 Background:

GENERAL POSITION SUMMARY:

Mercy corps is looking for an experienced, qualified and business oriented Sudanese to fill in the position of Program Officer- Market Integration to specifically focus on Finccial Inclusion. Reporting to the Market Integration Coordinator,  the holder of this technical position will implement aspects related to the Agriculture market component of the program more so intervention around financial inclusion, in collaboration with other components. S/he will be required to apply a wide variety of modern, resilient and environmentally smart tools and approaches in order to ensure small holder farmers have improved and sustainable access to formal and informal financial services. He/she will be responsible for Capacity building and overseeing the implementaiton of contracts with financial institutions such as banks and microfinance.

 

The Financial Inclusion officer will support the Financial Inclusion & Education team (Intervention 1) based in Mexico City on the different activities and necessities related to the intervention (I1), she/he will build and follow up the generated data of the intervention from the diverse strategies, the contribution will focus also, in some cases, with field visits with the intervention lead or the intervention manager. Within her/his activities will be the follow up and support of processes related with the operation.



 
 Duties and responsibilities:

ESSENTIAL JOB FUNCTIONS:

 

  1. Planning, developing and implementing market development activities
  • Support market assessments in the target geographic areas to assess current situation, economic opportunities and resources, needs, interventions and take part in strategy review /development .
  • Review and or develop plans for short, medium and longer-term financial sector activities and strategies
  • Support the management and successful implementation of partnerships with financial institutions and fintec companies through joint planning, oversight, adivsories, capacity building etc.
  • Support the development and strengthening of the business relationships between rural communities, groups, cooperatives with financial institutions and fintecs
  • Support assigned Private Sector Patners (PSP) in developing training materials and approaches and oversee their deployment and use.
  • Regularly review and report on progress towards attainment of project outputs, objectives and outcomes.
  • Provide technical support to financial service providers to understand their clientele, develop and pilot tailored services for smallholder farmers.
  • Review reports and related documents from assigned PSP and prepare PSP payment requests based on accomplished milestones
  • Develope and implement activities which improve the capacity and livelihood of  smallholder farmers and agribusinesses to qualify for, access and effectively utilize formal and informal financial services.
  • In coordination with the financial service providers and fintechs, develop and implement a host of activities
  • Provide technical support to PSP to establish and strengthen last mile input distribution and output aggregation networks, markets and business models to enable access to quality inputs and equipment
  • Through PSPs, support the establishment, growth, efficiently and development of village/community savings and loan groups especially the SILK model for informal financial services to program participants

 

  1. Collaboration/Networking, Representation and Coordination
  • Represent SAFE program to the Donor, Government officials and other stakeholders as and when required to.
  • Maintain close working relationships with development organizations, and local partners, including representing SAFE at local coordination meetings as assigned.
  • Establish and maintain good coordination and working relationships with State, locality and lower level leaders, representing Mercy Corps and soliciting participation in activities where appropriate and as directed.
  • Lead coordination between finanical service providers, finecs and other  Private Sector Partners
  • Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps Europe and to not jeopardize its humanitarian mission.

 

  1. Documentation, Monitoring, Evaluation and Reporting
  • Work closely with the monitoring and evaluation team to conduct studies, to capture data for measuring output and impact of the program; and to ensure accurate and timely flow of information from the field.
  • Prepare and submit timely weekly, monthly, and quarterly reports that will be indicative of program progress during implementation. Respond to queries if and when necessary and maintain proper filing system.
  • Provide follow ups, recommendations and solutions where there are challenges during implementation.
  • Other duties as assigned

 

  1. Security
  • Be fully aware of the security situation of the area and follow all precautionary procedures.
  • Personal safety is the top priority. The incumbent is clearly advised not to take any risk whatsoever of personal insecurity at no time and under no circumstances.

REPORTS DIRECTLY TO: The Market Integration Coordinator

 

WORKS DIRECTLY WITH: Other Market Integration Officers overseeing input and output market subsectors, Environment and NRM Officers, Gender officer, finance and operations team members

 


KNOWLEDGE AND EXPERIENCE:

  • Bachelor’s Degree in Banking, financial services, Business studies, economics or any relevant discipline.
  • A minimum of 3 years’ experience working with INGOs on development programs with small holder farmers.
  • Experience in financial services, fintecs, VSALs, financiing mechinsms, livelihoods projects is required
  • Good verbal and written English, communication, organizational, prioritization and negotiation skills.
  • Strong computer literacy with knowledge of office applications such as word, excel, Power point etc.
  • Demonstrated flexibility, creativity and enthusiasm as well as a willingness to learn and to be continually adaptive within a dynamic and often self-directed working environment.
  • Excellent team work abilities, interpersonal and problem solving skills, attention to detail and timeliness.
  • Willingness to spend much time in the field and work closely with program target groups.
  • Experience working with Private Sector in Agriculture is an added advantage.
  • Strong organizational and report-writing skills.
  • Good knowledge and experience of south Kodofan state and local context is preferred.
