 Background:

The Organization

 

Search is an international conflict transformation NGO that aims to transform the way individuals, groups, governments and companies deal with conflict, away from adversarial approaches and towards collaborative solutions. Headquartered in Washington DC, USA, and Brussels, Belgium, with 55 offices in 34 countries, Search designs and implements multifaceted, culturally appropriate and conflict-sensitive programs using a diverse range of tools, including media and training, to promote dialogue, increase knowledge and determine a positive shift in behaviors. Operating in Sudan since 2009, Search has developed and implemented innovative peacebuilding programs in collaboration with local Sudanese NGOs. Our work in Sudan seeks to empower women and other marginalized groups and encourage greater inclusivity in the peace processes and governance in Sudan.

 

The Project

 

Search in partnership with Um Serdiba Organization for Development, Badya Centre for Integrated Development Services, Cafa Development Organization, and Eve Center and Al Hareesat are implementing a 24-month project which emphasizes coalition-building –recognizing the high toll years of divisive politics, long-standing conflict, and political instability have had on women’s collaboration and relationships in peripheral states including South Kordofan, West Kordofan, and Blue Nile. Thus, the project is designed for women of various backgrounds to rebuild relationships and connections locally, across entrenched divides, and then to connect leaders in the targeted peripheral states and the power center in Khartoum to strengthen collective action. Recognizing the uncertainty at the national-level, this project prioritizes the inclusion of diverse male champions at the local-level. This builds on key successes and lessons learned from our previous and ongoing programming which has highlighted the importance of focusing on advancing peacebuilding and strengthening social cohesion at the local level, recognizing that this can often have the most impact on the day-to-day lives of conflict-affected communities especially in the face of national political uncertainty. 

 

Geographic Locations

 

This study will mainly target Blue Nile (Gisan Baw and El-Rosiris localities), South Kordofan (Dilling and Habila), West Kordofan (Greater Lagawa), and Khartoum (to leverage Search’s connections to the national women’s groups).

 Duties and responsibilities:

Search expects the following deliverables from the external consultant(s) as they correspond to the timeline and budget:

  • An inception report detailing the methodology (including sampling), data collection tools and timeline for baseline study;
  • Any necessary training of data collectors or set-up of systems for data collection;
  • Supervision and participation in data collection;
  • Oversight of data coding and analysis;
  • Debrief after data collection (discussion of preliminary findings and recommendations & report structure) for staff and partners
  • All original data submitted to Search;
  • Draft report in English, for review by Search staff;
  • Final report in English (20 pages max in length, excluding appendices) consistent with Search branding and standards for baseline studies. The baseline report is to be informed by the findings of the final evaluation of the project “Strengthening the Political and Peacebuilding Role of Women in Sudan’s Transition” and “Maa Baaad Nanmo: We Grow Together”.

The report: 

  1. Uses the Search’s standard template unless otherwise agreed in the contract
  2. Include all relevant project specifics
  3. Fully explains the objectives and research questions of the study, limitations and methods chosen for analysis,
  4. Findings are structured around the main objectives of the study, and are presented in relation to the intended target groups (i.e. disaggregated and visualized).
  5. Recommendations should have a clear audience and be specific, accessible, and actionable.
  6. Indicator table showing all indicator data at baseline stage
  7. Appendices should include detailed research instruments, list of interviewees, terms of references and evaluator(s) brief biography. 
  • PowerPoint presentation of findings (in English and Arabic)

Search expects to finalize the recruitment of the consultant by the end of March, 2023.

  • April 16 Inception report (methodology, tools, literature review & timeline)
  • May 1-14 Data collection
  • May 14 Presentation of preliminary findings and recommendations
  • May 21 First draft report
  • May 28 Final report

 
 Minimum Qualification, Skills and Experience Required:

The following skills and experience are expected by Search for our evaluator for this project:

  • Proficiency in English and Arabic (written and spoken);
  • More than 5 years of experience in project evaluation, including collecting data in interviews, surveys and focus groups;
  • Experience in conflict analysis and working with civil society sectors, specifically in conflict affected areas in Sudan;
  • Experience working with international organizations;
  • Experience conducting quantitative surveys and analysis;
  • Evaluation methods and data collection skills;
  • Familiarity and experience with contextual challenges in the geographic location(s) where the study will take place. 

Selection Criteria

  • Consultant proposals will be selected for:
  • 1. Relevance of proposed methodology to the goal, objectives, and research questions for the project.
  • 2. Quality of proposed methods, conflict sensitivity approaches, and quality control measures.
  • 3. Qualifications of the candidate(s).
  • 4. Proposed budget in relation to proposed methodology, deliverables and team.
  • 5. Timeline for proposed activities.
