 Background:

Job purpose:

Community engagement and accountability is at the core of Red Cross and Red Crescent programming and operations. It is an approach geared towards putting people and communities, vulnerable to and affected by crisis, at the centre of what we do. It encompasses a set of activities that embed and integrate participation, communication, feedback and learning throughout the programme cycle, in service delivery and in strategy development.  The goal is to enable people and communities to lead and shape positive, sustainable change in their own lives, communities, and society.

 

The Community Engagement and Accountability (CEA) Officer will support the Manager of PMER/CEA at Sudan Red Crescentto enhance the impact, reach and efficiency of programs and operation in general and Flood response and recovery operationsspecifically, through the integration and coordination of CEA activities and approaches.

 

Thus the focus of the CEA Officer will be to ensurethe Sudanese Red CrescentSociety staff and volunteers are trained on the CEA approach and its tools support effective use of CEA approaches to foster community participation and feedback in all phases of the operation through mainstreaming different CEA techniques and activities across the keysectors.

 

The role will also be expected to work closely with Operations Manager and the branches as well under the direction and supervision of SRCS Manager of PMER/CEA to ensure all information and feedback from communities is effectively visualised, profiled within the operation, and used to inform strategic decision-making.



 
 Duties and responsibilities:

  1. Support the SRCS Manager of PMER/CEA and the operations team, to implement CEA approaches within the operations and population movement operations and COVID 19 and support longer term CEA capacity strengthening where possible.
  2. Coordinate with the SRCS Manager of PMER/CEA and oversee the effective delivery ofCEA refresher branch trainings in branches, inclusive of the development and production of an easy-to-read CEA booklet for volunteers and staff to guide implementation of community engagement activities.
  3. Support the branches to plan participatory approaches to setting selection criteria and distribution processes and communicating these clearly to communities
  4. Support the Manager of PMER/CEA to roll out CEA perceptions/ satisfaction and KAP surveys about the operation, engagement levels and information needs to track accountability levels and inform operational changes.
  5. Support the branches in setting up/strengthening of appropriate feedback methods and systems to gain a deeper understanding of the community feedback, including perceptions, beliefs, rumours and complaints within the operation.
  6. Support the Manager of PMER/CEA in developing periodic community feedbackreports and share these with key operation teams and decision makers to inform course correction in the operation.
  7. Liaise with focal Staff and Volunteers in the branches to organize community briefings to communicate operational changes that will be effected based on the analysed community feedback.
  8. Support the Health and WASH team in rolling out and adaptation of hygiene and health promotion sessions, inclusive of volunteer feedback collection and response, suitable to the COVID-19 and RCCE guidelines.
  9. Produce and disseminate internal/external reports and case studies that demonstrate the impact of CEA in the operation.
  10. Support management of CEA expenditure in line with the operations budget
  11. Represent the manager of PMER/CEA, when mandated, in relevant inter-agency coordination groups (CEA/AAP)and ensure SRCS community engagement efforts are coordinated and recognized by other NGOs, humanitarian agencies, UN.
  12. Any other tasks assigned by the manager of PMER/CEA

 
 Minimum Qualification, Skills and Experience Required:

  • Graduate from social university or relevant university.
  • More than 4 years’ experience of working in the humanitarian or related field, with more than 2 years’ experience in the specific area of CEA.
  • 1-2 experience on the community engagement and accountability (CEA)
  • Commitment to the RCRC and the fundamental  principles
  • Integrity & personal conduct
  • Sensitivity to diversity and cultural differences
  • Pro-active ad solution focused
  • Interpersonal skills
  • Strong team work skills
  • Fluent in English  and Arabic language
  • Has good skills in Microsoft office (excel, ward, and PowerPoint)  
  • Preferable he/she has an  experience with SRCS in the field of CEA
