 Background:

Vétérinaires Sans Frontières - Germany (VSF Germany) is a non-governmental, non-profit making international Organization, engaged in the field of veterinary relief and development work providing humanitarian aid and development assistance to pastoralists and vulnerable communities in areas where livestock is of importance. With support in animal health, agriculture, marketing, and food safety, VSFG works towards food security and strengthened livelihoods of pastoralist communities. VSF Germany implements activities in Ethiopia, Sudan, South Sudan, Kenya, and Somalia. VSF Germany is registered and licensed in Sudan by Humanitarian Aid commission (HAC) since 2010 and renewed its license every year.

Position:           Roving Finance and Compliance officer  
Report to:         Finance  Manager/Country Director
Location:          Khartoum with frequent travel to the field

 Duties and responsibilities:

The Roving Finance Officer works under the guidance and supervision of Finance manager and country director. 50% of time will be in the field.

 

Financial Management:

  • Provide controllership function in order to ensure that financial policies and procedures are in accordance with VSF G and donor requirements. 
  • Manages the preparation and maintenance of a variety of financial records and reports including those related to the general ledger, accounts payable, accounts receivable, donor claims, payroll, inventories, budgets and fixed assets, ensures the purchasing of materials, supplies and equipment are conducted in accordance with VSF Germany policies and procedures.
  • Control costs and enforce adherence to financial plan and projections.
  • Monitor the overall liquidity and cash flow position of the VSF G.
  • Provide sound and timely advice to VSF G on all matters with financial implications to enable effective decision making
  • Monitor and control all cash and bank accounts of VSF G to ensure prudent operations. 
  • Assist in annual audits and projects specific audits. 
  • Ensure that all statutory and non-statutory deductions are made properly, promptly and are remitted to the respective authority as required by law.
  • Manage the payment process for goods and services required and received for the benefit of the organization and that such payments are properly analyzed and recorded in the relevant books of accounts and that the best terms are received.
  • Ensure the completeness, accuracy and recording of all cash receipts by the projects.
  • Design and deliver (periodic) capacity building training for field staff on finance matters in relation to specific donor contracts.
  • Conducts Financial Reviews of VSF G field operations and activities and report findings and recommendations to the Country Director and Management Team.
  • Review VSF G field offices bank and Cash books, vouchers and supporting documents before making entries in the accounting software (MSD), to ensure compliance with VSF G procedures and donor regulations.
  • Assist in the financial assessment of partners, incorporate capacity building activities in projects budgets and deliver capacity building programs to address the gaps
  • Actively participate in donor liaison functions (regular meetings, expositions, events, outreach, etc.).
  • Make periodic field visits to VSFG field offices to provide support to staff there, review their work and provide feedback to senior management.
  • To back up the Field finance officers whenever the finance officers are away from work. 

 

 

 

Compliance:

 

  • Orient the VSF G staff on Code of Conduct through trainings and facilitate trainings on fraud awareness, major donor compliance rules and regulations.
  • Assist management to identify, assess and mitigate risks associated with program and operations activities.
  • Assist in investigations upon request and approval of the country Director.
  • Track internal and external audits recommendations to ensure their timely implementation and communicate the progress with management.
  • Provide a good example when it comes to ethics and organizational values.
  • Conduct periodic reviews of applicable local laws (i.e. labor law, taxes, etc.) to ensure compliance.
  • Periodic review of stores to ensure compliance with storage and stock in and out procedures.
  • Review procurement transactions to ensure compliance with organizational policies and procedures and donor regulations.
  • Review Salary/payroll transactions to ensure compliance with organizational policies and laws.
  • Review the budget versus. Actual for VSF G running projects.
  • Review recruitments process, inductions, separations, performance appraisals to ensure their compliance with organizational policies and procedures, local laws and donor regulations as applicable.
  • Assist in investigations upon request and approval of the Country director.

Risk Management:

 

  • Prevent financial loss due to fraud or error by ensuring that assets are safeguarded and closely monitored and maintained through adequate internal control systems. 
  • Ensure adequate insurance of all Country Office premises, furniture, machinery, equipment and any other quantifiable assets.
  • Ensure that the Country Office complies with all legal, regulatory, and audit requirements, including submitting accurate and timely relevant reports to relevant bodies as stipulated by law or agreements. 
  • Ensure safekeeping of all sensitive documents e.g. used cheque books/leaves, log books, LPO book etc. 
  • Responsible for maintenance of the financial records of the Country Office in cooperation with the Finance Manager.
  • Responsible for the prudent management of all credit control and financial management of personal loans, working float loans and advances to staff as well as informing the staff and their line managers on any balances outstanding.
  • Provide details of and timely feedback on all compliance matters and draw the attention of the management to any critical matters that may require attention.
  • To Respect VSFG safety and security regulations especially confidentiality in dealing with cash.
  • To Meet deadlines for all given tasks
  • Any other duties assigned by the supervisor which is relevant to this Position. 

 


 
 Minimum Qualification, Skills and Experience Required:

  • Bachelor degree in Accounting, Finance, Business Administration, Audit, or related field relevant to the position requirements. Master degree is preferable 
  • Minimum of 5 years of experience in finance, Audit and Compliance, of which at least two years were working in the field of international NGO.
  • Experience managing small Grants and sub-awards and reporting requirements and experience in creating, utilizing, and managing systems and staff that ensure compliance with those requirements.
  • Knowledge of HR and Procurement principles and procedures and knowledge of Projects management.
  • Experience in budget monitoring and managing financial reporting requirements.
  • Excellent oral and written communication skills in English; excellent demonstrated interpersonal, analytical, and negotiation skills.
  • Knowledge of finance, accounting, budgeting, and cost control principles including Generally Accepted Accounting Principles. Knowledge of automated financial and accounting reporting systems
