 Background:

Vétérinaires Sans Frontières - Germany (VSF Germany) is a non-governmental, non-profit making international Organization, engaged in the field of veterinary relief and development work providing humanitarian aid and development assistance to pastoralists and vulnerable communities in areas where livestock is of importance. With support in animal health, agriculture, marketing, and food safety, VSFG works towards food security and strengthened livelihoods of pastoralist communities. VSF Germany implements activities in Ethiopia, Sudan, South Sudan, Kenya, and Somalia. VSF Germany is registered and licensed in Sudan by Humanitarian Aid commission (HAC) since 2010 and renewed its license every year. 

VSF Germany seeks to recruit a qualified person to fill the following position according to its job description and specifications. Women are highly encouraged to apply. 

Position:           Program Officer 

Report to:         Program Manager

Location:          Khartoum with frequent travel to the different VSF G field  offices 

Duration:          One-year subject to renewal based on performance and Fund availability 

Gross Salary:   900 - 1000   USD subjected to all statutory deductions

 



 
 Duties and responsibilities:

  • Provide support and backstopping for assigned programs, ensuring all program objectives and goals are met in compliance with VSF Germany and donor regulations.
  • Work with field personnel on project related services, and serve as primary point of contact between assigned field offices and VSFG main office.
  • Provide technical assistance, as needed to the field staffs and country office program team. 
  • Track project deliverables and financial targets for each country program and reports to line manage. 
  • Monitor project performance, document and share with the program team as appropriate. 
  • Prepare, review and/or edit project progress reports (i.e. monthly, quarterly, annual, etc.) to ensure quality, and work with supervisor and field team to revise target goals if necessary. Inform supervisor/management of any critical issues as they arise.
  • Frequent travel to field to monitor program implementation and provide technical assistance. Write a case study, lesson documentation through taking photos, recording success stories, etc.
  • As relevant, serve as the main point of contact for partner institutions.
  • Represent VSF Germany at meetings (e.g. sector meetings), conferences and workshops, as needed.
  • Provide updates, reports and critical analysis of field reports to the Country Program Manager, as appropriate. 
  • Coordinate with relevant departments to ensure effective support to the field, and to provide accurate information to the field regarding VSFG policies and regulations.
  • Take part in program budgeting during proposal development and to prepare budget forecasts for annual, quarterly and monthly bases
  • Take part in analyzing project expenditures against budget, and coordinate with line manager and relevant department/staff the appropriate action to be taken.
  • Analyze work plans against project deliverables to feed into reporting requirements, and to support decision making. 
  • Support field and country teams in planning for and coordination of project procurement, ensuring adherence to VSF Germany and donor procurement and finance policies and procedures. 
  • Participate in, coordinate and/or lead program development and proposal preparation, as needed.
  • Other related duties, as assigned by supervisor.

 
 Minimum Qualification, Skills and Experience Required:

  •  Minimum Bachelor's Degree; in Development related studies, Veterinary science, Agriculture, or any other related field, sound understanding of INGO operations and management. 
  • Not more than One Year (1 year) of experience in related field and not more than two years since the graduation date
  • Knowledge of project cycle management and quality assurance
  • Knowledge of research methods and conducting assessments  

 

Skills and Competencies

  • Good knowledge of Sudan’s socio-economic context.  
  • Good follow-up and assessment skills.
  • Very good communication skills (i.e. report and proposal writing).
  • Fluent in spoken and written English.
  • High level of computer literacy including high level of Microsoft Word, Excel and PowerPoint. 
  • Highly competent and self-motivated junior professionals in the fields of veterinary sciences or agriculture.  
  • Ability to work efficiently under pressure and deliver with high quality.
