís documentations, including donor correspondence, budgets, grant agreements, and reports.

Government Liaison

  • Build positive working relationships with government bodies, maintaining open channels of communication and facilitating information sharing.
  • Provide guidance to all internal stakeholders and develop SOPs on the step-by-step process for government approvals at each level i.e., federal, state and ministry level.
  • Ensure all technical agreements are prepared and ready for sign off before the start of new grants.
  • Liaise with government department and agencies to prepare and sign off relevant MoUs where IRC is collaborating with government MDA.


Support the Grants and Partnerships Coordinator on any other grants and partnerships related tasks as required.

 Minimum Qualification, Skills and Experience Required:

  • Bachelorís degree in social study or relevant field from a recognized university with 5-years of confirmed experience; or masterís degree with 3 years of relevant experience. Strong preference will be given to candidates with previous experience in partnership management, consortium/network management or sub-grant/partner identification and management. 
  • Experience in project management with managerial and operational skills
  • Previous experience collaborating with technical staff preferred.
  • Confirmed experience in coordination of multiple partners (internal and external).
  • At least 2 years management experience with confirmed leadership skills
  • Experience facilitating sub-grants, including proposal review, agreement development, and monitoring strongly desired. 
  • Familiarity with USG (e.g., USAID/BHA,) and ECHO rules and regulations desired. 
  • Program development experience, including development of key project documents such as logical frameworks, monitoring tools, etc.
  • Experience crafting and implementing capacity building programs is a plus.
  • Computer literate (MS Word, Excel, PPT). Budgeting experience required.
  • NGO experience in similar position is preferred.
  • Good communication and interpersonal skills.
  • Willingness to travel in Sudan for monitoring purposes, as requested 
  • Excellent organizational and time management skills with ability to manage competing priorities and deadlines. 
  • Fluency in Arabic and in English, both written and spoken, required.
