About the Role:

Job Title: This position is responsible for ensuring efficient, timely and accurate Human Resources activities are carried-out in adherence to these Practical Action’s standards, and to fulfil the four folds of Human Resources societal, organizational, functional, and personal.

  • Maintain and develop effective internal procedures.

 

  • Handle employee-related issues.
  • Support recruiting and retention efforts.
  • Keep performance at peak levels.
 


 
 Duties and responsibilities:

Overall Unit Management:

  • To lead the work of the unit, giving attention to meeting targets and standards.
  • To provide Line management for unit staff, including recruitment, induction, staff development, leadership, support, and discipline.
  • To provide a support and advice structure for Directors and Managers in the management of their staff, including grievance and disciplinary processes.
  • Chair the HR working group, update and deliver its TOR as appropriate.
  • Produce monthly, quarterly, and annual report of HR issues to concerned management forums (SMT and PMT).

Personnel and procedures:

  • To lead the development and implementation of policies, procedures and good practice within Practical Action.
  • To train and support management, on an ongoing basis, in fair and consistent application of policy and practice, ensuring a strategy that support the business strategy of the organization
  • To review and make recommendations on current policy, systems, procedures and practice to ensure that the changing need within the organization are met and are compliant with Sudan 1997 labor act.
  • Provide specialized support to the development consistent, high-quality personnel policies and practice across Practical Action.
  • To co-ordinate specialized support to the work of the unit, particularly through freelance advisors and sub-contractors, on pension management, legal matters and other business as appropriate.

Recruitment:

  • Provide a professional and effective recruitment and resource service that in line with PA’s recruitment policies and procedures.
  • Initiate annual recruitment plan in line with the organization strategy.
  • Maintaining, retaining good staff throughout succession plans.

Reviews of staff remunerations:

  • To maintain the integrity and relevance of grading, reward and benefit policies and processes.
  • To review grading whenever felt necessary.
  • To collect market basket data, inflation and calculate COLA on annual basis.
  • To undertake regular comparative reviews of staff remuneration and recommend changes accordingly.

Performance Appraisal:

  • To provide guidance and support to managers in carrying out the performance management process throughout cloud base appraisal system (Be your Best).
  • To contribute to effective performance and reward management within the organization.
  • To monitor the management of all staff performance management.

Human Resources Development:

  • Develop and implement an effective human resources development plan by compiling training recommended in staff appraisals.
  • Secure HRD funds by inserting HRD line item in all proposals that will be submitted to donors.

Staff Survey:

  • Undertake annual “weather check “staff survey, share widely and work with the organization management to respond to its recommendations.

Other:

Any other duties commensurate with the level and grade of the role which may from time to time, reasonably be requested by the line manager.


 
 Minimum Qualification, Skills and Experience Required:

Qualifications, Knowledge & Experience:

  • A Bachelor’s degree in Human Resources, Business Administration, or any other relevant study. Postgraduate in the discipline preferred.
  • Minimum of seven years relevant work experience, including five years INGOs experience leadership level.
  • Proven senior management and line management experience

Trends and developments within HR Training, resourcing, and reward restricted.

 

 

Skills, Abilities and Competencies:

  • Ability to communicate effectively (written and verbal) in English.
  • Ability to work independently with minimal supervision.
  • Ability to work under pressure and adhere to strict deadlines.
  • Ability to work at a senior level of strategy and policy development
  • Ability in building capacity, providing training and technical assistance.

 

Additional Requirements for the Role:

  • Proactive with a high team spirit and ability to work with colleagues at different levels and different locations
  • Gender & culture sensitive.
